【摘要】：環(huán)境治理是國家治理的重要內(nèi)容之一。京津冀環(huán)境污染治理是一個復(fù)雜的系統(tǒng)工程,關(guān)系每個社會成員的切身利益,需要區(qū)域內(nèi)利益相關(guān)方積極主動參與其中,從而改變過去以政府為主從上而下的單中心治理模式。文章以京津冀環(huán)境治理問題入手分析區(qū)域環(huán)境協(xié)同治理的必要性,總結(jié)了多中心治理與環(huán)境協(xié)同治理理論與實踐發(fā)展的現(xiàn)狀,嘗試著提出基于政府、企業(yè)、民眾、非政府環(huán)保組織"四中心"區(qū)域環(huán)境協(xié)同治理模式,分析其各參與主體在治理過程中的角色與責(zé)任,以及利用"道德"的力量促使環(huán)境治理目標(biāo)實現(xiàn)的必要性。
[Abstract]:Environmental governance is one of the important contents of national governance. Beijing-Tianjin-Hebei environmental pollution control is a complex system engineering, which concerns the vital interests of every member of society, and requires the active participation of stakeholders in the region, so as to change the former single-center governance model, which is dominated by the government from top to bottom. Based on the analysis of the necessity of regional environmental coordination governance, this paper summarizes the current situation of the theory and practice development of multi-center governance and environmental coordination governance, and tries to put forward a proposal based on the government, enterprises, and the people, which is based on the problems of environmental governance in Beijing-Tianjin-Hebei region. Non-governmental environmental protection organization "four centers" regional environment coordination governance mode, analyzes the role and responsibility of its participants in the process of governance, and the need to use the "moral" force to promote the realization of environmental governance objectives.
