【摘要】:隨著中國(guó)經(jīng)濟(jì)的快速發(fā)展,長(zhǎng)江航運(yùn)規(guī)模日益龐大,,從而使得海事部門(mén)對(duì)航運(yùn)公司及其營(yíng)運(yùn)船舶的管理工作量不斷加大,管理難度日益加劇。目前海事部門(mén)的管理工作大多仍停留在使用word、excel等辦公軟件處理大量數(shù)據(jù),大量工作依賴(lài)人工進(jìn)行。這種方式一方面使得人員的勞動(dòng)強(qiáng)度大,服務(wù)效率低下;另一方面容易在此過(guò)程中因?yàn)樾畔鬏敳粫惩◤亩a(chǎn)生各種錯(cuò)誤,已不適應(yīng)當(dāng)前對(duì)海事管理提出的“數(shù)字化”、“信息化”的要求。 本文以長(zhǎng)江海事局舉辦的SMS指標(biāo)評(píng)價(jià)體系的建立及評(píng)價(jià)模型培訓(xùn)為契機(jī),通過(guò)實(shí)際調(diào)研了解各類(lèi)航運(yùn)公司評(píng)價(jià)指標(biāo),并對(duì)具體評(píng)價(jià)過(guò)程進(jìn)行研究,構(gòu)建了航運(yùn)公司安全管理評(píng)價(jià)指標(biāo)體系模型。將評(píng)價(jià)過(guò)程模型可視化處理,搭建最適宜的功能模塊、業(yè)務(wù)流程及數(shù)據(jù)接口形式,編寫(xiě)了設(shè)計(jì)代碼,調(diào)試后通過(guò)反復(fù)調(diào)研,使實(shí)際業(yè)務(wù)需求與設(shè)計(jì)思路一致,開(kāi)發(fā)出航運(yùn)公司評(píng)價(jià)系統(tǒng)并投入運(yùn)行。本文主要完成了以下幾方面工作: (1)通過(guò)調(diào)研分析獲取評(píng)價(jià)指標(biāo),根據(jù)評(píng)選原則篩選了一級(jí)和二級(jí)指標(biāo),構(gòu)建了指標(biāo)體系層次結(jié)構(gòu)。運(yùn)用德?tīng)柗品ê蛯哟畏治龇ǖ玫礁黜?xiàng)指標(biāo)的權(quán)重系數(shù),對(duì)各項(xiàng)指標(biāo)進(jìn)行無(wú)量綱化。確定評(píng)價(jià)指標(biāo)計(jì)算模型,得到了安全綜合評(píng)價(jià)指數(shù)。最后對(duì)評(píng)價(jià)模型進(jìn)行數(shù)據(jù)驗(yàn)證,證實(shí)評(píng)價(jià)體系的可行性; (2)系統(tǒng)分為航運(yùn)公司審核管理子系統(tǒng)、航運(yùn)公司評(píng)價(jià)子系統(tǒng)和遠(yuǎn)程申報(bào)管理子系統(tǒng)三部分。以擴(kuò)展性、經(jīng)濟(jì)實(shí)用性和易用性為設(shè)計(jì)原則,采用結(jié)構(gòu)化生命周期開(kāi)發(fā)方法,完成下列功能模塊設(shè)計(jì):用戶(hù)管理模塊、公司管理模塊、船舶管理模塊、人員信息管理模塊、證書(shū)管理模塊、審核管理模塊、網(wǎng)上申報(bào)模塊和統(tǒng)計(jì)分析模塊; (3)系統(tǒng)采用C#作為開(kāi)發(fā)語(yǔ)言,Browser/Sewer作為網(wǎng)絡(luò)結(jié)構(gòu)。在MS SQLServer2008環(huán)境下設(shè)計(jì)和實(shí)現(xiàn)符合海事局實(shí)際需求的數(shù)據(jù)庫(kù),在MS VisualStudio2010環(huán)境下實(shí)現(xiàn)航運(yùn)公司評(píng)價(jià)系統(tǒng)的相關(guān)模塊開(kāi)發(fā),并完成具體界面設(shè)計(jì)。經(jīng)實(shí)際測(cè)試,能正常運(yùn)行。 航運(yùn)公司評(píng)價(jià)系統(tǒng)能夠有效地加強(qiáng)海事部門(mén)安全管理,整合管理工作流程,為決策層提供真實(shí)有效的參考數(shù)據(jù),從而提高海事部門(mén)服務(wù)水平。
[Abstract]:With the rapid development of China ' s economy , the shipping scale of the Yangtze River is increasingly large , so that the management workload of the shipping company and its operating ships is increasing and the management difficulty is increasing . At present , most of the management of the maritime department is still in use of office software such as word , excel and other office software to deal with large amount of data , and a large amount of work depends on labor . On the one hand , the labor intensity of personnel is large and the service efficiency is low ; on the other hand , the information transmission is not smooth , so that various errors are generated , and the requirement of " digital " and " informatization " proposed by the current maritime management is not adapted . Based on the establishment of the SMS index evaluation system and the evaluation model training organized by the Changjiang Maritime Bureau , this paper studies the evaluation indexes of various kinds of shipping companies through actual investigation and studies the concrete evaluation process . The evaluation process model is visualized , the most suitable function module , the business process and the data interface form are built . The design code is written . After the debugging , the actual business needs are consistent with the design thinking , the evaluation system of the shipping company is developed and put into operation . The paper mainly completes the following aspects : ( 1 ) The evaluation index is obtained through investigation and analysis , and the index system hierarchy is constructed according to the selection principle , and the weight coefficient of each index is obtained by Delphi method and analytic hierarchy process . The evaluation index calculation model is determined , and the safety comprehensive evaluation index is obtained . Finally , the evaluation model is verified to confirm the feasibility of the evaluation system ; ( 2 ) The system is divided into three parts : the audit management subsystem of the shipping company , the evaluation subsystem of the shipping company and the remote application management subsystem . With expansibility , economic practicability and ease of use as the design principle , the following functional module design is completed by adopting the structured life cycle development method : the user management module , the company management module , the ship management module , the personnel information management module , the certificate management module , the audit management module , the net application module and the statistical analysis module ; ( 3 ) The system adopts C # as the development language and Browser / Sewer as the network structure . In the environment of MS SQL Server2008 , the database which accords with the actual needs of the Maritime Bureau is designed and realized , and the relevant module development of the evaluation system of the shipping company is realized under the environment of MS Visual Studio 2010 , and the specific interface design is completed . The evaluation system of the shipping company can effectively strengthen the maritime safety management , integrate the management process , provide real and effective reference data for the decision - making layer , so as to improve the service level of the maritime sector .
