【摘要】：重慶處于絲綢之路和長(zhǎng)江經(jīng)濟(jì)帶的結(jié)合點(diǎn),在"一帶一路"戰(zhàn)略中定位為長(zhǎng)江上游綜合交通樞紐,是國家確定的長(zhǎng)江三大航運(yùn)中心之一。航運(yùn)中心的建設(shè)在國家區(qū)域發(fā)展和對(duì)外開放中具有重大的戰(zhàn)略意義。本文從"一帶一路"的戰(zhàn)略背景出發(fā),分析重慶長(zhǎng)江上游航運(yùn)中心建設(shè)的重要意義。基于中心建設(shè)現(xiàn)狀和發(fā)展環(huán)境,利用SWOT分析法對(duì)重慶建設(shè)航運(yùn)中心進(jìn)行戰(zhàn)略分析,研究建設(shè)的戰(zhàn)略路徑:重慶應(yīng)依托長(zhǎng)江黃金水道、"鐵公水空"一體化交通體系、渝新歐鐵路等資源優(yōu)勢(shì),打造港口集群、構(gòu)建多式聯(lián)運(yùn)體系、推進(jìn)保稅港區(qū)建設(shè)、提升港口集聚輻射能力,以加快推進(jìn)重慶長(zhǎng)江上游航運(yùn)中心的建設(shè)。
[Abstract]:Chongqing is located at the junction point of the Silk Road and the Yangtze River Economic Belt. In the strategy of "Belt and Road", Chongqing is positioned as a comprehensive transportation hub in the upper reaches of the Yangtze River, and is one of the three major shipping centers of the Yangtze River determined by the state.The construction of shipping center is of great strategic significance in national regional development and opening to the outside world.Based on the strategic background of Belt and Road, this paper analyzes the significance of the construction of shipping center in the upper reaches of the Yangtze River in Chongqing.Based on the present situation of the center construction and the development environment, this paper makes a strategic analysis of Chongqing's construction of the shipping center by using the SWOT analysis method, and studies the strategic path of the construction: Chongqing should rely on the golden waterway of the Yangtze River and integrate the transportation system of "iron public, water and air".In order to speed up the construction of shipping center in the upper reaches of Yangtze River in Chongqing, we should build port cluster, build multimodal transport system, promote the construction of bonded port area and enhance the radiation capacity of ports.
