基于運(yùn)營管理視角的高速公路交通事件處置等級劃分方法研究

【摘要】:在高速公路發(fā)生交通事件時,公安交警、醫(yī)療、武警消防及高速公路運(yùn)營管理等部門應(yīng)根據(jù)具體情況,啟動相應(yīng)的應(yīng)急處置預(yù)案,對交通事件進(jìn)行處理。對于公安交警及醫(yī)療部門來說,可以把我國現(xiàn)行的交通事故等級劃分標(biāo)準(zhǔn),作為啟動何種等級應(yīng)急處置預(yù)案的依據(jù)。對于武警消防部門來說,可以把火勢的強(qiáng)弱,作為啟動何種等級應(yīng)急救援預(yù)案的依據(jù)。對于高速公路運(yùn)營管理部門來說,從自身職責(zé)出發(fā),以哪些因素為依據(jù),評價交通事件處置等級,并以此為依據(jù)啟動相應(yīng)的應(yīng)急處置預(yù)案,對于降低事故造成的人員傷亡及財(cái)產(chǎn)損失、預(yù)防二次事件的發(fā)生、降低事故引起的交通延誤尤為重要。 高速公路運(yùn)營管理部門在交通事件應(yīng)急處置過程中,關(guān)心的核心問題是事件產(chǎn)生通行能力下降后剩余通信能力是否能夠滿足交通需求、事件對滯留在事故路段車輛的影響程度及事件處置組織的難易程度。高速公路運(yùn)營管理部門希望能夠在事件發(fā)生后,立即評估事件對交通的影響程度,以此做出快速應(yīng)急處置反應(yīng)及交通指揮誘導(dǎo)策略。所以,研究基于運(yùn)營管理視角的高速公路交通事件處置等級劃分方法是十分必要的。 本文查閱了相關(guān)資料,分析了參與高速公路交通事件應(yīng)急處置部門的職責(zé),分析了在交通事件處理過程中,高速公路運(yùn)營管理部門關(guān)心的重點(diǎn)問題:事件對滯留車輛、道路通行的影響程度及事件處置的組織難度。綜合考慮我國高速公路路網(wǎng)監(jiān)控的現(xiàn)狀,分析了影響事件處置等級劃分的重要因素,確定了滯留車輛最小延誤時間、道路通行能力剩余率、道路預(yù)測飽和度及應(yīng)急處置中需要外部部門數(shù)等四項(xiàng)因素作為事件處置等級劃分的指標(biāo),采用模糊綜合評價模型構(gòu)建了基于運(yùn)營管理視角的高速公路交通事件處置等級劃分方法,并通過實(shí)例對模型的正確性及實(shí)用性進(jìn)行了驗(yàn)證。解決高速公路運(yùn)營管理部門在交通事件處置中適用于自身的交通事故等級劃分問題。
[Abstract]:When traffic accidents occur on the highway, the traffic police, medical treatment, fire protection of the armed police and highway operation management departments should start corresponding emergency handling plans according to the specific situation, and deal with traffic incidents. For public security traffic police and medical departments, the current traffic accident classification standard in China can be taken as the basis for starting the emergency disposal plan. For the fire department of the armed police, the fire intensity can be regarded as the basis for starting the emergency rescue plan. For highway operation and management departments, starting from their own responsibilities, based on what factors to evaluate the traffic incident handling level, and based on which to start the corresponding emergency disposal plan, It is very important to reduce casualties and property losses, prevent the occurrence of secondary events and reduce traffic delays caused by accidents. In the process of emergency handling of traffic incident, the key problem of expressway operation management department is whether the residual communication capacity can meet the traffic demand after the traffic capacity drops. The impact of the incident on the vehicles stranded in the accident section and the difficulty in handling the incident. The expressway operation management department hopes to assess the impact of the incident on traffic immediately after the incident, so as to make a rapid emergency response and traffic guidance strategy. Therefore, it is necessary to study the classification method of freeway traffic event based on operation management. In this paper, the relevant information is consulted, the responsibility of the emergency department involved in expressway traffic incident is analyzed, and the key issues concerned by the expressway operation and management department in the process of handling the traffic incident are analyzed: the incident to the stranded vehicle, The influence degree of road passage and the organization difficulty of incident disposal. Considering the present situation of highway network monitoring in China, this paper analyzes the important factors that affect the classification of event disposal, and determines the minimum delay time and the residual rate of road capacity of the stranded vehicle. Four factors, such as road forecast saturation and the number of external departments needed in emergency disposal, are used as indicators for classification of event disposal grade. The fuzzy comprehensive evaluation model is used to construct the classification method of freeway traffic event management based on operation management, and the correctness and practicability of the model are verified by an example. To solve the problem that expressway operation management department is applicable to the classification of traffic accidents.
