【摘要】：隨著中國經(jīng)濟建設的高速發(fā)展,各種建筑材料的需求,也呈現(xiàn)大規(guī)模增長的趨勢。如水泥,鋼材,石料,沙,石灰,鋼鐵,大型設備以及原料等物資的運輸,還包括一些已經(jīng)被非法改裝的超大型集裝箱運輸,對道路安全隱患造成了相當大的威脅,同時也造成了道路基礎設施的損害,如長濟高速新鄉(xiāng)至獲嘉部分路段的路面出現(xiàn)大量病害,路面起伏不平,已影響其通行安全。對高速公路的影響日益突出,對超載運輸?shù)闹卫砜滩蝗菥�。需要加大超限運輸活動的治理力度,嚴格規(guī)范車輛的運輸行為,從而保護公路設施,保證交通安全,把超限治理工作做好為國家的經(jīng)濟建設保駕護航。 首先,本文在闡述論文研究的背景及選題意義的基礎上,系統(tǒng)介紹了國外以及我國對超限運輸?shù)奈：π哉J知、對超限運輸治理的法規(guī)法規(guī)完善過程及相關采取的相關措施和方法,規(guī)律性的總結了國內外超限治理工作并歸納了國內外治理超限運輸經(jīng)驗。 接著,本文闡述了超限與超載的內涵以及河南省當前超限超載運輸治理的現(xiàn)狀及存在的問題。分別從所取得的成就、存在的不足、造成不足的原因等三個方面對河南省高速公路超限治理的現(xiàn)狀進行分析。根據(jù)河南省高速公路超限治理的現(xiàn)狀提出未來發(fā)展的對策建議,主要通過健全法律法規(guī),清理超限運輸源頭,打破利益鏈條等三個方面。 本文認為,實現(xiàn)河南省高速公路超限超載治理工作的可持續(xù)性發(fā)展,首先是要充分利用現(xiàn)有資源、完善現(xiàn)有治理手段；其次通過整合現(xiàn)有資源,建立治超聯(lián)動機制。最后是要不斷減少繳納的各項費用,進一步規(guī)范運輸市場,才能從根本上減少超載超限車輛的大量出現(xiàn)。
[Abstract]:With the rapid development of China's economic construction, the demand for various building materials also presents a large-scale growth trend. Transportation of materials such as cement, steel, stone, sand, lime, steel, large equipment and raw materials, as well as some ultra-large containers that have been illegally refitted, pose a considerable threat to road safety risks. At the same time, it has also caused damage to road infrastructure, such as a large number of diseases on the road surface from Xinxiang to some sections of Yujia section of Changji Expressway, which has affected the safety of the road due to the ups and downs of the road surface. The influence of highway is more and more prominent, and it is urgent to control the overload transportation. In order to protect highway facilities, ensure traffic safety and protect the economic construction of the country, it is necessary to strengthen the management of over-limit transportation activities and strictly regulate the transport behavior of vehicles. First of all, on the basis of explaining the background of the research and the significance of selecting the topic, this paper systematically introduces the cognition of the harm of the overrun transportation both abroad and in our country. In this paper, the improvement process of the regulations and the relevant measures and methods are summarized regularly, and the experiences of the overrun transportation at home and abroad are summed up. Then, this paper expounds the connotation of overload and overload, and the current situation and existing problems of overload control in Henan Province. This paper analyzes the current situation of highway over-limit control in Henan Province from three aspects: achievements, shortcomings and causes. According to the present situation of highway management in Henan Province, the author puts forward some countermeasures and suggestions for future development, mainly through perfecting laws and regulations, clearing up the source of over-limited transportation, and breaking the chain of interests. This paper holds that the sustainable development of highway overload control work in Henan Province should be realized firstly by making full use of existing resources and perfecting the existing governance means; secondly, by integrating existing resources, establishing the linkage mechanism of governance and overloading. Finally, it is necessary to continuously reduce the fees paid and further standardize the transportation market in order to fundamentally reduce the large number of overloaded and overloaded vehicles.
