【摘要】:隨著山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)正式上升為國(guó)家戰(zhàn)略、青島港口集群和海西灣修造船、海洋工程基地的迅猛發(fā)展,特別是董家口港區(qū)建設(shè)的全面鋪開(kāi),青島水域船舶交通安全風(fēng)險(xiǎn)逐步加大,對(duì)提升海事監(jiān)管和服務(wù)工作水平提出了更高的要求。液貨船,是指專門運(yùn)載液態(tài)貨物的船舶,是載運(yùn)散裝液態(tài)貨物的運(yùn)輸船舶。最先出現(xiàn)的液貨船是油船,用來(lái)運(yùn)輸原油,現(xiàn)在,液貨船種類越來(lái)越多,還有運(yùn)送液化天然氣、液化氣等的液貨船,無(wú)論是原油還是液化氣,都是危險(xiǎn)性很高的貨物,如何做好該類船舶的安全監(jiān)管,對(duì)海事部門的監(jiān)管能力和水平提出了較大的挑戰(zhàn)。 本文首先分析了青島黃島海事處轄區(qū)的水域自然條件,通航環(huán)境情況,到達(dá)黃島海事處轄區(qū)的液貨船基本情況,梳理歸納出影響液貨船靠泊安全的幾類因素,最終建立簡(jiǎn)單模型,對(duì)到達(dá)黃島海事處的液貨船進(jìn)行合理分級(jí),從而針對(duì)不同級(jí)別的液貨船采取不同層次的監(jiān)管舉措。 本文通過(guò)對(duì)液貨船風(fēng)險(xiǎn)等級(jí)的劃分,明確了海事處的重點(diǎn)監(jiān)管對(duì)象,提出了加強(qiáng)液貨船監(jiān)管的針對(duì)性措施,為海事部門在以后的水域監(jiān)管方面提供了重要參考,豐富了青島港水域交通安全研究體系,對(duì)促進(jìn)青島打造安全、高效港口將起到積極作用。
[Abstract]:With the construction of the blue economic zone on the Shandong Peninsula officially becoming a national strategy, the rapid development of the Qingdao port cluster and the construction of shipbuilding in Haixi Bay, and the rapid development of the marine engineering base, especially the comprehensive opening of the construction of the Dongjiakou Port area, The risk of ship traffic safety in Qingdao waters is gradually increased, which puts forward higher requirements for improving the level of maritime supervision and service. Tankers refer to ships carrying liquid cargo specially and carrying bulk liquid cargo. The first tankers were oil tankers, which were used to transport crude oil. Now, there are more and more types of tankers, as well as tankers carrying liquefied natural gas (LNG) and liquefied natural gas (LNG), regardless of whether crude oil or liquefied gas, are very dangerous goods. How to do well the safety supervision of this kind of ships is a great challenge to the supervision ability and level of maritime department. This paper first analyzes the natural conditions, navigable environment, basic conditions of tankers arriving in Huangdao Marine Department area of Qingdao, and summarizes several factors that affect the safety of tankers berthing. Finally, a simple model is set up to classify the tankers arriving at Huangdao Marine Department reasonably, so as to take different levels of supervision measures for different grades of tankers. Based on the classification of the risk grade of tankers, this paper clarifies the key supervision objects of the Marine Department, and puts forward the targeted measures to strengthen the supervision of tankers, which provides an important reference for the maritime authorities in the future water area supervision. It enriches the traffic safety research system of Qingdao Port, and will play a positive role in promoting Qingdao to build a safe and efficient port.
