【摘要】：我國交通建設(shè)的安全管理與快速發(fā)展的公路建設(shè)相比，安全管理水平并沒有得到協(xié)調(diào)發(fā)展，安全生產(chǎn)事故仍沒有得到有效的遏制，特別是危險因素和危險隱患比較多的高速公路建設(shè)，安全故事仍然比較頻繁發(fā)生。論文通過回顧我國有關(guān)建設(shè)安全生產(chǎn)的法律法規(guī)、部門規(guī)章的相關(guān)規(guī)定，研究分析當(dāng)前高速公路建設(shè)安全管理存在法律法規(guī)體系不健全、項目安全管理保障體系不完善、監(jiān)管不到位、未實現(xiàn)全過程安全管理等現(xiàn)狀，結(jié)合安全管理的基本原理、安全系統(tǒng)工程理論和Deming（戴明）循環(huán)基本原理，分析了產(chǎn)生安全管理問題的成因，提出了通過對影響安全生產(chǎn)的人、機、環(huán)境、管理四大因素的綜合管理，構(gòu)建以安全管理組織、安全管理制度、安全技術(shù)管理、安全投入管理、安全教育培訓(xùn)管理、安全生產(chǎn)應(yīng)急管理、安全生產(chǎn)考核與獎懲為主要內(nèi)容的高速公路建設(shè)安全管理體系，，形成標(biāo)本兼治、齊抓共管的全過程全方位安全管理新模式；并結(jié)合安全管理實踐對如何保障管理體系的運行提出了實施策略，提高管理體系的適應(yīng)性和適用性，提高高速公路項目建設(shè)安全管理水平。 論文研究構(gòu)建的高速公路建設(shè)安全管理體系，以危險源控制、安全投入、應(yīng)急預(yù)案管理為基礎(chǔ)，結(jié)合廣樂高速公路項目的安全管理實踐，構(gòu)建以建設(shè)單位為主導(dǎo)、以建設(shè)項目為管理對象、以參建各方為相關(guān)方的安全管理體系，把“安全第一、預(yù)防為主、綜合治理”的安全生產(chǎn)方針落到實處。 希望本論文研究成果能為高速公路建設(shè)的安全管理提供新思路，能在實際工程建設(shè)安全管理中得到廣泛應(yīng)用，為其他類似工程建設(shè)項目的安全管理提供借鑒參考。
[Abstract]:Compared with the rapid development of highway construction, the safety management level of traffic construction in our country has not been coordinated development, and safety accidents have not been effectively contained. Especially for highway construction with more risk factors and hidden dangers, safety stories still occur frequently. By reviewing the laws and regulations of construction safety in our country and the relevant regulations of departments and rules, this paper studies and analyzes that the existing laws and regulations system of expressway construction safety management is not perfect, and the project safety management guarantee system is not perfect. This paper analyzes the causes of the safety management problems, combining with the basic principles of safety management, the theory of safety system engineering and the basic principle of Dai Ming cycle. Through the comprehensive management of human, machine, environment and management which affect the safety of production, it is proposed that the safety management organization, the safety management system, the safety technology management, the safety input management, the safety education training management, the safety management organization, the safety management system, the safety technology management, the safety input management, the safety education training management, Safety production emergency management, safety production assessment and reward and punishment of the main content of the safety management system of highway construction, forming a new mode of all-around safety management in the whole process; Combined with the practice of safety management, this paper puts forward the implementation strategy of how to guarantee the operation of the management system, improves the adaptability and applicability of the management system, and improves the safety management level of the expressway project construction. The safety management system of highway construction studied in this paper is based on hazard source control, safety input and emergency plan management, combined with the safety management practice of Guangle expressway project. Taking the construction project as the management object and the parties involved in the construction as the related party's safety management system, the safety production policy of "safety first, prevention first, comprehensive management" is put into practice. It is hoped that the research results of this paper can provide a new idea for the safety management of highway construction, be widely used in practical engineering construction safety management, and provide a reference for the safety management of other similar engineering construction projects.
