【摘要】：福建省高速公路從20世紀(jì)九十年代開始建設(shè)經(jīng)營(yíng),1997年福建省第一條高速公路——福廈泉高速公路建成通車,打開了福建高速開始的新篇章,至2013年底福建省高速公路通車?yán)锍坛^4000公里,征收費(fèi)用已達(dá)每年100億元,預(yù)計(jì)在“十二五”計(jì)劃并基本建成三大中心城市環(huán)線和重要交通樞紐聯(lián)絡(luò)線,基本實(shí)現(xiàn)福州至八縣半小時(shí)經(jīng)濟(jì)圈至各設(shè)區(qū)市3小時(shí)交通經(jīng)濟(jì)圈,各設(shè)區(qū)市間4小時(shí)內(nèi)到達(dá)和縣縣15分鐘上高速,國(guó)土高速公路密度大到4.2公里／百平方公里,達(dá)到周邊先進(jìn)省份或發(fā)達(dá)國(guó)家水平,基本形成了福建省“三縱八橫”的高速公路網(wǎng)。在高速公路發(fā)展迅猛的情勢(shì)下,至2013年全省高速公路服務(wù)區(qū)日均車流量達(dá)10.11萬輛,人流量達(dá)17.48萬人,總營(yíng)業(yè)收入達(dá)1905.97萬元。其中油品銷售收入1843.33萬元；餐飲收入34.6萬元；便利店收入23.96萬元；汽修收入1.99萬元；其他收入2.09萬元。本研究正是基于這樣的時(shí)代背景下,以福建省高速公路服務(wù)區(qū)為研究對(duì)象,提出新形勢(shì)下福建省高速公路服務(wù)區(qū)發(fā)展戰(zhàn)略規(guī)劃。為增強(qiáng)本研究的科學(xué)性、系統(tǒng)性和發(fā)展規(guī)劃的可操作性,本研究在研究中堅(jiān)持提出問題、分析問題和解決問題“三步走”的研究方式,綜合運(yùn)用多種研究方法,注重理論分析和實(shí)證研究的緊密結(jié)合、定性分析和定量研究的有機(jī)統(tǒng)一、問題分析和對(duì)策規(guī)劃的研究邏輯,在借鑒、分析和比較的基礎(chǔ)上有針對(duì)性地提出福建省高速公路服務(wù)區(qū)發(fā)展戰(zhàn)略研究。在研究方法的選擇上,本研究主要采用文獻(xiàn)分析法、實(shí)證分析法和比較分析法三種研究方法。整體來講,本研究?jī)?nèi)容主要由六部分組成。第一部分：緒論。簡(jiǎn)要介紹了本研究的研究背景和研究意義,確定了研究的方法和主要內(nèi)容。第二部分：相關(guān)理論基礎(chǔ),簡(jiǎn)要的描述了企業(yè)戰(zhàn)略管理的工具和高速公路服務(wù)區(qū)等相關(guān)內(nèi)容。第三部分：國(guó)內(nèi)外高速公路戰(zhàn)略發(fā)展借鑒。第四部分：福建省高速公路服務(wù)區(qū)的現(xiàn)狀分析。通過SWOT分析法,對(duì)福建省高速公路服務(wù)區(qū)現(xiàn)狀進(jìn)行全面分析,找出存在的問題。作為我省高速公路服務(wù)區(qū)戰(zhàn)略發(fā)展的基礎(chǔ)數(shù)據(jù)。第五部分：福建高速公路服務(wù)區(qū)發(fā)展戰(zhàn)略制定。對(duì)福建省高速公路服務(wù)區(qū)進(jìn)行定位,并提出服務(wù)區(qū)未來發(fā)展戰(zhàn)略思路及戰(zhàn)略規(guī)劃。第六部分：結(jié)論,它是本研究的研究總結(jié)。本研究對(duì)提升福建省高速公路服務(wù)區(qū)戰(zhàn)略發(fā)展具有一定的指導(dǎo)意義,并提供了高速公路服務(wù)區(qū)發(fā)展對(duì)策的實(shí)證。
[Abstract]:The construction and operation of Fujian Provincial Expressway began in 1990s. In 1997, Fuxia-Quan Expressway, the first expressway in Fujian Province, was completed and opened to traffic, opening a new chapter for the beginning of Fokienia Expressway. By end of 2013, the mileage of Fujian Provincial Expressway will be more than 4, 000 kilometers, and the levy fee has reached 10 billion yuan per year. It is estimated that in the 12th Five-Year Plan, three central urban ring lines and important transportation hub liaison lines will be built basically. Basically realizing the economic circle from Fuzhou to eight counties in half an hour to each district and city in three hours traffic economic circle, each district within 4 hours to reach and the county and county 15 minutes on the high speed, the land highway density is as high as 4.2 kilometers / 100 square kilometers. Reaching the level of the neighboring advanced provinces or developed countries, the expressway network of Fujian Province has basically formed "three columns and eight horizontal roads". With the rapid development of highways, by 2013, the average daily traffic volume of expressway service areas in the whole province had reached 101,100. The flow of people reaches 174,800 people, the total operating income is nineteen million fifty-nine thousand and seven hundred yuan. The sales income of oil products is eighteen million four hundred and thirty-three thousand and three hundred yuan; the income of catering is 346,000 yuan; the income of convenience store is 239,600 yuan; the income of auto repair is 19,900 yuan; The other income is 20,900 yuan. This study is based on the background of the times, taking the expressway service area of Fujian Province as the research object, puts forward the development strategic plan of the expressway service area of Fujian Province under the new situation, in order to enhance the scientific nature of this research, Systematization and maneuverability of development planning. In this study, we insist on putting forward problems, analyzing problems and solving problems "three-step" research methods, comprehensively using a variety of research methods, paying attention to the close combination of theoretical analysis and empirical research. The organic unity of qualitative analysis and quantitative research, the logic of research on problem analysis and countermeasure planning, on the basis of reference, analysis and comparison, puts forward the development strategy research of expressway service area in Fujian Province. This research mainly adopts three research methods: literature analysis, empirical analysis and comparative analysis. As a whole, the research content is mainly composed of six parts. The first part: introduction. The research background and significance of this study are briefly introduced. The methods and main contents of the research are determined. Part two: the relevant theoretical basis, The paper briefly describes the tools of enterprise strategic management and expressway service area. The third part: the reference of highway strategy development at home and abroad. Part 4th: analysis of the current situation of expressway service area in Fujian Province. Through SWOT analysis, The present situation of expressway service area in Fujian Province is comprehensively analyzed. To find out the existing problems. As the basic data of the strategic development of expressway service area in Fujian Province. Part 5th: make the development strategy of Fujian expressway service area. Part 6th: conclusion, it is the conclusion of this study. This study has certain guiding significance to promote the strategic development of Fujian expressway service area. And provides the expressway service area development countermeasure demonstration.
