天津港LNG船舶運(yùn)輸風(fēng)險(xiǎn)分析

【摘要】:液化天然氣作為一種高效、清潔的傳統(tǒng)能源替代品,在能源需求量持續(xù)增長(zhǎng)、環(huán)境保護(hù)意識(shí)逐漸加強(qiáng)的當(dāng)今社會(huì),越來(lái)越受到國(guó)際社會(huì)的重視。改革開(kāi)放至今,我國(guó)經(jīng)濟(jì)迎來(lái)持續(xù)高速增長(zhǎng)期,國(guó)民生產(chǎn)總值持續(xù)走高,但與此同時(shí)能源需求量也在不斷增長(zhǎng)。而傳統(tǒng)能源日益減少且環(huán)境危害較大,因此我國(guó)對(duì)液化天然氣的需求量也在不斷增長(zhǎng)。而我國(guó)大部分的液化天然氣需要進(jìn)口,其中一部分貿(mào)易是通過(guò)LNG船舶經(jīng)海上運(yùn)輸實(shí)現(xiàn)的。LNG船舶是高風(fēng)險(xiǎn)船,當(dāng)LNG船舶發(fā)生事故時(shí),尤其是在港區(qū)內(nèi),當(dāng)發(fā)生碰撞、擱淺而產(chǎn)生的泄漏事故時(shí),對(duì)船舶、航道、港口將產(chǎn)生巨大的危害。 那么面對(duì)風(fēng)險(xiǎn)較高的LNG船舶,對(duì)其在進(jìn)出港以及航行過(guò)程中的風(fēng)險(xiǎn)高低進(jìn)行評(píng)價(jià),就具有了很強(qiáng)的現(xiàn)實(shí)意義。本文針對(duì)天津港的LNG船舶運(yùn)輸進(jìn)行風(fēng)險(xiǎn)評(píng)估,并根據(jù)評(píng)估結(jié)果采取相應(yīng)的措施來(lái)降低風(fēng)險(xiǎn),該項(xiàng)研究工作具有很強(qiáng)的社會(huì)意義。 本文首先深入、系統(tǒng)的研究了國(guó)內(nèi)外關(guān)于船舶安全方面的風(fēng)險(xiǎn)評(píng)價(jià)標(biāo)準(zhǔn)、方法等。其次,為科學(xué)、合理的評(píng)價(jià)天津港LNG船舶安全。本文首先詳細(xì)研究了液化天然氣的危害特性,通過(guò)查閱大量資料和實(shí)地考察,了解了天津港液化天然氣碼頭的現(xiàn)狀。在以上工作的基礎(chǔ)上,本文運(yùn)用模糊綜合評(píng)價(jià)的方法,對(duì)天津港液化天然氣碼頭進(jìn)行了風(fēng)險(xiǎn)評(píng)估并給出了評(píng)估結(jié)果及危險(xiǎn)防范改進(jìn)措施和事故應(yīng)急處理對(duì)策。
[Abstract]:Liquefied natural gas (LNG), as an efficient and clean alternative to traditional energy, has been paid more and more attention to by the international community since the reform and opening up to date, with the increasing demand for energy and the increasing awareness of environmental protection. Our country economy ushered in the sustained high speed growth period, the gross national product continued to rise, but at the same time, the energy demand is also increasing, while the traditional energy is decreasing day by day and the environment is harmful. Therefore, the demand for liquefied natural gas in China is also increasing, and most of our country needs to import liquefied natural gas. One part of the trade is realized through the maritime transport of LNG ships. LNG ships are high-risk vessels, when LNG ships occur accidents, especially in the port area, when collisions occur. The leakage accident caused by grounding will cause great harm to ships, waterways and ports. Then in the face of higher risk of LNG ships, in the port and in and out of the process of risk evaluation. This article carries on the risk assessment to the Tianjin Port LNG ship transportation, and according to the evaluation result takes the corresponding measure to reduce the risk. The research has strong social significance. First of all, this paper studies the risk assessment standards and methods of ship safety at home and abroad systematically. Secondly, it is scientific. Firstly, this paper studies the hazard characteristics of LNG in detail, and through consulting a lot of data and field investigation. The present situation of Tianjin Port LNG terminal is understood. Based on the above work, the fuzzy comprehensive evaluation method is used in this paper. The risk assessment of liquefied natural gas terminal in Tianjin Port is carried out, and the evaluation results, the improvement measures of danger prevention and the countermeasures for emergency treatment of accidents are given.
