【摘要】：西北公路局于1935年元月成立，是西北公路交通運(yùn)輸?shù)墓芾頇C(jī)構(gòu)。秉承公路運(yùn)輸“安全、迅速、舒適、經(jīng)濟(jì)”四大要求，發(fā)揚(yáng)“以交通使命，助成抗戰(zhàn)目的；以抗戰(zhàn)精神，充實(shí)交通潛能”服務(wù)精神，旨在加強(qiáng)西北公路建設(shè)和管理，整合西北公路運(yùn)輸資源，發(fā)掘公路運(yùn)輸潛能，提高公路運(yùn)輸效率，提高西北公路交通網(wǎng)的運(yùn)輸能力。一方面，負(fù)責(zé)修筑、改善與養(yǎng)護(hù)西北公路，促成貫穿于陜西、甘肅、寧夏、青海、新疆、綏遠(yuǎn)、湖北等七省公路交通網(wǎng)初步形成，加強(qiáng)與完善西北公路交通運(yùn)輸管理體制；另一方面，，鑒于抗戰(zhàn)，急需軍運(yùn)和貨運(yùn)，為緩解交通運(yùn)輸壓力，建立抗戰(zhàn)后方戰(zhàn)略基地，南京國民政府成立西北公路局，致力于國際運(yùn)輸、軍事運(yùn)輸、特種運(yùn)輸以及普通客貨運(yùn)輸。用以保證前方戰(zhàn)略物資及時(shí)供應(yīng)，實(shí)現(xiàn)后方客貨運(yùn)輸暢通無阻，加強(qiáng)西北公路基礎(chǔ)設(shè)施建設(shè)的有效管理，實(shí)現(xiàn)西北公路在“抗戰(zhàn)建國”中的需要。 文章思路及主要內(nèi)容：第一，探究西北公路局創(chuàng)建的背景、沿革及其內(nèi)部結(jié)構(gòu)（主要包括機(jī)構(gòu)內(nèi)部組織情況和人事關(guān)系），洞悉西北公路局作為公路交通運(yùn)輸管理機(jī)構(gòu)其自身的運(yùn)營機(jī)制；第二，剖析西北公路局致力于西北公路干線的改善與養(yǎng)護(hù)工程以及附屬交通設(shè)備的建設(shè)，以了解該局在西北公路工程方面的情況，從而突出其主要職責(zé)。同時(shí)，探討修路民工與養(yǎng)路工人的貢獻(xiàn)；第三，從車務(wù)管理、營運(yùn)管理、交通監(jiān)理、機(jī)料管理、電訊管理五個(gè)方面考量西北公路局的公路運(yùn)輸管理體制及其管理水平；第四，從西北公路局制定規(guī)章制度，統(tǒng)一交通管理；軍事需要優(yōu)先，保障抗戰(zhàn)需要；提倡節(jié)約原則，提高交通運(yùn)輸效率；實(shí)行分區(qū)管理和辦理省際聯(lián)運(yùn)；發(fā)展交通教育，提高員工素養(yǎng)四個(gè)角度透視其交通管理的特點(diǎn)，突出其經(jīng)營理念和管理模式。第五，通過分析西北公路局公路運(yùn)輸管理成效與作用，突顯其在抗戰(zhàn)建國中的歷史地位。同時(shí)，指出在公路改善與養(yǎng)護(hù)工程及公路運(yùn)輸管理中存在的問題與不足，用客觀公正的態(tài)度評(píng)價(jià)其歷史功績(jī)。
[Abstract]:Northwest highway bureau was established in January 1935, is the northwest highway transportation management organization. Adhering to the road transport "safety, rapid, comfortable, economic" four requirements, carry forward "traffic mission" To help achieve the purpose of the War of Resistance against Japan; The purpose of this paper is to strengthen the construction and management of the Northwest Highway, to integrate the resources of the Northwest Highway Transportation, to explore the potential of the highway transportation and to improve the efficiency of the highway transportation. On the one hand, responsible for the construction, improvement and maintenance of the Northwest Highway, promoting throughout Shaanxi, Gansu, Ningxia, Qinghai, Xinjiang, Suiyuan. The highway transportation network of seven provinces, such as Hubei Province, has been formed preliminarily, and the traffic and transportation management system of northwest highway has been strengthened and perfected. On the other hand, in view of the war of resistance, military transportation and freight transportation are urgently needed. In order to alleviate the pressure of transportation and establish a strategic base behind the War of Resistance against Japan, the Nanjing National Government set up the Northwest Highway Bureau to devote itself to international transportation and military transportation. Special transportation and ordinary passenger and cargo transportation. In order to ensure the timely supply of strategic goods and materials in front, to realize the smooth transportation of goods and passengers in the rear, and to strengthen the effective management of the infrastructure construction of the northwest highway. Realizing the needs of Northwest Highway in the War of Resistance against Japan and the people's Republic of China. The main contents of this paper are as follows: first, the background, evolution and internal structure of Northwest Highway Bureau are explored. Insight into the Northwest Highway Bureau as a highway transport management agency its own operational mechanism; Second, the northwest highway bureau is committed to the improvement and maintenance of the northwest highway trunk line and the construction of ancillary traffic equipment, in order to understand the situation of the bureau in the northwest highway project, so as to highlight its main responsibilities. At the same time.
