【摘要】：老城區(qū)老舊小區(qū)停車位配建水平普遍較低,合理制定老舊小區(qū)停車發(fā)展政策與策略是緩解其停車矛盾的根本措施。首先指出南京市老城區(qū)老舊小區(qū)普遍存在停車位缺額大、大量車輛轉(zhuǎn)移停放至小區(qū)外圍道路的問題�；跀�(shù)據(jù)分析不同年代建設(shè)的小區(qū)停車供需的差異化特征。通過對老城區(qū)老舊小區(qū)停車趨勢進(jìn)行判斷,提出綜合治理、多元化、市場化的停車發(fā)展思路與策略。最后,從機(jī)制與政策、規(guī)劃與建設(shè)、運(yùn)行與管理等方面提出停車發(fā)展政策建議,具體包括通過制定相關(guān)政策,鼓勵和引導(dǎo)小區(qū)建設(shè)和改造停車設(shè)施;引入交通影響評價制度,針對不同片區(qū)確定停車位擴(kuò)容上限;強(qiáng)化停車秩序管理,以價格杠桿調(diào)節(jié)停車需求等。
[Abstract]:The level of parking allocation in old residential areas is generally low. The basic measures to alleviate the parking contradictions are to make reasonable parking development policies and strategies in old residential areas. Firstly, it is pointed out that there are many problems in the old district of Nanjing, such as large parking space, large amount of vehicles being transferred and parked to the outer roads of the district. Based on the data, the paper analyzes the different characteristics of parking supply and demand in different years. By judging the parking trend of the old district in the old urban area, this paper puts forward the development ideas and strategies of comprehensive management, diversification and marketization. Finally, from the mechanism and policy, planning and construction, operation and management and other aspects of parking development policy recommendations, including through the formulation of relevant policies to encourage and guide the construction and renovation of parking facilities, the introduction of traffic impact assessment system, To determine the upper limit of parking space expansion in different areas, strengthen parking order management, adjust parking demand with price lever, etc.
