中小型化工生產(chǎn)企業(yè)安全投資—效益關(guān)系模型建立與應(yīng)用

【摘要】:我國化工行業(yè)中中小型的化工生產(chǎn)企業(yè)占據(jù)大部分,其中中小型化工生產(chǎn)企業(yè)的安全存在諸多的問題,全國范圍內(nèi)生產(chǎn)安全事故頻繁產(chǎn)生,給國家的國民經(jīng)濟發(fā)展、人民的生活、環(huán)境的良好發(fā)展帶來了嚴重的危害。中小型化工生產(chǎn)企業(yè)領(lǐng)導(dǎo)常面臨兩個棘手問題:一是安全投資投向哪里減少事故損失的效果最好;二是安全投資投入多少最劃算。針對以上問題,本文通過分析中小型化工生產(chǎn)企業(yè)安全經(jīng)濟效益的規(guī)律,結(jié)合對中小型化工生產(chǎn)企業(yè)的調(diào)研,分析研究了安全成本最小這一原理建立模型優(yōu)化安全投資的不合理性后提出了當企業(yè)安全經(jīng)濟效益最大的時候所對應(yīng)的安全投資就是企業(yè)最優(yōu)的安全投資這一優(yōu)化原理,這時的安全投資是最劃算的。其次,本文借鑒灰色理論建立了安全投資-事故損失的加權(quán)灰色關(guān)聯(lián)模型,以便分析企業(yè)各分項安全投資對降低事故損失的主次順序,同時也為驗證安全經(jīng)濟效益優(yōu)化模型所得結(jié)果的正確與否提供了依據(jù);第三,依據(jù)安全投資最優(yōu)化的原理,結(jié)合Cobb—Douglas生產(chǎn)函數(shù),建立了適用于中小型化工生產(chǎn)企業(yè)安全經(jīng)濟效益的優(yōu)化模型,論述了模型的建立條件;以某中型氯堿化工企業(yè)近8年的數(shù)據(jù)進行建模分析,運用SPSS軟件及MATLAB軟件對模型進行計算分析,確定了該化工生產(chǎn)企業(yè)安全經(jīng)濟效益最大時的安全投資數(shù)額以及各分項安全投資的比例。通過比較優(yōu)化前后的安全投資結(jié)構(gòu)表明該企業(yè)急需改變原有的安全投資模式,優(yōu)化安全投資后,安全經(jīng)濟效益是明顯的。
[Abstract]:The small and medium chemical production enterprises in China's chemical industry occupy the majority, of which there are many problems in the safety of small and medium chemical production enterprises. The production safety accidents occur frequently in the whole country. It has brought serious harm to the national economic development, the people's life and the good development of the environment. The leaders often face two difficult problems: first, where the safety investment is the best to reduce the loss of the accident; the two is the most cost-effective investment in the safety investment. In view of the above problems, this paper analyzes the safety of small and medium chemical production enterprises by analyzing the law of the safety and economic benefits of small and medium chemical production enterprises, and analyzes the safety of the small and medium-sized chemical production enterprises. The principle of minimum cost is set up to establish the unreasonable security investment of the model. It is proposed that the security investment corresponding to the maximum safety and economic benefit of the enterprise is the optimal principle of the enterprise's optimal security investment, and the security investment is the most cost-effective. Secondly, this paper uses the grey theory to establish the safety investment accident loss. The lost weighted grey relational model is used to analyze the primary and secondary order of the safety investment to reduce the loss of the accident. At the same time, it also provides the basis for verifying the correctness of the results obtained by the optimization model of the safety and economic benefit. Third, according to the principle of the optimization of the safety investment, the Cobb Douglas production function is combined, and it is suitable for small and medium size. The optimization model of the safety and economic benefit of the type chemical production enterprise is discussed, and the establishment conditions of the model are discussed. The model is modeled and analyzed with the data of a medium-sized chlor alkali chemical enterprise for nearly 8 years. The model is calculated and analyzed with SPSS software and MATLAB software, and the amount of safety investment and the amount of the safety and economic benefits of the chemical production enterprise are determined. The proportion of separate security investment. Through the comparison and optimization of the safety investment structure, it shows that the enterprise urgently needs to change the original mode of safety investment, and after optimizing the safety investment, the safety and economic benefit is obvious.
