【摘要】：隨著我國經(jīng)濟(jì)的快速發(fā)展和人口的增多,工業(yè)、農(nóng)業(yè)和生活用水與日俱增,我國水資源面臨較為嚴(yán)峻的問題。在水資源短缺的同時(shí),水質(zhì)問題更為嚴(yán)重。目前我國城市供水由地下水資源和地表水資源構(gòu)成。由于水資源的過度開采,地下水日益減少,城市飲用水對(duì)地表水的依賴越來越強(qiáng),部分水庫主要作用發(fā)生轉(zhuǎn)變,由原來的農(nóng)田灌溉,減災(zāi)防洪演變成飲用水的供給者,其重要性越來越大。因此,加強(qiáng)飲用水的水源地,特別是地表水水源地的保護(hù)意義明顯。飲用水水源地保護(hù),主要體現(xiàn)在以下兩個(gè)方面。一方面隨著經(jīng)濟(jì)的發(fā)展,水資源的開發(fā)利用不斷增加,加強(qiáng)水源地的保護(hù),在減少浪費(fèi)的同時(shí),提升城市可持續(xù)用水的總量;另一方面水源地的保護(hù)與安全用水和健康生活密切相關(guān)。隨著生活質(zhì)量的提升,人們追求放心水,高品質(zhì)水的愿望越來越強(qiáng)。加強(qiáng)水源地的管理,減少水污染和避免水污染,提高水資源的質(zhì)量,滿足人們對(duì)高標(biāo)準(zhǔn)水質(zhì)的要求,使城市居民用上好水,放心水。泰安市飲用水水資源以地表水為主,目前黃前水庫為泰安市主要飲用水來源。本文希望通過泰安市飲用水水源地保護(hù)問題研究,為飲用水水資源的保護(hù)提供依據(jù),為泰安市飲用水的安全提供保障。本文由六個(gè)部分構(gòu)成。第一部分為引言。從背景和意義出發(fā),說明水源地保護(hù)問題研究的必要性,通過國內(nèi)外研究現(xiàn)狀的研究,確定了本論文的研究方法和主要研究內(nèi)容。第二部分介紹了水源地的相關(guān)概念和理論基礎(chǔ)。為本論文的研究奠定理論基礎(chǔ)。第三部分分析了泰安市飲用水水源地保護(hù)現(xiàn)狀。從飲用水水源地的基本情況和水源地的保護(hù)狀況入手,探討了飲用水水源地存在的問題及原因,飲用水水源地現(xiàn)有的主要措施。第四部分以黃前水庫為例,對(duì)飲用水的保護(hù)問題進(jìn)行分析。研究了黃前水庫現(xiàn)有的保護(hù)措施和黃前水庫面臨的保護(hù)障礙。第五部分對(duì)飲用水水源地的保護(hù)提出了對(duì)策和建議。提出了加強(qiáng)監(jiān)督管理能力建設(shè),通過改革管理體制,健全水源地的管理機(jī)構(gòu)。完善水源地監(jiān)測和預(yù)警系統(tǒng),對(duì)庫區(qū)的生態(tài)環(huán)境進(jìn)行保護(hù),實(shí)行交通管制,加快應(yīng)急保障體系建設(shè),建立湖區(qū)庫區(qū)應(yīng)急保護(hù)措施。并且要加大水源地的治理和資金的投入,重視水源地立法制度,建立水源補(bǔ)償機(jī)制。通過以上保護(hù)措施,實(shí)現(xiàn)飲用水水源地的保護(hù)。第六部分為本論文的結(jié)論。
[Abstract]:With the rapid development of China's economy and the increase of population, industry, agriculture and domestic water use are increasing day by day, and China's water resources are facing more serious problems.At the same time of water shortage, water quality problem is more serious.At present, urban water supply in China consists of groundwater resources and surface water resources.As a result of the over-exploitation of water resources, the decreasing of groundwater, the increasing dependence of urban drinking water on surface water, the main role of some reservoirs has changed, from the original farmland irrigation, the disaster reduction and flood control has evolved into a drinking water supplier.Its importance is growing.Therefore, it is significant to strengthen the protection of drinking water sources, especially surface water sources.Drinking water source protection, mainly reflected in the following two aspects.On the one hand, with the development of economy, the development and utilization of water resources is increasing, and the protection of water sources should be strengthened.On the other hand, the protection of water source is closely related to safe water and healthy life.With the improvement of quality of life, people's desire to pursue safe water and high quality water is stronger and stronger.Strengthen the management of water source, reduce water pollution and avoid water pollution, improve the quality of water resources, meet the requirements of high standard water quality, make urban residents use good water and rest assured of water.Surface water is the main source of drinking water in Taian, and Huangqian Reservoir is the main source of drinking water in Taian.This paper hopes to provide the basis for the protection of drinking water resources and the safety of drinking water in Tai'an city through the research on the protection of drinking water sources.This paper consists of six parts.The first part is the introduction.Based on the background and significance, this paper explains the necessity of the research on the protection of water source, and determines the research methods and main contents of this paper through the research of the present research situation at home and abroad.The second part introduces the concept and theoretical basis of water source.It lays a theoretical foundation for the research of this thesis.The third part analyzes the present situation of drinking water source protection in Taian City.Starting with the basic situation of drinking water source and the protection of drinking water source, this paper discusses the existing problems and causes of drinking water source and the existing main measures of drinking water source.The fourth part takes Huangqian Reservoir as an example to analyze the protection of drinking water.The existing protection measures of Huangqian Reservoir and the protection obstacles faced by Huangqian Reservoir are studied.The fifth part puts forward the countermeasures and suggestions on the protection of drinking water source.It is proposed to strengthen the construction of supervision and management capacity and improve the water source management organization by reforming the management system.To improve the monitoring and early warning system of water sources, to protect the ecological environment of the reservoir area, to implement traffic control, to speed up the construction of emergency support system, and to establish emergency protection measures in the reservoir area of the lake region.It is also necessary to increase the water source management and investment, pay attention to the water source legislation system and establish the water source compensation mechanism.Through the above protection measures, to achieve the protection of drinking water source.The sixth part is the conclusion of this paper.
