【摘要】：長江是我國第一大河流,是全國內(nèi)河航運最重要的水運主通道,水運條件十分優(yōu)越,貨運量占全國內(nèi)河貨運量的40%。長江干線航運是連接我國東、中、西部地區(qū)的重要紐帶,瀘州納溪(距宜昌里程944km,下同)至重慶九龍坡(671km)河段的直接經(jīng)濟腹地為重慶、四川、云南、貴州等省市,該河段成為西部地區(qū)對外交通的重要通道。長江干線瀘州至重慶河段的航道建設(shè)工程按Ⅲ級航道標(biāo)準(zhǔn)已實施完成。 近年來長江上游水運貨運量增長迅速,船型不斷增大,地方部門對提升航道等級的需求迫切。在2007年12月14日,國務(wù)院總理溫家寶作出了“長江航道建設(shè)要加強”的重要批示,充分反映了國家對長江水運建設(shè)在促進地方經(jīng)濟建設(shè)中的重視程度,研究提升瀘州至重慶河段航道等級非常必要。 本文采用資料收集、理論分析等方法對瀘州至重慶河段提高航道等級的可能性進行了研究,主要成果如下： (1)從本河段運量發(fā)展需求及船舶大型化對航道尺度的需求兩方面分析均要求提升瀘州到重慶河段目前的Ⅲ級航道等級。 (2)以瀘州至重慶河段的優(yōu)良河段建立河相關(guān)系,采用等級流量法和穩(wěn)定航深法對本河段進行航道等級潛能估算,Ⅰ級航道所需要的流量小于河段設(shè)計最低通航水位對應(yīng)的流量,河段的來流量所能穩(wěn)定的水深大于Ⅰ級航道尺度標(biāo)準(zhǔn)的水深；另一方面從該河段工程整治實踐分析,部分灘險按Ⅲ級航道尺度標(biāo)準(zhǔn)整治時達到或超過該標(biāo)準(zhǔn),由此說明,瀘渝段航道經(jīng)有效整治后能提高航道尺度。 (3)對瀘州至重慶河段航道進行了全面核查,有44處灘段需要進行治理才能滿足Ⅰ級航道條件的要求,提出了初步的航道整治思路,并重點以神背嘴灘險為典型代表,分析了神背嘴灘險的礙航特性、前期治理方案和效果,采用開挖右槽、左漢增建潛壩、加高河心磧壩上已建順壩、丁壩的整治措施提升為Ⅰ級航道。
[Abstract]:The Yangtze River is the largest river in China and the most important main waterway for inland navigation in China. The water transport conditions are very superior, and the freight volume accounts for 40% of the national inland river freight volume. The Yangtze River trunk line shipping is an important link connecting the eastern, central and western regions of our country. The direct economic hinterland of the reach of the Luzhou Naxi (944km from Yichang mileage, the same below) to Chongqing Jiulongpo (671km) is Chongqing, Sichuan, Yunnan, Guizhou and other provinces and cities. The channel construction project between Luzhou and Chongqing reaches of the Yangtze River has been completed according to the third class waterway standard. In recent years, there has been a rapid increase in cargo volume and ship types in the upper reaches of the Yangtze River, and local authorities are in urgent need of upgrading waterways. In December 14th 2007, Premier Wen Jiabao of the State Council has issued an important directive "the construction of the Yangtze River waterway must be strengthened," which fully reflects the extent to which the state attaches importance to the construction of the Yangtze River waterway in promoting local economic construction. It is necessary to study how to upgrade the waterway grade from Luzhou to Chongqing. In this paper, the possibility of improving waterway grade in Luzhou to Chongqing reach is studied by means of data collection and theoretical analysis.
