【摘要】：近些年來，隨著城市化、機動化進程的加快，日益嚴重的城市交通擁堵問題與機動車尾氣排放引起的環(huán)境污染問題嚴重影響了城市發(fā)展和人民群眾生活水平的提高。經過很多國家多年實踐證明，優(yōu)先發(fā)展城市公共交通是解決城市交通問題的重要手段。但是，如何結合海南省實際情況，因地制宜地做到公交真正優(yōu)先，還需要進一步的研究。 本文首先在吸取國內外優(yōu)秀學者研究成果的基礎上，分析了“公交優(yōu)先”的內涵及相關的概念，為本文提供了理論基礎。通過分析公共交通落后存在的弊端從而提出“公交優(yōu)先”發(fā)展的必要性。其次，通過分析國內外城市公共交通發(fā)展模式，總結出可供海南省借鑒的優(yōu)秀經驗，為制定海南省公交優(yōu)先發(fā)展對策奠定了基礎。在此基礎上，通過實地調查等方法，收集海南省公交發(fā)展情況的第一手實證資料，，系統地從總體情況、路網系統、政策支持等六個方面，對海南省公交發(fā)展現狀進行研究，從而指出當前海南省公交優(yōu)先發(fā)展存在的七個主要問題。最后，結合國內外城市公交發(fā)展優(yōu)秀經驗與海南省實際情況，系統地從政府、公交企業(yè)、城市居民三方面提出了包括公建公營公共交通基礎設施、合理優(yōu)化公共交通運營線路和運營時間、提高服務質量與服務水平、提升“綠色出行”意識，選擇公共交通工具等一系列對策，以促進“公交優(yōu)先”發(fā)展戰(zhàn)略的全面落實，切實解決海南省城市交通問題。
[Abstract]:In recent years, with the acceleration of urbanization and motorization, the problem of urban traffic congestion and environmental pollution caused by motor vehicle emissions have seriously affected the development of cities and the improvement of people's living standards.After many years of practice in many countries, the priority to develop urban public transport is an important means to solve urban traffic problems.However, how to give priority to public transport according to local conditions, and how to combine the actual situation of Hainan Province, need further study.Based on the research results of excellent scholars at home and abroad, this paper first analyzes the connotation and related concepts of "bus priority", which provides a theoretical basis for this paper.By analyzing the disadvantages of public transportation backwardness, this paper puts forward the necessity of the development of "public transport priority".Secondly, by analyzing the development mode of urban public transport at home and abroad, the author sums up the excellent experience for Hainan Province, which lays a foundation for the formulation of preferential development countermeasures for public transport in Hainan Province.On this basis, through field investigation and other methods, collecting first-hand empirical information on the development of public transport in Hainan Province, systematically studying the current situation of public transport development in Hainan Province from six aspects, such as the overall situation, road network system, policy support, etc.The paper points out the seven main problems existing in the priority development of public transportation in Hainan Province.Finally, combining the excellent experience of urban transit development at home and abroad and the actual situation in Hainan Province, systematically put forward from the government, public transport enterprises, urban residents, including the public construction of public transport infrastructure.In order to promote the overall implementation of the development strategy of "public transport priority", we should rationally optimize the route and operation time of public transport, improve the service quality and service level, raise the awareness of "green travel", and select public transport.We will effectively solve urban traffic problems in Hainan Province.
