【摘要】：EPC工程總承包模式是一種越來(lái)越被認(rèn)同的工程承包模式,通過(guò)一家單位來(lái)承擔(dān)設(shè)計(jì)、采購(gòu)、施工、調(diào)試等全部工作。使得在控制項(xiàng)目投資、加快項(xiàng)目進(jìn)度、提升協(xié)調(diào)能力等方面體現(xiàn)了較大優(yōu)勢(shì)。但是同時(shí)因?yàn)榭偝邪芾砩婕暗墓ぷ鞣秶龃?需要承擔(dān)的風(fēng)險(xiǎn)增多,對(duì)于總承包單位來(lái)講,項(xiàng)目的管理與協(xié)調(diào)工作難度也就很大。如何在保證工程質(zhì)量前提下,在控制投資的氛圍內(nèi)加快工程進(jìn)度,按期完成合同工期目標(biāo),是總承包進(jìn)度管理控制的要點(diǎn)。本文以DL污水處理EPC總承包項(xiàng)目為案例,通過(guò)對(duì)項(xiàng)目運(yùn)行過(guò)程中實(shí)際發(fā)生的問(wèn)題和現(xiàn)象,結(jié)合項(xiàng)目管理知識(shí),研究剖析了進(jìn)度問(wèn)題產(chǎn)生的原因。首先分別從設(shè)計(jì)、采購(gòu)、施工三大方面找出典型問(wèn)題進(jìn)行描述,而后結(jié)合項(xiàng)目管理理論中的合同管理、信息管理、溝通管理、風(fēng)險(xiǎn)管理及進(jìn)度管理理論中的計(jì)劃編制和計(jì)劃控制等方面進(jìn)行深入分析。找到問(wèn)題所在,即進(jìn)度計(jì)劃編制時(shí)對(duì)所需資源及匹配資源下的時(shí)間估算出現(xiàn)偏差；計(jì)劃監(jiān)控過(guò)程中信息管理和溝通管理不到位；現(xiàn)場(chǎng)施工管理中組織機(jī)構(gòu)人力不足、合同執(zhí)行力不足、風(fēng)險(xiǎn)估計(jì)不足等。針對(duì)上述問(wèn)題,從科學(xué)編制進(jìn)度計(jì)劃、改進(jìn)進(jìn)度監(jiān)控管理機(jī)制和方法以及改進(jìn)施工管理措施、相關(guān)影響因素管理措施等方面提出了我的建議。本案例研究通過(guò)系統(tǒng)梳理和分析DL污水處理總承包項(xiàng)目進(jìn)度方面存在的問(wèn)題,并依據(jù)項(xiàng)目管理理論和進(jìn)度管理理論提出改進(jìn)建議和措施。文中所述的提出問(wèn)題、分析問(wèn)題、解決問(wèn)題的思路和方法,不僅對(duì)DL污水項(xiàng)目的管理工作提供參考,同時(shí)也值得所有總承包項(xiàng)目借鑒思考。
[Abstract]:EPC project contracting mode is a more and more recognized project contracting mode, through a single unit to undertake the design, procurement, construction, commissioning and other all the work. So that the control of project investment, speed up the project progress, improve coordination capabilities and other aspects reflect a greater advantage. But at the same time because of the increase of the scope of work involved in the general contract management and the increase of risks, the project management and coordination work is very difficult for the general contracting unit. How to speed up the progress of the project under the premise of ensuring the quality of the project, and to complete the target of the contract on schedule in the atmosphere of controlling the investment, is the key point of the management and control of the progress of the general contract. This paper takes DL sewage treatment EPC general contract project as a case, through the actual problems and phenomena in the running process of the project, combined with the project management knowledge, studied and analyzed the reason of the progress problem. First of all, from the design, procurement, construction to identify three aspects of the typical problems described, and then combined with the project management theory of contract management, information management, communication management, The planning and control aspects of risk management and schedule management theory are analyzed in depth. Find out where the problem lies, that is, the deviation of the time estimate under the required resources and matching resources when the progress plan is drawn up; the information management and communication management is not in place in the process of plan monitoring; the manpower of the organization is insufficient in the field construction management. The contract execution ability is insufficient, the risk estimate is insufficient and so on. In view of the above problems, this paper puts forward my suggestions from the following aspects: making the progress plan scientifically, improving the mechanism and method of progress monitoring and management, improving the construction management measures, and so on. This case study systematically combs and analyzes the problems existing in the progress of DL sewage treatment general contracting project, and puts forward suggestions and measures for improvement according to project management theory and schedule management theory. The ideas and methods of putting forward, analyzing and solving the problems described in this paper not only provide references for the management of DL sewage projects, but also are worthy of reference for all general contracting projects.
