【摘要】：京津冀城市群健康與可持續(xù)發(fā)展是保障我國國家安全的重要基礎(chǔ),但因其城市化過程缺乏區(qū)域間協(xié)同聯(lián)動,產(chǎn)業(yè)布局各自為政,導(dǎo)致生態(tài)用地流失、水生態(tài)失衡等問題,由此帶來生態(tài)系統(tǒng)服務(wù)下降、生態(tài)風(fēng)險加劇、生態(tài)安全受到威脅。因此,如何從區(qū)域角度構(gòu)建科學(xué)合理的生態(tài)安全格局,成為保障京津冀城市群區(qū)域一體化協(xié)同發(fā)展的關(guān)鍵。在國家重大專項(典型脆弱生態(tài)修復(fù)與保護(hù)研究——京津冀城市群生態(tài)安全保障技術(shù)研究,項目編號為2016YFC0503000)的支持下,該研究將圍繞"區(qū)域生態(tài)安全保障"這一核心主題,揭示京津冀城市群生態(tài)安全格局的維持機(jī)制與影響因子,重點研發(fā)關(guān)鍵生物棲息地生態(tài)修復(fù)、受損生態(tài)空間生態(tài)重建、生態(tài)監(jiān)管與生態(tài)風(fēng)險預(yù)測預(yù)警技術(shù),進(jìn)而構(gòu)建區(qū)域協(xié)調(diào)與空間聯(lián)動的生態(tài)安全保障決策系統(tǒng)和預(yù)測預(yù)警平臺,并開展示范應(yīng)用研究,為京津冀城市群地區(qū)生態(tài)安全保障提供技術(shù)支撐。
[Abstract]:The healthy and sustainable development of Beijing-Tianjin-Hebei urban agglomeration is an important foundation to guarantee the national security of our country. However, due to the lack of inter-regional coordination in the process of urbanization, the industrial distribution is independent, which leads to the loss of ecological land, the imbalance of water ecology, and so on. As a result, ecosystem services decrease, ecological risk intensifies and ecological security is threatened. Therefore, how to construct a scientific and reasonable ecological security pattern from the regional perspective is the key to ensure the coordinated development of the regional integration of the Beijing-Tianjin-Hebei urban agglomeration. Supported by a major national project (research on typical fragile ecological restoration and protection-research on ecological security guarantee technology for Beijing-Tianjin-Hebei urban agglomeration, the project number is 2016YFC0503000), the study will focus on the core theme of "regional ecological security guarantee". It reveals the maintenance mechanism and influencing factors of ecological security pattern in Beijing-Tianjin-Hebei urban agglomeration, and focuses on the research and development of ecological restoration of key biological habitats, ecological reconstruction of damaged ecological space, ecological supervision and ecological risk prediction and early warning technology. Furthermore, the decision-making system of ecological security guarantee and prediction and early warning platform of regional coordination and spatial linkage are constructed, and demonstration application research is carried out to provide technical support for ecological security guarantee of Beijing-Tianjin-Hebei urban agglomeration.
