化工園區(qū)危險(xiǎn)化學(xué)品儲(chǔ)存風(fēng)險(xiǎn)管控模型研究

【摘要】:隨著工業(yè)技術(shù)及國(guó)民經(jīng)濟(jì)的快速發(fā)展,危險(xiǎn)化學(xué)品的使用量也在不斷增加,因此如何在工業(yè)快速發(fā)展的同時(shí)保證人民和財(cái)產(chǎn)的安全,成為影響社會(huì)發(fā)展和進(jìn)步的重大問(wèn)題。化工企業(yè)作為安全風(fēng)險(xiǎn)較大的單元,其安全問(wèn)題長(zhǎng)久以來(lái)一直被人們所關(guān)注。而化工園區(qū),作為近二十年來(lái)新興的化工行業(yè)發(fā)展模式,在整合工業(yè)資源、擴(kuò)大生產(chǎn)規(guī)模、增加企業(yè)效益的同時(shí),其安全問(wèn)題也備受人們的重視。特別是在2015年天津港8·12特別重大火災(zāi)爆炸事故后,暴露出了化工園區(qū);穬(chǔ)存存在著突出的安全問(wèn)題,做好預(yù)防化工園區(qū)安全生產(chǎn)事故的工作意義重大。在化工園區(qū)的諸多生產(chǎn)環(huán)節(jié)中,危險(xiǎn)化學(xué)品的儲(chǔ)存是一個(gè)重要環(huán)節(jié),在眾多化工企業(yè)的安全生產(chǎn)事故當(dāng)中,危險(xiǎn)化學(xué)品儲(chǔ)存階段的事故也是多發(fā)、頻發(fā)。在2016年12月國(guó)務(wù)院辦公廳印發(fā)的《危險(xiǎn)化學(xué)品安全綜合治理方案》和2017年3月交通運(yùn)輸部辦公廳印發(fā)的《關(guān)于加強(qiáng)港口危險(xiǎn)貨物儲(chǔ)罐安全管理的意見(jiàn)》中,都提到了要對(duì)化工園區(qū)的危險(xiǎn)化學(xué)品儲(chǔ)罐區(qū)進(jìn)行安全源頭防范、風(fēng)險(xiǎn)管控和作業(yè)管理,著力構(gòu)建雙重預(yù)防性工作機(jī)制,切實(shí)提升危險(xiǎn)貨物儲(chǔ)罐的本質(zhì)安全水平和安全保障能力,科學(xué)防范和有效遏制重特大事故。為此,本研究在充分分析現(xiàn)有條件下,重點(diǎn)對(duì)化工園區(qū)危險(xiǎn)化學(xué)品儲(chǔ)存風(fēng)險(xiǎn)管控進(jìn)行研究。本研究在對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行了總結(jié)分析后,從我國(guó)化工園區(qū)的實(shí)踐模式開(kāi)始著手研究,通過(guò)對(duì)化工園區(qū)內(nèi)危險(xiǎn)化學(xué)品的空間位移、儲(chǔ)存要求、儲(chǔ)存方式、存在問(wèn)題等關(guān)鍵環(huán)節(jié)進(jìn)行分析,得出了現(xiàn)階段我國(guó)化工園區(qū);穬(chǔ)存過(guò)程當(dāng)中存在的問(wèn)題,針對(duì)這些問(wèn)題研究了化工園區(qū)危險(xiǎn)化學(xué)品儲(chǔ)存的事故模式并找出導(dǎo)致事故發(fā)生的影響因素,提出了針對(duì);穫}(cāng)庫(kù)和;穬(chǔ)罐的風(fēng)險(xiǎn)辨識(shí)模型。在對(duì)化工園區(qū)風(fēng)險(xiǎn)辨識(shí)的基礎(chǔ)上,對(duì)園區(qū);穬(chǔ)存展開(kāi)了基于個(gè)人風(fēng)險(xiǎn)和社會(huì)風(fēng)險(xiǎn)的定量及定性風(fēng)險(xiǎn)評(píng)價(jià),針對(duì)評(píng)價(jià)結(jié)果,運(yùn)用Bow-tie分析方法提出了37條關(guān)于危險(xiǎn)化學(xué)品儲(chǔ)存風(fēng)險(xiǎn)管控的具體措施,并用AHP方法進(jìn)行了權(quán)重的計(jì)算及排序,建立了基于K均值聚類(lèi)的方法的分層級(jí)的化工園區(qū)危險(xiǎn)化學(xué)品儲(chǔ)存風(fēng)險(xiǎn)管控模型。最后以嘉興港區(qū)化工園區(qū)為實(shí)例對(duì)模型進(jìn)行驗(yàn)證,得出結(jié)論。
[Abstract]:With the rapid development of industrial technology and national economy, the use of hazardous chemicals is also increasing, so how to ensure the safety of people and property while the rapid development of industry. As a unit of high safety risk, the safety of chemical enterprises has been concerned by people for a long time. As a new developing mode of chemical industry in the past two decades, it not only integrates industrial resources, expands production scale, but also increases enterprise benefit. Especially in 2015 Tianjin Port 8 路12 special major fire and explosion accident, exposed the chemical park dangerous chemicals storage has outstanding safety problems. It is of great significance to prevent safe production accidents in chemical industry park. In many production links of chemical industry park, the storage of dangerous chemicals is an important link, among which many chemical enterprises are safe in production accidents. Accidents also occur at the storage stage of hazardous chemicals. Frequently issued by the general office of the state council on December 2016 and by the general office of the ministry of transport on March 2017 on strengthening the safety of dangerous goods storage tanks in ports. "Management advice." All mentioned to the chemical park to the dangerous chemicals storage tank area to carry on the safety source prevention, the risk control and the operation management, diligently constructs the dual preventive work mechanism. In order to effectively improve the essential safety level and safety guarantee capacity of dangerous goods storage tanks, scientific prevention and effective containment of serious and serious accidents. Therefore, this study under the full analysis of the existing conditions. The risk management of hazardous chemicals storage in chemical park is studied. After summarizing and analyzing the research status at home and abroad, the study begins with the practice mode of chemical industry park in China. Based on the analysis of the space displacement, storage requirements, storage methods, existing problems and other key links of hazardous chemicals in the chemical industry park, the problems existing in the process of dangerous chemicals storage in the chemical industry park of our country are obtained at the present stage. Aiming at these problems, the accident mode of hazardous chemical storage in chemical park was studied and the influencing factors were found out. The risk identification model for dangerous chemicals warehouse and dangerous chemicals storage tank is put forward based on the risk identification of chemical park. Quantitative and qualitative risk assessment based on personal risk and social risk is carried out for the storage of hazardous chemicals in the park. Using Bow-tie analysis method, 37 concrete measures about risk management of hazardous chemicals storage were put forward, and the weight was calculated and sorted by AHP method. The risk management model of hazardous chemicals storage in chemical park is established based on K-means clustering method. Finally, the model is verified by taking Jiaxing Port Chemical Park as an example, and the conclusion is drawn.
