城鎮(zhèn)污水處理廠經(jīng)濟(jì)運(yùn)行多屬性群決策模型的研究

【摘要】:經(jīng)濟(jì)的迅猛騰飛,城鎮(zhèn)的快速擴(kuò)張,使我國城鎮(zhèn)水環(huán)境污染問題也日趨嚴(yán)峻。城鎮(zhèn)污水處理廠作為水污染處理的主要市政設(shè)施,其處理技術(shù)和建設(shè)規(guī)模近年來得到了大量的提高和發(fā)展。其工藝方案的決策對(duì)工藝的投資、工程的建設(shè)和后期的管理運(yùn)營都具有重要的影響。為使污水處理廠的方案選擇盡可能的減少生態(tài)環(huán)境的污染、降低工程投資及后期運(yùn)行管理成本,給居民生活水平的提高和社會(huì)可持續(xù)發(fā)展提供可靠保障,由此,對(duì)備選工藝方案進(jìn)行合理的評(píng)價(jià)決策是非常有必要且極具實(shí)際意義的。本文通過對(duì)國內(nèi)外關(guān)于城鎮(zhèn)污水處理廠綜合評(píng)價(jià)體系的研究,結(jié)合污水處理廠方案決策的工程實(shí)踐情況,以不同方案下帶來的風(fēng)險(xiǎn)為主線,構(gòu)建了技術(shù)、環(huán)境、經(jīng)濟(jì)、社會(huì)四個(gè)層次作為污水處理廠經(jīng)濟(jì)運(yùn)行評(píng)價(jià)的目標(biāo)決策體系,其中給出了14個(gè)影響項(xiàng)目投建和運(yùn)營的評(píng)價(jià)指標(biāo),在評(píng)價(jià)指標(biāo)的構(gòu)建及其評(píng)判標(biāo)準(zhǔn)中結(jié)合了層次分析法、模糊數(shù)學(xué)法進(jìn)行定性和定量的研究分析。最后,運(yùn)用了多屬性群決策模型對(duì)備選方案進(jìn)行合理的決策,從中甄選出技術(shù)更優(yōu)化、處理效果更優(yōu)良、投資更經(jīng)濟(jì)、社會(huì)效益更凸顯的工藝方案。以某市城鎮(zhèn)污水處理廠為例,對(duì)其運(yùn)用建立的多屬性群決策模型進(jìn)行工藝備選方案的決策,從決策結(jié)果的比選中選擇了A~2/O+MBR作為該污水處理廠的最優(yōu)工藝,更切合該污水處理廠實(shí)際建設(shè)和運(yùn)行情況,使模型取得了良好的應(yīng)用效果。對(duì)城鎮(zhèn)污水處理廠經(jīng)濟(jì)運(yùn)行群決策模型的研究不僅使城鎮(zhèn)污水處理廠項(xiàng)目綜合評(píng)價(jià)體系得到了補(bǔ)充和完善,也為污水處理廠方案決策和提標(biāo)改造提供了一定的理論依據(jù)。
[Abstract]:With the rapid development of economy and the rapid expansion of cities and towns, the pollution of urban water environment is becoming more and more serious. As the main municipal facilities for water pollution treatment, urban sewage treatment plants are the main municipal facilities for water pollution treatment. Its processing technology and construction scale have been greatly improved and developed in recent years. The construction of the project and the management and operation of the later stage have important influence. In order to make the scheme of the sewage treatment plant choose to reduce the pollution of the ecological environment as far as possible, and reduce the project investment and the management cost of the later operation, To provide a reliable guarantee for the improvement of the living standards of the residents and the sustainable development of society, It is very necessary and practical to make reasonable evaluation and decision on the alternative process scheme. Through the research on the comprehensive evaluation system of urban sewage treatment plant at home and abroad, this paper combines the engineering practice of the scheme decision of sewage treatment plant. Taking the risks brought by different schemes as the main line, four levels of technology, environment, economy and society are constructed as the target decision-making system for the economic operation evaluation of sewage treatment plants. Among them, 14 evaluation indexes affecting the investment and operation of the projects are given. In the construction of the evaluation index and the evaluation standard, the paper combines the analytic hierarchy process (AHP), the fuzzy mathematics method to carry on the qualitative and quantitative research and analysis. Finally, the multi-attribute group decision-making model is used to make the reasonable decision on the alternative scheme. The technology is optimized, the treatment effect is better, the investment is more economical, and the social benefit is more prominent. Take a municipal sewage treatment plant as an example, According to the multi-attribute group decision model established, the decision of process alternative scheme is made. From the result of the decision, we select A ~ (2 / O) MBR as the optimal process of the wastewater treatment plant, which is more suitable for the actual construction and operation of the wastewater treatment plant. The research on economic operation group decision model of urban sewage treatment plant not only complements and perfects the comprehensive evaluation system of urban sewage treatment plant project, It also provides a certain theoretical basis for the scheme decision and improvement of the sewage treatment plant.
