This paper expounds water and sediment rational regulation being the necessary condions to stabilize river channel of the lower Yellow River. Water and soil conservation and diverting water from the Yang tze river are reliable way to limit rising of the river bed. Tentative idea of flood protection and reducing sedimentation for 500—1000 years before water conservation goes into effect in an all-round way are presented. The author suggests that an unified programe of South-to-North water diverting is to be erquired...

水沙搭配適當(dāng)是穩(wěn)住黃河下游河道的必要條件。水土保持加調(diào)引長(zhǎng)江水是解決黃河下游河道淤積抬高的較為可靠的途徑。本文并對(duì)水土保持全面生效之前約50～100年的黃河泥沙和防洪問(wèn)題提出了安排設(shè)想。還建議統(tǒng)一規(guī)劃南水北調(diào)各線的調(diào)水,西北、華北地區(qū)水資源規(guī)劃和治黃用水作為一體規(guī)劃。

The congestion reasons in the urban highway traffic are analyzed in this paper. Using planning practice and methodology, we put forward that the coordination development of urban standard and traffic must be emphasized to alleviate the traffic congestion ,and the unite plan of land-use, traffic and the environment protection in the urban plan must be considered.
