【摘要】：根據(jù)國(guó)家發(fā)展改革委關(guān)于投資項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析評(píng)估的相關(guān)規(guī)定和風(fēng)險(xiǎn)管理基本原理,針對(duì)當(dāng)前采用較多的以綜合風(fēng)險(xiǎn)指數(shù)法為主要方法的項(xiàng)目穩(wěn)評(píng)框架體系存在的問(wèn)題,提出"以問(wèn)題解決為導(dǎo)向"的項(xiàng)目穩(wěn)評(píng)新方法框架,以及與該框架相對(duì)應(yīng)的穩(wěn)評(píng)準(zhǔn)則,并將其應(yīng)用到大型港口碼頭工程等項(xiàng)目的社會(huì)穩(wěn)評(píng)實(shí)踐中。
[Abstract]:According to the National Development and Reform Commission on investment projects social stability risk analysis and assessment of relevant provisions and risk management principles. In view of the problems existing in the current project stability evaluation framework system, which mainly uses the comprehensive risk index method as the main method, this paper puts forward a new method framework of project stability evaluation, which is "problem-solving oriented". The criterion of stability evaluation corresponding to this framework is applied to the social stability evaluation of large port and wharf projects.
