【摘要】：科技的進步和發(fā)展促進和成就了化學品工業(yè)商業(yè)的快速發(fā)展,化學品帶來了人類生活的便利,但也帶來了威脅和危險。不少化學品屬于危險化學品,這些物品一般具有物理、生物等危險特性,在生產、經營、運輸過程中如果安全管理不當,容易發(fā)生安全事故,給人類財產和生命帶來巨大傷害。近幾年來,我國危險化學品重特大安全事故持續(xù)高發(fā),給政府公共管理帶來了巨大挑戰(zhàn)。因此如何調整完善現(xiàn)有的危險化學品安全監(jiān)督管理體系,提升監(jiān)督管理水平,成了政府公共管理研究的重點方向之一。惠安縣是福建省省級危險化學品重點縣之一,按照規(guī)劃,惠安縣將以泉惠石化工業(yè)區(qū)為載體建設化工工業(yè)產業(yè)集中區(qū),意味著越來越多危險化學品從業(yè)企業(yè)將進入惠安,在帶來經濟發(fā)展機遇的同時也給當?shù)匚ｋU化學品安全監(jiān)督管理帶來壓力。本文運用事故致因理論、危機管理理論、政府管制理論,通過調查研究惠安縣現(xiàn)有危險化學品監(jiān)督管理體系,從監(jiān)督對象、監(jiān)督主體、監(jiān)督環(huán)節(jié)等面分析了惠安縣危險化學品安全監(jiān)督管理存在問題及原因,并參考國內外危險化學品安全監(jiān)督管理經驗和啟示,結合惠安縣實際情況,從企業(yè)、政府和社會公眾三個層面入手,提出了提升惠安縣危險化學品安全監(jiān)督管理工作的對策和建議,同時提出了規(guī)劃危險化學品零售經營區(qū)、建立統(tǒng)一的危險運輸車輛管理體系、推動部門協(xié)調機制再造等創(chuàng)新的監(jiān)管方式方法。
[Abstract]:The progress and development of science and technology have promoted and achieved the rapid development of chemical industry and commerce. Chemicals bring the convenience of human life, but they also bring threats and dangers. Many chemicals belong to dangerous chemicals, which generally have physical, biological and other dangerous characteristics, and are not properly managed in the process of production, operation and transportation. It is easy to happen safety accidents and bring great harm to human property and life. In recent years, the serious accidents of dangerous chemicals in China have been constantly high, which have brought great challenges to the public administration of the government. Therefore, how to adjust and improve the existing safety supervision and management system of hazardous chemicals and improve the level of supervision and management has become the government public management. One of the key directions of the study is Huian County, one of the key counties in Fujian province. According to the plan, Huian county will take the spring Hui Petrochemical Industrial Zone as the carrier to build the industrial industrial area, which means that more and more hazardous chemical enterprises will enter Huian. It will bring the opportunity of economic development as well as the local danger. Using the theory of accident causation, the theory of crisis management, the theory of government control and the investigation and study of the existing supervision and management system of hazardous chemicals in Huian County, this paper analyzes the problems and causes of the safety supervision and management of hazardous chemicals in Huian County, and analyzes the problems and causes of the safety supervision and management of hazardous chemicals in the county. Referring to the experience and Enlightenment of the safety supervision and management of hazardous chemicals at home and abroad, combining with the actual situation in Huian County, from the three levels of enterprises, government and the public, the countermeasures and suggestions are put forward to improve the safety supervision and management of dangerous chemicals in Huian county. At the same time, the retail management areas for hazardous chemicals are proposed to establish a unified risk. Transportation vehicle management system, the promotion of sector coordination mechanism reengineering and other innovative regulatory methods.
