【摘要】：隨著我國高速公路通車?yán)锍毯屯ㄜ嚂r間呈大幅度增長態(tài)勢，高速公路的工程養(yǎng)護(hù)及管理越來越顯示其必要性和重要性。但由于我國高速公路起步較晚，又缺乏先進(jìn)的科學(xué)管理經(jīng)驗，對高速公路養(yǎng)護(hù)的管理一直處在探索之中。因此，對高速公路養(yǎng)護(hù)管理體制進(jìn)行研究并提出對策，具有重要的實際意義。 近年來，為了適應(yīng)市場經(jīng)濟(jì)的發(fā)展，，高速公路養(yǎng)護(hù)管理中出現(xiàn)了一些亟待解決的問題，有些問題已影響到了交通事業(yè)的發(fā)展。陜西地處內(nèi)陸，是重要的交通樞紐，交通事業(yè)的蓬勃發(fā)展，使得經(jīng)濟(jì)得到迅猛發(fā)展。保證陜西省高速公路安全、暢通、良好的形成環(huán)境成為了省委、省政府的當(dāng)前要務(wù)。當(dāng)前，我省高速公路養(yǎng)護(hù)管理處在循序漸進(jìn)的發(fā)展當(dāng)中，在這其中，有一些突出且又重要的問題需要我們深入研究。對高速公路養(yǎng)護(hù)管理的改革是我省交通發(fā)展史上的重大事件，成效如何，不僅對當(dāng)前的高速公路養(yǎng)護(hù)事業(yè)有重大影響，而且對今后高速公路養(yǎng)護(hù)事業(yè)的發(fā)展也會產(chǎn)生重大的影響，為了保證陜西省公路養(yǎng)護(hù)的管理工作能夠順利進(jìn)行，高速公路養(yǎng)護(hù)事業(yè)得到更大的發(fā)展，本論文對陜西省高速公路養(yǎng)護(hù)管理狀況進(jìn)行了認(rèn)真地研究，提出了問題所在，基于市場經(jīng)濟(jì)理論、可持續(xù)發(fā)展理論、新公共管理理論等管理學(xué)對養(yǎng)護(hù)管理的問題進(jìn)行成因分析，總結(jié)了發(fā)達(dá)國家的優(yōu)秀經(jīng)驗，對于我省的管理體制、模式，人才隊伍的建設(shè)、養(yǎng)護(hù)財務(wù)管理以及機械化建設(shè)等四個方面進(jìn)行對策思考。在立足陜西省經(jīng)濟(jì)和交通發(fā)展的實際、充分吸收發(fā)達(dá)國家的優(yōu)秀經(jīng)驗基礎(chǔ)上，提出了適合陜西省的高速公路養(yǎng)護(hù)管理的改革方案，以供有關(guān)部門決策時參考。
[Abstract]:With the increase of expressway mileage and opening time in China, the maintenance and management of expressway project is more and more necessary and important. However, because of the late start of expressway in our country, Because of the lack of advanced scientific management experience, the management of expressway maintenance is always in the process of exploration. Therefore, it is of great practical significance to study the expressway maintenance management system and put forward some countermeasures. In recent years, in order to adapt to the development of market economy, there are some urgent problems in expressway maintenance and management, some of which have affected the development of transportation. With the booming development of transportation industry, the economy has been developing rapidly. To ensure the safety, smooth and favorable environment of highway in Shaanxi Province has become the current priority of the provincial party committee and provincial government. At present, Among the gradual development of highway maintenance management in our province, there are some outstanding and important problems that need our in-depth study. The reform of highway maintenance management is an important event in the history of traffic development of our province. The effectiveness will not only have a significant impact on the current expressway maintenance, but also will have a significant impact on the future development of the expressway maintenance. In order to ensure the smooth implementation of the highway maintenance management in Shaanxi Province, Expressway maintenance has been greatly developed. This paper makes a serious study on the condition of expressway maintenance and management in Shaanxi Province, and puts forward the problem, which is based on the theory of market economy and sustainable development. Based on the analysis of the causes of the maintenance and management problems in the new public management theory, the author summarizes the excellent experience of the developed countries, the management system, the mode and the construction of the talent team in our province. On the basis of the reality of economic and transportation development in Shaanxi Province, and on the basis of absorbing the excellent experience of developed countries, The reform scheme of highway maintenance and management suitable for Shaanxi Province is put forward for reference of relevant departments.
