【摘要】:隨著我國城市規(guī)模的不斷擴(kuò)大,汽車保有量呈幾何倍數(shù)增長,道路資源日趨緊張,交通擁堵成為制約社會(huì)經(jīng)濟(jì)發(fā)展的重要因素之一,建設(shè)成熟便捷的公共交通體系成為公認(rèn)的解決這一問題的有效手段。 城市公共交通想要真正滿足市民的出行需求,在私家車、電瓶車等出行方式面前擁有優(yōu)勢競爭力,實(shí)現(xiàn)良性快速發(fā)展等目的,就離不開良好的運(yùn)營模式。當(dāng)前我國的公共交通交運(yùn)營模式存在諸如相關(guān)法規(guī)模糊、主管部門分割、優(yōu)先政策落實(shí)滯后、政府補(bǔ)貼不足、票價(jià)制定缺乏依據(jù)、服務(wù)質(zhì)量評(píng)價(jià)體系不健全等等問題,選擇適用的城市公共交通的運(yùn)營模式已經(jīng)成為現(xiàn)階段城市公共交通發(fā)展中迫切需要解決的問題。 本文首先對(duì)城市公共交通運(yùn)營模式的理論進(jìn)行研究,分析了城市公共交通運(yùn)營模式的概念及其特點(diǎn),提出了城市公共交通運(yùn)營模式的內(nèi)涵及相關(guān)影響因素和構(gòu)成要件,闡述了城市公共交通發(fā)展的經(jīng)濟(jì)規(guī)律。 在此基礎(chǔ)上,著重對(duì)國內(nèi)外典型城市公共交通運(yùn)營模式現(xiàn)狀展開研究。結(jié)合當(dāng)前國內(nèi)城市公共交通發(fā)展中所遇到的瓶頸問題,分析了現(xiàn)行的準(zhǔn)入機(jī)制、產(chǎn)權(quán)歸屬、市場運(yùn)行情況、票價(jià)制定、服務(wù)質(zhì)量監(jiān)督、補(bǔ)貼模式等存在的主要問題及其發(fā)展趨勢,并對(duì)國內(nèi)早期城市公共交通運(yùn)營模式改革失敗的必然性進(jìn)行梳理。在此基礎(chǔ)上,將公交運(yùn)營模式的改革放入當(dāng)先改革發(fā)展的大環(huán)境中,通過對(duì)比分析,再結(jié)合實(shí)際的基礎(chǔ)上,借鑒其他國家或地區(qū)城市公共交通運(yùn)營模式的經(jīng)驗(yàn)以及改革先行城市的成功做法,從而得出對(duì)國內(nèi)城市公共交通運(yùn)營模式科學(xué)發(fā)展方向的啟示。 此外,對(duì)中國典型城市公共交通運(yùn)營模式改革方案進(jìn)行研究,分析中國典型城市公共交通運(yùn)營模式改革的重點(diǎn)和難點(diǎn)問題,提出了中國典型城市公共交通運(yùn)營模式改革的宏觀建議。
[Abstract]:With the continuous expansion of the scale of cities in China, the number of cars is increasing in geometric multiples, and the road resources are becoming increasingly tight. Traffic congestion has become one of the important factors restricting the development of social economy. The establishment of a mature and convenient public transport system is recognized as an effective means to solve this problem. Urban public transport wants to truly meet the travel needs of citizens, to have the advantage of competitiveness in the presence of private cars, electric vehicles and other travel modes, and to achieve the goal of healthy and rapid development. At present, in our country, there are many problems in the operation mode of public transportation, such as the ambiguity of relevant laws and regulations, the division of the competent departments, the lagging of the implementation of priority policies, the insufficient government subsidies, and the lack of basis for the establishment of fares. The service quality evaluation system is not perfect and so on. It has become an urgent problem to solve in the development of urban public transport at present to choose the suitable operation mode of urban public transport. Firstly, this paper studies the theory of urban public transport operation mode, analyzes the concept and characteristics of urban public transport operation mode, and puts forward the connotation of urban public transport operation mode, relevant influencing factors and components. This paper expounds the economic law of the development of urban public transport. On this basis, the paper focuses on the research on the current situation of the typical urban public transport operation mode at home and abroad. In combination with the bottleneck problems encountered in the development of domestic urban public transport, the paper analyzes the current access mechanism and ownership of property rights. The main problems existing in market operation, fare establishment, service quality supervision, subsidy mode and so on, and the necessity of failure in the reform of early urban public transport operation mode in China are combed out. Put the reform of public transport operation mode into the environment of reform and development first, through comparative analysis, then combine with the actual basis, draw lessons from the experience of other countries or regions of urban public transport operation mode and the successful practice of reforming the leading city. Thus, the enlightenment to the scientific development direction of urban public transport operation mode in China is obtained. In addition, the reform scheme of typical urban public transport operation mode in China is studied, and the key and difficult problems in the reform of Chinese typical urban public transport operation mode are analyzed. This paper puts forward macroscopic suggestions on the reform of public transport operation mode in typical cities in China.
