【摘要】：在交通線路密集的河口水域新建高架橋工程,附近有已建或規(guī)劃的碼頭、高架、港口、航道等工程時(shí),需考慮保障涉及到的不同類型第三人的合法水事權(quán)益。通過深圳地鐵11號(hào)線寶源路高架橋涉珠江口橋段的工程實(shí)例來探討了河口橋梁工程對(duì)交通類第三人合法水事權(quán)益的影響,分析認(rèn)為:工程在實(shí)施過程中,設(shè)計(jì)、施工及運(yùn)營(yíng)期都須與各第三人保持良好溝通,及時(shí)根據(jù)實(shí)際情況調(diào)整工程方案;工程方案須從凈空和跨徑的角度為規(guī)劃的線位交叉下穿本工程的其他高架預(yù)留建設(shè)條件;圍填水域方案須按照圍填區(qū)已批復(fù)或規(guī)劃的方案設(shè)計(jì);施工期和運(yùn)行期應(yīng)嚴(yán)格控制占用水域范圍,采取助航和防撞措施,保證船舶航行與地鐵營(yíng)運(yùn)安全;配合政府做好拆遷補(bǔ)償工作,避免水事糾紛。
[Abstract]:In the construction of viaduct in estuarine waters with dense traffic lines, there are already built or planned docks, viaducts, harbors, waterways and so on, which should be considered to protect the legal water rights and interests of different types of third parties involved.This paper discusses the influence of estuarine bridge engineering on the legal water rights and interests of the third party of traffic class through the engineering example of the viaduct of Baoyuan Road viaduct in Shenzhen Metro Line 11 involving the Zhujiang River Estuary Bridge. It is concluded that the design of the project is in the process of implementation.The construction and operation period should keep good communication with the third party and adjust the project plan according to the actual situation in time. The project plan must reserve the construction conditions for the other viaducts of the project from the angle of clearance and span.The scheme should be designed in accordance with the plan approved or planned by the reclamation area. The scope of water occupied during construction and operation should be strictly controlled, and navigation aids and collision prevention measures should be taken to ensure the safety of navigation and subway operation.Cooperate with the government to do a good job of demolition compensation work to avoid water disputes.
