【摘要】:城市化快速發(fā)展使城市喪失了其作為人類聚居的根本功能——安全、舒適、便捷,城市用地的極度擴(kuò)張使得各種意想不到的城市問題接踵而至,在如何緩和城市問題、塑造城市新生活的道路上,各個行業(yè)的專家和學(xué)者進(jìn)行了廣泛的探討,而其中城市慢行交通由于本身蘊(yùn)含著“公平和諧、以人為本和可持續(xù)發(fā)展”的理念,使其成為諸多探索中非常有效的一種手段。 當(dāng)前,我國有杭州、上海、廈門等少量幾個經(jīng)濟(jì)發(fā)達(dá)城市或旅游型城市編制了慢行交通專項(xiàng)規(guī)劃,對慢行交通在國內(nèi)城市的發(fā)展與運(yùn)用起到了很好的牽頭作用,也遇到了很多問題。一方面,由于我國現(xiàn)行的城市規(guī)劃體制中沒有慢行交通規(guī)劃,從而使其沒有得到足夠的重視、也缺乏相應(yīng)的監(jiān)管體制;另一方面,缺乏結(jié)合國內(nèi)城市情況的慢行交通研究,而對國外研究成果的生硬引入,使得慢行交通在國內(nèi)城市不能很好的適應(yīng)與生長;最后,在慢行交通建設(shè)實(shí)踐中,僅把其當(dāng)做是對機(jī)動車交通的一種輔助,缺乏適宜自身要求的建設(shè)標(biāo)準(zhǔn),建設(shè)混亂。因此,本文希望通過對現(xiàn)行國內(nèi)主要慢行交通實(shí)踐城市的研究,找到一種適合我國城市需求的慢行交通網(wǎng)絡(luò)構(gòu)建方法。 本文從關(guān)注現(xiàn)狀城市慢行交通建設(shè)對緩解城市問題的有效性和有限性入手,提出城市慢行交通發(fā)展需要一個系統(tǒng)完善、“點(diǎn)—線—面—網(wǎng)”相結(jié)合的網(wǎng)絡(luò)結(jié)構(gòu)才能真正的發(fā)揮其緩解城市問題的功效,進(jìn)而提出本次論文研究的主題:城市慢行交通網(wǎng)絡(luò)構(gòu)建方法;緊接著對國內(nèi)外已有的慢行交通理論與實(shí)踐進(jìn)行分析與研究,總結(jié)經(jīng)驗(yàn)、吸取教訓(xùn),同時為了更好的契合本次論文研究的主題,引入城市形態(tài)論以增強(qiáng)與城市形態(tài)的融合、引入場所理論以增強(qiáng)與市民心靈的融合、引入人的行為研究以增強(qiáng)與市民生活的融合,從而為本次論文研究提供理論與實(shí)踐支撐;在此基礎(chǔ)上,進(jìn)行城市慢行交通網(wǎng)絡(luò)構(gòu)建方法的基礎(chǔ)研究,即通過溯源城市慢行交通產(chǎn)生的四種經(jīng)典理念演變,為慢行交通網(wǎng)絡(luò)尋找到構(gòu)建的起始點(diǎn)——為安全、為方便生活、為城市更順暢的運(yùn)行,同時對城市慢行交通網(wǎng)絡(luò)構(gòu)建的問題與特點(diǎn)、功能與構(gòu)建要素進(jìn)行分析,提出網(wǎng)絡(luò)構(gòu)建的基本策略,即從城市總體規(guī)劃層面入手、對接城市大系統(tǒng),從城市總體空間構(gòu)成入手、梳理城市慢行交通網(wǎng)絡(luò),從對接城市綜合交通系統(tǒng)入手、完善城市交通網(wǎng)絡(luò)配套;進(jìn)而提出本次城市慢行交通網(wǎng)絡(luò)構(gòu)建的方法研究,分別從宏觀結(jié)構(gòu)優(yōu)化完善慢行交通與城市的關(guān)系、從中觀系統(tǒng)設(shè)計完善慢行交通與自身的關(guān)系和從微觀設(shè)施控制完善慢行交通內(nèi)部的關(guān)系,同時注重實(shí)施控制與公眾參與;最后以成都市中心城區(qū)為例,運(yùn)用本次研究的成果對其進(jìn)行城市慢行交通網(wǎng)絡(luò)構(gòu)建,以增強(qiáng)本次研究的整體性與可實(shí)施性。
[Abstract]:The rapid development of urbanization makes cities lose their basic functions as human settlements-safe, comfortable, convenient, and the extreme expansion of urban land causes a variety of unexpected urban problems. On the road of how to ease the urban problem and shape the new life of the city, the experts and scholars of various industries have carried on the extensive discussion, and the slow traffic of the city contains "fairness and harmony" because of itself. The idea of people-oriented and sustainable development makes it a very effective means in many explorations. At present, China has Hangzhou, Shanghai, Xiamen and a small number of economically developed cities or tourist cities have formulated a special plan for slow transportation. It has played a very good role in the development and application of slow traffic in domestic cities, but also encountered a lot of problems. On the one hand, there is no slow traffic planning in the current urban planning system of our country. So that it does not get enough attention, and also lacks the corresponding regulatory system; On the other hand, the lack of slow traffic research combined with the situation of domestic cities, and the hard introduction of foreign research results, make slow traffic in domestic cities can not adapt and grow well; Finally, in the slow traffic construction practice, it is only regarded as a kind of assistance to the traffic of motor vehicles, lacking the construction standard suitable for its own requirements, and the construction is chaotic. This paper hopes to find a construction method of slow traffic network which is suitable for the urban demand of our country through the research of the main slow traffic practice cities in China. In this paper, from the current situation of urban slow traffic construction to alleviate the effectiveness of urban problems and limited, proposed that the development of urban slow traffic needs a system to improve. The combination of "dot-line-area-network" network structure can really play its role in alleviating urban problems, and then put forward the theme of this paper: the construction method of urban slow-moving traffic network; Then the domestic and foreign slow traffic theory and practice of analysis and research, summing up experience, learning lessons, in order to better agree with the theme of this paper. This paper introduces the theory of urban form to enhance the fusion with urban form, the theory of place to strengthen the fusion with the soul of citizens, and the study of human behavior to enhance the fusion with the life of citizens. Thus provide theoretical and practical support for this paper research; On this basis, the basic research of the construction method of urban slow-moving traffic network is carried out, that is, through tracing to the source of urban slow-moving traffic, four kinds of classical ideas are evolved. For slow traffic network to find the starting point-for safety, for the convenience of life, for the smooth operation of the city, at the same time to the problems and characteristics of the construction of urban slow traffic network, functions and construction elements are analyzed. Put forward the basic strategy of network construction, that is, starting from the level of urban master planning, docking the large urban system, starting from the composition of the overall urban space, combing the urban slow traffic network, starting from the docking urban comprehensive transportation system. Perfecting the urban transportation network; And then put forward the method of constructing the urban slow traffic network, respectively from the macro structure optimization to improve the relationship between slow traffic and the city. To perfect the relationship between slow traffic and itself from the design of mesoscopic system, and to perfect the internal relationship of slow traffic from micro facilities control, and to pay attention to implementation control and public participation at the same time; Finally, taking the central urban area of Chengdu as an example, we use the results of this study to construct the urban slow-moving traffic network, so as to enhance the integrity and practicability of this study.
