【摘要】：構(gòu)建良好的農(nóng)村環(huán)境衛(wèi)生秩序和有效的農(nóng)村環(huán)境衛(wèi)生管理機(jī)制,將農(nóng)村環(huán)境衛(wèi)生管理納入法制和日常的軌道,不僅是農(nóng)村發(fā)展的必然需求,而且是提高農(nóng)村環(huán)境衛(wèi)生治理水平、滿足農(nóng)村群眾更高要求的生存環(huán)境的必然選擇。近年來,農(nóng)村環(huán)境衛(wèi)生問題日益凸顯,中央、廣東省、梅州市對解決農(nóng)村環(huán)境衛(wèi)生問題都非常重視,也采取了一些具有針對性的政策措施,但農(nóng)村環(huán)境污染問題還沒有得到根本解決。梅州市梅縣區(qū)程江鎮(zhèn)地處梅州城區(qū)的近郊,農(nóng)村環(huán)境衛(wèi)生問題容易產(chǎn)生,農(nóng)村環(huán)境污染造成的影響也更加容易顯露出來。本論文從程江鎮(zhèn)環(huán)境衛(wèi)生管理的實(shí)際情況出發(fā),按照發(fā)現(xiàn)問題、研究問題、分析問題、解決問題的思路,介紹了環(huán)境衛(wèi)生相關(guān)概念及理論基礎(chǔ),通過問卷調(diào)查等方式闡述了程江鎮(zhèn)基本情況和農(nóng)村環(huán)境衛(wèi)生管理現(xiàn)狀,分析了程江鎮(zhèn)農(nóng)村環(huán)境衛(wèi)生管理中存在的問題及原因,并在借鑒國內(nèi)外農(nóng)村環(huán)境衛(wèi)生管理經(jīng)驗(yàn)的基礎(chǔ)上,有針對性地提出相應(yīng)的對策建議。為解決程江鎮(zhèn)農(nóng)村環(huán)境衛(wèi)生管理工作中存在的問題,本文建議從調(diào)動全民參與村莊保潔的積極性、加快推進(jìn)美麗宜居村莊建設(shè)、健全農(nóng)村環(huán)境衛(wèi)生經(jīng)費(fèi)保障機(jī)制、提高農(nóng)村環(huán)境衛(wèi)生綜合管理水平、積極推進(jìn)農(nóng)村污源治理、防止工業(yè)生產(chǎn)污染向農(nóng)村轉(zhuǎn)移等六個方面發(fā)力,不斷提高農(nóng)村環(huán)境衛(wèi)生的治理水平,滿足農(nóng)村群眾更高要求的生存環(huán)境需要。
[Abstract]:It is not only the inevitable demand of rural development to construct good rural environmental health order and effective rural environmental health management mechanism, but also to bring rural environmental health management into the legal system and daily track. And it is an inevitable choice to improve the level of rural environmental sanitation governance and meet the higher requirements of rural people living environment. In recent years, rural environmental health problems have become increasingly prominent, the central government, Guangdong Province. Meizhou has attached great importance to solving the environmental health problems in rural areas, and has also taken some targeted policy measures. However, the problem of rural environmental pollution has not been fundamentally resolved. Meizhou Meizhou District Chengjiang Town is located in the suburbs of Meizhou City, rural environmental health problems are easy to arise. The impact caused by environmental pollution in rural areas is also more easily exposed. This paper starts from the actual situation of environmental health management in Chengjiang Town, according to the problems found, research, analysis of the problems, solve the problems. The related concepts and theoretical basis of environmental health were introduced. The basic situation of Chengjiang Town and the present situation of environmental sanitation management in rural areas were expounded by questionnaire survey. This paper analyzes the problems and causes of rural environmental sanitation management in Chengjiang Town, and draws lessons from the experience of rural environmental sanitation management at home and abroad. In order to solve the problems existing in the rural environmental sanitation management in Chengjiang town, this paper suggests to arouse the enthusiasm of the whole people to participate in the village cleaning. We will speed up the construction of beautiful and livable villages, improve the funding guarantee mechanism for rural environmental health, improve the comprehensive management level of rural environmental hygiene, and actively promote the management of rural pollution sources. To prevent the industrial production pollution from transferring to the countryside and other six aspects, to continuously improve the management level of rural environmental hygiene, to meet the higher requirements of the rural people's living environment needs.
