【摘要】：在社會經(jīng)濟發(fā)展過程中，危險貨物在國民經(jīng)濟諸多行業(yè)的生產(chǎn)和使用中均起著重要作用。但因其具有易燃、易爆、毒害等特殊理化性質(zhì)，若在生產(chǎn)、使用及運輸?shù)娜魏苇h(huán)節(jié)發(fā)生差錯而導致事故，都將使國家和人民生命財產(chǎn)造成重大損失，進而環(huán)境受到嚴重污染，后果可能無法估量。 通過收集、整理、分析我國道路運輸危險貨物事故案例，深入探究事故發(fā)生規(guī)律、特征，系統(tǒng)辨識危險貨物道路運輸事故的形成機理，構(gòu)建危險貨物道路運輸事故統(tǒng)計分析系統(tǒng)，為事故防治和風險評價研究提供依據(jù)。另一方面，建立危險貨物道路運輸安全綜合管理系統(tǒng)，該系統(tǒng)不僅可以查詢和管理所有與危險貨物道路運輸相關(guān)的法律法規(guī)及標準，，檢索危險貨物品名表，同時還能查詢和管理危險貨物道路運輸安全卡，危險貨物道路運輸事故應急救援措施和典型事故案例等，從而為危險貨物道路運輸企業(yè)和行業(yè)主管部門提供決策理論依據(jù)，提高其安全管理工作的科學性及有效性，同時為快速應對和解決道路危險貨物事故提供有力支持，具有重要的理論意義和實踐價值。
[Abstract]:In the process of social and economic development, dangerous goods play an important role in the production and use of many industries of the national economy. However, because of its flammable, explosive, toxic and other special physical and chemical properties, if in production, Any mistake in use and transportation will cause great loss of life and property of the country and people, and then the environment will be seriously polluted, and the consequences may be incalculable. Through collecting, sorting out and analyzing the cases of dangerous goods accidents in road transportation in China, the law and characteristics of accidents are deeply explored, and the formation mechanism of road transport accidents of dangerous goods is systematically identified. The statistical analysis system of road transportation accidents of dangerous goods is constructed, which provides the basis for the study of accident prevention and risk assessment. On the other hand, the integrated management system of road transportation safety of dangerous goods is established. The system can not only query and manage all laws, regulations and standards related to the transport of dangerous goods by road, but also search the list of names of dangerous goods, and also query and manage the safety card for road transport of dangerous goods. Emergency rescue measures and typical accident cases of road transport accidents of dangerous goods, so as to provide a theoretical basis for the decision-making of dangerous goods road transport enterprises and industry competent departments, and to improve the scientific and effective safety management of dangerous goods road transportation enterprises. At the same time, it is of great theoretical significance and practical value to provide strong support for the rapid response and solution of road dangerous goods accidents.
