【摘要】:經(jīng)濟(jì)的快速發(fā)展,使得汽車保有量和交通量急劇增長,隨之帶來了諸多交通問題,如:交通愈加擁堵、交通安全事故頻發(fā)、尾氣污染嚴(yán)重等。為了解決這些問題,以更好地發(fā)揮交通基礎(chǔ)設(shè)施的利用效率,,一個全新的交通系統(tǒng)——智能交通系統(tǒng)(簡稱“ITS”)進(jìn)入了我們的生活。ITS的目的是全方位地提高交通的安全性、效率以及服務(wù)品質(zhì),通過交通需求的指引和信息技術(shù)手段,充分地利用時間、空間等各方面交通資源,對人、車、路三者進(jìn)行智能化的管理。而且ITS是一個復(fù)雜的大系統(tǒng),涉及到多個領(lǐng)域,為了確保ITS內(nèi)容的完整性、邏輯的縝密性以及結(jié)構(gòu)的合理性,它的構(gòu)架需要完整的理論方法進(jìn)行指導(dǎo),從而為其系統(tǒng)標(biāo)準(zhǔn)的制定、框架設(shè)計(jì)以及規(guī)劃提供基礎(chǔ)。 首先,本文對ITS及ITS框架的相關(guān)概念進(jìn)行論述,分析了ITS的相關(guān)功能及效益,同時對典型的幾種應(yīng)用系統(tǒng)進(jìn)行介紹。其次,通過對美國、歐洲、日本等國家和地區(qū)的ITS體系研究分析,結(jié)合國內(nèi)趨勢以及北京、上海等地區(qū)ITS發(fā)展現(xiàn)狀,總結(jié)了其發(fā)展所帶來的啟示,為后文的研究提供依據(jù)。第三,總結(jié)性地闡述了ITS體系框架的概念,以及其開發(fā)的兩種方法,即基于國家框架的開發(fā)方法和一般開發(fā)方法。同時,也提出了地區(qū)ITS項(xiàng)目實(shí)施方法,通過系統(tǒng)聚類法對地區(qū)中的子區(qū)域進(jìn)行分類,并對項(xiàng)目實(shí)施方法進(jìn)行研究,提出分階段實(shí)施法。最后,通過對陜西省道路交通發(fā)展概況、陜西省道路ITS發(fā)展概況進(jìn)行ITS體系設(shè)計(jì)基礎(chǔ)分析,得出現(xiàn)階段陜西道路ITS的用戶服務(wù)需求,并繪制了其邏輯框架和物理框架圖,以及通過對城市的分類,設(shè)計(jì)了陜西省近十年的道路ITS項(xiàng)目分區(qū)、分階段實(shí)施規(guī)劃,提出了道路ITS發(fā)展的相關(guān)政策建議。
[Abstract]:With the rapid development of economy, the vehicle ownership and traffic volume increase rapidly, which brings a lot of traffic problems, such as traffic congestion, frequent traffic safety accidents. In order to solve these problems in order to give full play to the utilization efficiency of transportation infrastructure. Intelligent Transportation system ("ITS"), a new transportation system, has entered our life with the aim of improving traffic safety, efficiency and service quality. Through the guidance of traffic demand and information technology means, make full use of time, space and other aspects of traffic resources, and carry out intelligent management of people, cars and roads. And ITS is a complex large system. In order to ensure the integrity of ITS content, logic meticulous and structure rationality, its framework needs to be guided by complete theory and method, so as to establish the system standard. Framework design and planning provide the basis. First of all, this paper discusses the related concepts of ITS and ITS framework, analyzes the related functions and benefits of ITS, and introduces several typical application systems. Secondly, through the United States, Europe. Japan and other countries and regions of the ITS system research and analysis, combined with domestic trends and Beijing, Shanghai and other regions of the status quo of ITS development, summed up its development of enlightenment, for the following research to provide the basis. Third. This paper summarizes the concept of ITS system framework and two methods of its development, that is, the development method based on national framework and the general development method. At the same time, it also puts forward the implementation method of regional ITS project. Through the systematic clustering method to classify the sub-regions in the region, and the project implementation method is studied, put forward the phased implementation method. Finally, through the development of road traffic in Shaanxi Province. The development of road ITS in Shaanxi Province is analyzed based on the design of ITS system, and the user service demand of Shaanxi Road ITS is obtained, and the logical framework and physical frame diagram are drawn. Based on the classification of cities, this paper designs the zoning of road ITS projects in Shaanxi Province in the past ten years, implements the planning in stages, and puts forward some policy suggestions for the development of road ITS.
