【摘要】：突發(fā)事件發(fā)生后,為了保障承擔(dān)搶險救災(zāi)任務(wù)的一般救災(zāi)車輛在盡可能短的時間內(nèi)趕赴現(xiàn)場,應(yīng)該確立其優(yōu)先通行權(quán)。在分析優(yōu)先通行權(quán)概念內(nèi)涵、比較應(yīng)急車輛與一般救災(zāi)車輛承擔(dān)的運(yùn)輸任務(wù)的基礎(chǔ)上,從法律定位上明確其應(yīng)享有優(yōu)先通行權(quán),并建議在相關(guān)的法律規(guī)范修訂中明確承擔(dān)救災(zāi)任務(wù)的一般救災(zāi)車輛應(yīng)享有與應(yīng)急車輛相同的優(yōu)先通行權(quán)。在具體的交通組織上,提出采用警車帶隊(duì)編隊(duì)通行的方式來實(shí)現(xiàn)一般救災(zāi)車輛的優(yōu)先通行權(quán)。在安全保障方面,應(yīng)該在相關(guān)的應(yīng)急預(yù)案階段制定一般救災(zāi)車輛操作指南,儲備性能優(yōu)良的一般救災(zāi)車輛,挑選受過專門訓(xùn)練,具有良好的業(yè)務(wù)素質(zhì)、交通安全素養(yǎng)及身體素質(zhì)的車輛駕駛?cè)恕?br/>[Abstract]:After the emergency, in order to ensure that the general disaster relief vehicles should rush to the scene in as short a time as possible, we should establish their priority right of communication. On the basis of analyzing the connotation of priority traffic right and comparing the transportation tasks of emergency vehicles and general disaster relief vehicles, it is clear from the legal position that they should enjoy the priority right of passage. It is suggested that the general disaster relief vehicles should enjoy the same priority as emergency vehicles in the revision of relevant laws and regulations. In the specific traffic organization, it is put forward to use the way of the police car to lead the formation to realize the priority right of the general disaster relief vehicle. In terms of safety and security, operational guidelines for general disaster relief vehicles should be formulated in the relevant emergency response plan stage, general disaster relief vehicles with excellent performance should be stored, and specially trained vehicles should be selected with good operational quality. Traffic safety literacy and physical fitness of vehicle drivers.
