鄭州市城市公交優(yōu)先發(fā)展問(wèn)題研究

【摘要】:優(yōu)先發(fā)展城市公共交通,是治理交通擁堵、方便群眾出行的客觀需要,是提高公共交通基本服務(wù)水平,加快交通發(fā)展方式轉(zhuǎn)變,構(gòu)建綠色交通、服務(wù)交通的必然要求。鄭州作為河南省首個(gè)“公交都市”創(chuàng)建示范城市,在推進(jìn)城市公共交通優(yōu)先發(fā)展方面進(jìn)行了積極的探索。論文重點(diǎn)對(duì)鄭州市城市公共交通優(yōu)先發(fā)展取得的成效、存在的問(wèn)題以及原因進(jìn)行深入分析,而后提出發(fā)展對(duì)策,旨在推動(dòng)鄭州市城市公共交通優(yōu)先發(fā)展,推進(jìn)相關(guān)政策理論研究,豐富交通運(yùn)輸部門管理實(shí)踐。 第一部分介紹了本課題研究的目的以及研究的理論和實(shí)踐意義,梳理分析了國(guó)內(nèi)外相關(guān)情況,提出了本文的研究思路和方法,以及研究的重點(diǎn)和難點(diǎn)。 第二部分界定了城市公共交通、城市公共交通優(yōu)先的概念,并對(duì)指導(dǎo)城市公共交通優(yōu)先發(fā)展的理論基礎(chǔ)包括公共產(chǎn)品理論、服務(wù)型政府理論、公共政策分析理論以及可持續(xù)發(fā)展理論等進(jìn)行了闡述。 第三部分對(duì)鄭州市公共交通發(fā)展概況,鄭州市推動(dòng)城市公共交通優(yōu)先發(fā)展的主要做法,包括綜合交通政策、交通基本建設(shè)、資金投入與財(cái)稅政策、公交車輛服務(wù)能力提升、智能化信息化建設(shè)等方面進(jìn)行了介紹。對(duì)鄭州市城市公共交通優(yōu)先發(fā)展存在的問(wèn)題,包括線網(wǎng)覆蓋不均衡線路設(shè)置有待優(yōu)化、建設(shè)用地難以保證、資金投入不足融資渠道單一、公共交通政策法規(guī)不完善、管理體制亟待改革深化、隊(duì)伍建設(shè)仍需加強(qiáng)等問(wèn)題進(jìn)行了剖析。 第四部分對(duì)國(guó)外及國(guó)內(nèi)其它城市公共交通優(yōu)先發(fā)展模式和相關(guān)實(shí)施現(xiàn)狀進(jìn)行了總結(jié),介紹了通過(guò)學(xué)習(xí)借鑒和比較分析后所獲經(jīng)驗(yàn)與啟迪,為形成鄭州市城市公共交通優(yōu)先發(fā)展的途徑和措施奠定基礎(chǔ)。 第五部分提出了鄭州市城市公共交通優(yōu)先發(fā)展的對(duì)策,首先明確了鄭州市城市公共交通優(yōu)先發(fā)展的戰(zhàn)略定位,而后圍繞在基礎(chǔ)設(shè)施建設(shè)上推動(dòng)城市公共交通優(yōu)先,在資金投入上保障城市公共交通優(yōu)先,在政策法規(guī)制定上扶持城市公共交通優(yōu)先,在強(qiáng)化行業(yè)管理上促進(jìn)城市公共交通優(yōu)先,在城市交通綜合管理上落實(shí)公共交通優(yōu)先等方面進(jìn)行了闡述。
[Abstract]:To give priority to the development of urban public transport is an objective need to control traffic congestion and make it convenient for the masses to travel. It is also an objective need to improve the basic service level of public transport, speed up the transformation of the mode of traffic development, and build green traffic. Zhengzhou, as the first "public transportation city" in Henan Province, established a model city. This paper focuses on the achievements, problems and causes of the priority development of urban public transport in Zhengzhou, and then puts forward the development countermeasures. The aim of this paper is to promote the priority development of urban public transport in Zhengzhou, to promote the theoretical research of related policies and to enrich the management practice of transportation departments. The first part introduces the purpose of the research, the theoretical and practical significance of the study, combs and analyzes the relevant situation at home and abroad, and puts forward the research ideas and methods, as well as the key points and difficulties of the research. The second part defines the concept of urban public transport and the priority of urban public transport, and the theoretical basis of guiding the priority development of urban public transport includes the theory of public goods, the theory of service-oriented government. The theory of public policy analysis and the theory of sustainable development are expounded. In the third part, the general situation of public transport development in Zhengzhou, the main methods to promote the priority development of urban public transport in Zhengzhou, including comprehensive transportation policy, transportation infrastructure, capital investment and tax policy, and the enhancement of public transport service capacity. This paper introduces the problems existing in the priority development of urban public transport in Zhengzhou, such as the unbalanced line setup of network coverage, the difficulty of ensuring the construction land, the lack of capital input and the single financing channel, etc. Problems such as imperfect public transportation policies and regulations, the urgent need for reform and deepening of management system, and the need to strengthen the construction of the contingent are analyzed. In the 4th part, the author summarizes the priority development mode of public transport in foreign countries and other cities at home and abroad, and introduces the experience and enlightenment gained from the study and comparative analysis. For the formation of Zhengzhou City public transport priority development of the way and measures to lay the foundation. In the 5th part, the author puts forward the countermeasures to give priority to the development of urban public transport in Zhengzhou. Firstly, it clarifies the strategic orientation of the priority development of urban public transport in Zhengzhou, and then promotes the priority of urban public transport around the construction of infrastructure. To ensure the priority of urban public transport in terms of capital investment, to give priority to urban public transport in the formulation of policies and regulations, and to promote the priority of urban public transport in strengthening industry management. In the integrated management of urban traffic implementation of public transport priority and other aspects are expounded.
