【摘要】:正2016年倫敦當(dāng)?shù)貢r間10月27日,國際海事組織MEPC70作出了"自2020年實施0.5%的全球海域硫限制,而不是推遲五年至2025年"的重大決定。反觀當(dāng)下市場供應(yīng)的船舶油品含硫量3.5%的現(xiàn)狀,毋庸置疑,未來的三年備戰(zhàn)期,航運(yùn)業(yè)將面臨諸多挑戰(zhàn)。如2020年后每天需轉(zhuǎn)換400萬桶高硫燃料如何滿足,公約生效前全球所有非合規(guī)船舶如何完成加裝廢氣清洗裝置,以及公約生效后如何監(jiān)管等一系列問題。當(dāng)然,安全合規(guī)問題也自然最受航運(yùn)業(yè)關(guān)注。
[Abstract]:On October 27, 2016, London local time, the International Maritime Organization (IMO) MEPC70 made a major decision to "impose a 0.5 percent global limit on sulfur in sea areas from 2020, instead of postponing it by five years to 2025".In the light of the present situation of 3.5% sulphur content in the ship oil supplied by the market, there is no doubt that the shipping industry will face many challenges in the next three years of preparing for war.Such issues as how to convert 4 million barrels of high-sulfur fuel per day after 2020, how all non-compliant ships in the world before the entry into force of the Convention complete the installation of exhaust gas cleaning units, and how to regulate after the entry into force of the Convention.Of course, the issue of safety compliance is naturally the most concerned by the shipping industry.
