【摘要】：隨著全球人口的不斷增長(zhǎng)以及社會(huì)經(jīng)濟(jì)的快速發(fā)展,依托生態(tài)環(huán)境及社會(huì)經(jīng)濟(jì)發(fā)展的區(qū)域生態(tài)文明問(wèn)題也越來(lái)越明顯,它嚴(yán)重影響著生態(tài)環(huán)境和社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展。生態(tài)文明逐漸成為全球環(huán)境變化與如何實(shí)現(xiàn)可持續(xù)性發(fā)展問(wèn)題研究的熱點(diǎn)和科學(xué)前沿領(lǐng)域之一。隨著社會(huì)經(jīng)濟(jì)發(fā)展,生態(tài)文明的概念不僅被應(yīng)用在生態(tài)環(huán)境、人居保障、環(huán)境污染等領(lǐng)域,而且生態(tài)文明的應(yīng)用領(lǐng)域在不斷擴(kuò)大。本文對(duì)區(qū)域生態(tài)文明的研究分為四個(gè)步驟。首先,本文系統(tǒng)闡述了區(qū)域生態(tài)文明研究的背景、內(nèi)涵和意義。分析了國(guó)內(nèi)外生態(tài)文明的研究現(xiàn)狀,總結(jié)歸納了學(xué)者們對(duì)區(qū)域生態(tài)文明這一概念的不同看法以及研究中所采用的不同分析方法,對(duì)區(qū)域生態(tài)文明的研究現(xiàn)狀做出了全面評(píng)述。其次,本文在定義區(qū)域生態(tài)文明的概念的基礎(chǔ)上,提出并確立了生態(tài)文明綜合評(píng)價(jià)指標(biāo)體系建立的原則。在此原則基礎(chǔ)上,構(gòu)建一套由生態(tài)環(huán)境和社會(huì)經(jīng)濟(jì)發(fā)展兩個(gè)一級(jí)指標(biāo)構(gòu)成的綜合評(píng)價(jià)指標(biāo)體系。該三級(jí)指標(biāo)體系有三個(gè)二級(jí)指標(biāo)和若干個(gè)三級(jí)指標(biāo)。第三,根據(jù)指標(biāo)不同的特點(diǎn)采用不同的方法確定各級(jí)指標(biāo)權(quán)重,本文分別采用層次分析法和熵值法來(lái)確定二級(jí)指標(biāo)和三級(jí)指標(biāo)的權(quán)重。三級(jí)指標(biāo)數(shù)據(jù)都來(lái)源于客觀環(huán)境,從而降低了人為的主觀性,提高了準(zhǔn)確性。求得的各個(gè)指標(biāo)權(quán)重也為后文相關(guān)分析提供了基礎(chǔ)數(shù)據(jù)。第四,選用因子分析法,定量度量各個(gè)指標(biāo)的影響程度,從而得出影響區(qū)域生態(tài)文明的兩大因素近十年來(lái)的綜合得分,以及該區(qū)域生態(tài)文明的總體發(fā)展趨勢(shì)。采用典型相關(guān)分析法,對(duì)河北省區(qū)域生態(tài)文明的生態(tài)環(huán)境和經(jīng)濟(jì)社會(huì)發(fā)展兩大一級(jí)指標(biāo)間的關(guān)系進(jìn)行分析,從而確定各二級(jí)指標(biāo)的不同影響程度。最后,本文從河北省生態(tài)文明整體評(píng)價(jià)的結(jié)果分析上,指出了各方面存在的問(wèn)題,這些問(wèn)題主要包括生態(tài)資源、人口增長(zhǎng)等自然因素以及經(jīng)濟(jì)社會(huì)發(fā)展、環(huán)境污染、防災(zāi)減災(zāi)等認(rèn)為因素等方面,并給出了相應(yīng)建設(shè)性的改進(jìn)措施,為提高河北省社會(huì)經(jīng)濟(jì)全面發(fā)展提供理論支持。
[Abstract]:With the rapid development of the world's growing population and economy, regional ecological civilization ecological environment and social economic development relying on more and more obvious, which seriously affects the sustainable development of ecological environment and social economy. The ecological civilization has gradually become a global environmental change and how to realize the problem of the hot research field of sustainable and scientific frontier development. With the development of social economy, the concept of ecological civilization is not only used in the ecological environment, habitat protection, environmental pollution and other fields, and the application of ecological civilization in the expanding of regional ecological civilization. This paper is divided into four steps. Firstly, this paper describes the Research of regional ecological civilization background, connotation analysis of the research status and significance. The ecological civilization at home and abroad, summarizes the scholars on the concept of ecological civilization is not the same look Different analysis methods used in the research method and research status of regional ecological civilization, made a comprehensive review. Secondly, based on the definition of the concept of ecological civilization on the proposed and established a comprehensive evaluation index system of ecological civilization principle. Then on the basis of constructing a comprehensive evaluation index system the ecological environment and social economic development level of two indexes. The three level index system of three level two indexes and some three indicators. Third, according to the characteristics of different indexes using different methods to determine the levels of the index weight, this paper uses AHP and entropy method to determine the weight of two indicators and three indicators. Three level index data from the external environment, so as to reduce the subjectivity and improve the accuracy of the weight of each index. Also provided for the correlation analysis For the basic data. Fourth, using the factor analysis method, the influence degree of quantitative measurement of each index, so that the two major factors influencing regional ecological civilization comprehensive score in the past ten years, the area of ecological civilization and the overall development trend. By using canonical correlation analysis on the ecological environment and ecological civilization in Hebei province the economic and social development of the relationship between the two indicators were analyzed to determine the influence degree of the two indicators. Finally, this paper analyzes from the overall evaluation of ecological civilization in Hebei province results, points out the existing problems. These problems include ecological resources, natural factors such as population growth and economic society the development of environmental pollution, disaster prevention and mitigation factors etc., and gives the corresponding improvement measures of construction, to provide theoretical support for improving the overall development of social economy in Hebei province.
