【摘要】：煤炭公路運輸方式雖與鐵路運輸和水運相比不是最為經(jīng)濟的，但是隨著我國煤炭運輸量的逐年增加以及鐵路供給能力的緊張和水運條件的限制，公路運輸方式在煤炭運輸過程中承擔(dān)起了越來越大的責(zé)任，煤炭公路運輸市場的管理問題也隨之而突出，所以提高公路運輸市場管理水平，改善煤炭運輸市場多、小、散、弱的現(xiàn)狀，是我國交通運輸管理部門急需解決的問題。對煤炭公路運輸市場發(fā)展現(xiàn)狀的了解是改善運輸市場的前提條件，而公路運輸量調(diào)查統(tǒng)計是全面掌握市場規(guī)模及結(jié)構(gòu)的重要方式，但目前我國煤炭公路運輸量調(diào)查統(tǒng)計發(fā)展水平尚處于初級階段，沒有形成完整的煤炭公路運輸統(tǒng)計體系，且煤炭公路運輸量統(tǒng)計方法和統(tǒng)計數(shù)據(jù)嚴(yán)重缺乏。本文以2013年陜西省道路運輸經(jīng)濟統(tǒng)計專項調(diào)查中得到的有關(guān)彬縣煤炭公路運輸量情況的數(shù)據(jù)為例進行煤炭公路運輸量分析，從而完善煤炭公路運輸量統(tǒng)計分析方法、豐富有關(guān)統(tǒng)計數(shù)據(jù)，滿足政府、行業(yè)、企業(yè)和公眾對煤炭公路運輸量統(tǒng)計信息的迫切需求，更好地服務(wù)煤炭公路運輸業(yè)的經(jīng)營和管理。 本文在描述公路運輸量統(tǒng)計分析背景與意義的基礎(chǔ)上，對公路運輸業(yè)發(fā)展及統(tǒng)計工作現(xiàn)狀進行深入分析，并從趟次平均運載量、運輸主體、運力結(jié)構(gòu)及流量流向幾個方面對專項調(diào)查中得到的彬縣煤炭公路運輸量相關(guān)數(shù)據(jù)進行分析，采用定義估算法和變量替換法對趟次平均運載量進行估算。為驗證數(shù)據(jù)分析的準(zhǔn)確性，又對陜西省比較有代表性的一個煤礦主礦區(qū)的煤炭公路運輸量情況進行基于車籍和分貨類的調(diào)查，，從而驗證專項調(diào)查中數(shù)據(jù)的正確性。對煤炭公路運輸量調(diào)查統(tǒng)計及分析方法的探索之路還很漫長，需要后人的不斷投入，為管理部門的管理決策提供參考依據(jù)。
[Abstract]:Although the coal road transportation mode is not the most economical compared with the railway transportation and the water transportation, but with the increase of the coal transport volume year by year, the shortage of the railway supply capacity and the limitation of the water transportation condition, The road transportation mode has assumed more and more responsibility in the coal transportation process, and the management problem of the coal road transportation market has become more and more prominent. Therefore, improving the management level of the road transportation market and improving the coal transport market are many, small and scattered. The weak present situation, is our country transportation management department urgently needs to solve the question. The understanding of the present situation of coal road transportation market is the precondition to improve the transportation market, and the investigation and statistics of road transport volume is an important way to master the market scale and structure. However, at present, the development level of coal highway transportation survey and statistics in China is still in the primary stage, there is no complete coal road transport statistical system, and the statistical methods and data of coal road transport volume are seriously lacking. This paper takes the data of coal road transport volume obtained in 2013 special survey of Shaanxi Province road transport economic statistics as an example to analyze coal road transport volume, so as to perfect the statistical analysis method of coal road transport volume. To enrich the relevant statistical data to meet the urgent needs of the government, industry, enterprises and the public for statistical information of coal road transport volume, and to better serve the operation and management of coal road transportation industry. On the basis of describing the background and significance of the statistical analysis of highway transport volume, this paper makes a deep analysis of the development and statistical status of the highway transportation industry, and from the perspective of the average number of trips, the main body of transport, Based on the analysis of transportation capacity structure and flow direction, the related data of coal road transport volume in Binxian county were analyzed, and the average transport capacity was estimated by definition estimation method and variable replacement method. In order to verify the accuracy of data analysis, a survey of coal road transport volume in a typical coal mine in Shaanxi Province is carried out based on vehicle registration and cargo classification, so as to verify the correctness of the data in the special investigation. It is still a long way to explore the investigation, statistics and analysis methods of coal highway transportation volume, which needs the input of future generations to provide reference for the management decisions of the management department.
