【摘要】：改革開放三十年來,城市化和工業(yè)化的快速發(fā)展以及能源消耗量的急劇增加給中國(guó)城市帶來了嚴(yán)重的空氣污染問題。根據(jù)中國(guó)環(huán)境部門統(tǒng)計(jì)的數(shù)據(jù)顯示,南方的總體污染程度沒有北方的污染程度嚴(yán)重。從污染源看,我國(guó)因煤炭造成的污染依舊是我國(guó)空氣污染的主要原因。從發(fā)展趨勢(shì)來看,我國(guó)的空氣污染日益表現(xiàn)出復(fù)合型污染的特征,污染范圍在不斷擴(kuò)大,污染程度也在加劇。長(zhǎng)春作為吉林省的省會(huì)和東北老工業(yè)基地的代表,這些年來隨著經(jīng)濟(jì)的不斷繁榮,長(zhǎng)春的城市面積在不斷地向郊區(qū)擴(kuò)展,人口數(shù)量也在翻倍的增長(zhǎng),同時(shí),擁有私家車的增多帶了交通的擁堵和能源消耗的上漲,這些問題不僅給長(zhǎng)春市的空氣環(huán)境帶來威脅,更給環(huán)保部門制定空氣污染治理政策帶來挑戰(zhàn)。空氣污染對(duì)城市的長(zhǎng)遠(yuǎn)發(fā)展和城市居民的健康生產(chǎn)生活都有一定的制約作用。把長(zhǎng)春市的空氣污染治理政策落到實(shí)處,不僅是一項(xiàng)重要而又緊迫的任務(wù),更是一項(xiàng)重要的民生工程。它對(duì)促進(jìn)社會(huì)和諧穩(wěn)定發(fā)展、國(guó)民經(jīng)濟(jì)的綠色增長(zhǎng)以及實(shí)現(xiàn)我們的“中國(guó)夢(mèng)”具有重要的意義。本文首先對(duì)介紹了一些空氣污染治理方面的相關(guān)概念和理論:公共政策、環(huán)境政策、外部性理論、最優(yōu)水平治理理論以及可持續(xù)發(fā)展理論。其次,對(duì)長(zhǎng)春市空氣污染現(xiàn)狀和原因進(jìn)行分析,通過分析近幾年長(zhǎng)春市主要空氣污染物的特點(diǎn),并結(jié)合實(shí)際情況探索了長(zhǎng)春市空氣污染的成因。然后,從長(zhǎng)春市空氣污染治理政策的目標(biāo)與相關(guān)措施、空氣污染治理政策取得成效以及空氣污染治理政策面臨的挑戰(zhàn)等三個(gè)方面對(duì)長(zhǎng)春市空氣污染治理政策進(jìn)行深入研究。最后,針對(duì)長(zhǎng)春市空氣污染治理政策所面臨的挑戰(zhàn),從政策的制定、政策的執(zhí)行、政策的監(jiān)督以及資金技術(shù)的支持等多方面提出相應(yīng)的解決對(duì)策和建議。
[Abstract]:During the past 30 years of reform and opening up, the rapid development of urbanization and industrialization, as well as the sharp increase in energy consumption, have brought serious air pollution problems to Chinese cities. The overall level of pollution in the south is not as serious as that in the north. From the source of pollution, the pollution caused by coal is still the main cause of air pollution in China. Air pollution in our country is increasingly showing the characteristics of compound pollution, the range of pollution is expanding and the degree of pollution is increasing. Changchun, as the capital of Jilin Province and the representative of the old industrial base in Northeast China, has been flourishing with the economic development in recent years. Changchun's urban area is constantly expanding to the suburbs, and the population is also doubling. At the same time, the increase in the number of private cars has brought traffic congestion and rising energy consumption. These problems not only pose a threat to the air environment in Changchun, It also poses a challenge to environmental protection departments in formulating air pollution control policies. Air pollution has certain constraints on the long-term development of the city and the healthy production and life of urban residents. It is not only an important and urgent task, but also an important project for people's livelihood. The green growth of national economy and the realization of "Chinese Dream" are of great significance. Firstly, this paper introduces some related concepts and theories in air pollution control: public policy, environmental policy, externality theory, etc. The theory of optimal level management and the theory of sustainable development. Secondly, the present situation and causes of air pollution in Changchun are analyzed, and the characteristics of main air pollutants in Changchun in recent years are analyzed. And combined with the actual situation to explore the causes of air pollution in Changchun. Then, from the Changchun City air pollution control policy objectives and related measures, The effect of air pollution control policy and the challenges faced by air pollution control policy are studied in three aspects. Finally, aiming at the challenges faced by Changchun air pollution control policy, From the policy formulation, the policy implementation, the policy supervision and the fund technical support and so on many aspects puts forward the corresponding solution countermeasure and the suggestion.
