【摘要】：高速公路建設(shè)對(duì)我國(guó)的經(jīng)濟(jì)發(fā)展和改善民生意義重大,過(guò)去幾年高速公路建設(shè)飛速發(fā)展。隨著經(jīng)濟(jì)的發(fā)展和理念的更新,國(guó)內(nèi)高速公路不再采用單一的國(guó)家投資建設(shè)管理運(yùn)營(yíng)的方式,BOT投資方式越來(lái)越多的參與到高速公路的建設(shè)過(guò)程中。BOT方式充分利用民間資本、整合社會(huì)力量,引進(jìn)先進(jìn)的技術(shù)管理方式,不僅僅緩解了政府投資公共基礎(chǔ)建設(shè)的資金壓力,而且激活了整個(gè)基建市場(chǎng),是未來(lái)基礎(chǔ)建設(shè)投資的發(fā)展趨勢(shì)。但是,BOT在我國(guó)處于初步發(fā)展階段,尚存在諸多的不成熟的地方。尤其是2009年金融危機(jī)之后,整個(gè)國(guó)際、國(guó)內(nèi)的金融市場(chǎng)都處于動(dòng)蕩的環(huán)境中。除了金融市場(chǎng)的印象外,還有技術(shù)、政府作為、政治環(huán)境、政治法律、技術(shù)經(jīng)濟(jì)、人文環(huán)境等等,這些都將給BOT項(xiàng)目的運(yùn)行帶來(lái)潛在的風(fēng)險(xiǎn)。如何對(duì)BOT項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行有效控制以保護(hù)投資者利益是一個(gè)頗具現(xiàn)實(shí)意義的課題。本文基于高速公路BOT項(xiàng)目中的風(fēng)險(xiǎn),討論了風(fēng)險(xiǎn)評(píng)價(jià)的相關(guān)問(wèn)題。主要內(nèi)容包括：首先介紹了BOT模式和風(fēng)險(xiǎn)管理的基本理論,并結(jié)合起來(lái)闡述BOT高速公路建設(shè)項(xiàng)目的風(fēng)險(xiǎn)特點(diǎn)；然后,運(yùn)用風(fēng)險(xiǎn)識(shí)別方法對(duì)GQ高速公路BOT項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行了識(shí)別；接著,利用風(fēng)險(xiǎn)評(píng)價(jià)方法對(duì)GQ高速公路BOT項(xiàng)目中存在的風(fēng)險(xiǎn)進(jìn)行了定性定量評(píng)價(jià),指出了項(xiàng)目中的關(guān)鍵風(fēng)險(xiǎn)；最后,以風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)評(píng)價(jià)的結(jié)果為基礎(chǔ),結(jié)合GQ高速公路BOT項(xiàng)目的自身特點(diǎn),提出了風(fēng)險(xiǎn)應(yīng)對(duì)措施。文章結(jié)合了理論、工程實(shí)例以及筆者多年來(lái)的工作經(jīng)驗(yàn),對(duì)BOT項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行了綜合研究,以期為類(lèi)似的BOT高速公路項(xiàng)目風(fēng)險(xiǎn)控制提供參考。
[Abstract]:Highway construction is of great significance to the economic development and the improvement of people's livelihood in our country. In the past few years, highway construction has developed rapidly. With the development of economy and the renewal of ideas. Domestic expressway no longer uses a single national investment construction management and operation mode. Bot investment mode is more and more involved in the process of highway construction. Bot mode makes full use of private capital. The integration of social forces and the introduction of advanced technology management not only alleviated the pressure on the government to invest in public infrastructure, but also activated the entire infrastructure market. It is the development trend of infrastructure investment in the future, but bot is in the initial stage of development in China, there are still many immature places, especially after the financial crisis in 2009, the whole international. The domestic financial market is in a turbulent environment. Besides the impression of the financial market, there are also the technology, the government act, the political environment, the political law, the technology economy, the humanities environment and so on. All of these will bring potential risks to the operation of BOT projects. How to effectively control the risks of BOT projects to protect the interests of investors is a practical issue. This paper is based on the expressway BOT. Risks in the project. The main contents are as follows: firstly, the BOT model and the basic theory of risk management are introduced, and the risk characteristics of the BOT expressway construction project are expounded. Then, risk identification method is used to identify the risk of GQ expressway BOT project. Then, the risk of GQ expressway BOT project is evaluated qualitatively and quantitatively with the method of risk evaluation, and the key risks in the project are pointed out. Finally, based on the results of risk identification and risk assessment, combined with the characteristics of GQ expressway BOT project, the paper puts forward the risk response measures. In order to provide a reference for the risk control of similar BOT expressway project, the author has made a comprehensive study on the risk of BOT project through engineering examples and the author's working experience for many years.
