【摘要】:隨著我國(guó)各城市汽車保有量的不斷攀升,現(xiàn)有的城市道路資源已難以滿足日益增長(zhǎng)的交通需求,城市道路通行的壓力不斷增大致使城市交通擁堵愈演愈烈。擁堵收費(fèi)是一種卓有成效的解決城市交通擁堵的管理措施,已經(jīng)得到了國(guó)外許多城市的充分認(rèn)可和實(shí)踐。本文分析了國(guó)內(nèi)外擁堵收費(fèi)的研究現(xiàn)狀,針對(duì)不足之處提出了一種基于里程的擁堵收費(fèi)方案,即在確定了擁堵收費(fèi)區(qū)域,擁堵收費(fèi)時(shí)間和征收對(duì)象后,交通管理部門根據(jù)車輛在擁堵收費(fèi)區(qū)域行駛的里程和既定的擁堵收費(fèi)費(fèi)率來(lái)計(jì)算收取擁堵費(fèi)。該方案更注重公平性,最大限度地利用價(jià)格信號(hào)引導(dǎo)交通行為,緩解交通擁堵。本文首先從微觀層面分析了影響居民出行方式選擇的因素,并且選擇了具有代表性的因素作為變量,然后確定了小汽車、公共交通及慢速交通這三個(gè)選擇枝,最后結(jié)合南京市實(shí)際調(diào)研數(shù)據(jù)建立MNL模型進(jìn)行預(yù)測(cè)分析,得出不同的擁堵收費(fèi)費(fèi)率下居民出行方式的選擇的變化情況。設(shè)計(jì)了擁堵收費(fèi)裝置并進(jìn)行了測(cè)試,擁堵收費(fèi)裝置主要包括射頻識(shí)別模塊、控制器模塊、以太網(wǎng)驅(qū)動(dòng)模塊。射頻識(shí)別模塊選用CC2530射頻芯片利用ZigBee技術(shù),實(shí)現(xiàn)路邊基站閱讀器和車載電子標(biāo)簽之間的數(shù)據(jù)通信,以太網(wǎng)控制器模塊選用ENC28J60芯片實(shí)現(xiàn)單片機(jī)和遠(yuǎn)程服務(wù)器的數(shù)據(jù)通信。設(shè)計(jì)了擁堵收費(fèi)管理系統(tǒng),包括數(shù)據(jù)庫(kù)的設(shè)計(jì)和擁堵收費(fèi)查詢頁(yè)面設(shè)計(jì),采用SQL server數(shù)據(jù)庫(kù)存儲(chǔ)接收到的用戶資料,車輛出行信息等數(shù)據(jù);基于JSP設(shè)計(jì)了擁堵收費(fèi)查詢頁(yè)面,實(shí)現(xiàn)了注冊(cè)登錄、擁堵費(fèi)用查詢、出行明細(xì)查詢等功能。
[Abstract]:With the increasing number of vehicles in cities in China, the existing urban road resources have been unable to meet the increasing traffic demand, and the increasing pressure of urban road traffic has led to the intensification of urban traffic congestion. Congestion charge is an effective management measure to solve urban traffic congestion, which has been fully recognized and practiced in many foreign cities. This paper analyzes the current situation of congestion charging at home and abroad, and puts forward a mileage based congestion charging scheme, that is, after determining the congestion charging area, congestion charging time and charging object. Traffic authorities calculate the congestion charge based on the mileage of the vehicle in the congestion toll area and the established congestion charge rate. This scheme pays more attention to fairness, maximizes the use of price signals to guide traffic behavior and alleviate traffic congestion. This paper first analyzes the factors that influence the choice of residents' travel mode from the micro level, and selects the representative factors as the variables, and then determines the car, public transport and slow traffic as the three choice branches. Finally, based on the actual investigation data in Nanjing, a MNL model is established to predict and analyze the change of residents' travel mode under different congestion charge rates. Congestion charging device is designed and tested. The device includes RFID module, controller module and Ethernet driver module. The RFID module uses CC2530 RF chip to realize the data communication between the roadside base station reader and the on-board electronic tag using ZigBee technology, and the Ethernet controller module uses ENC28J60 chip to realize the data communication between MCU and remote server. A congestion charge management system is designed, including database design and congestion charge query page design, SQL server database is used to store received user information, vehicle travel information and other data, and congestion charge query page based on JSP is designed. Register login, congestion fee query, travel details query and other functions.
