中韓環(huán)境政策工具比較研究

【摘要】:環(huán)境政策工具作為環(huán)境政策的有機(jī)組成部分,是連接環(huán)境政策目標(biāo)與結(jié)果的橋梁,其選擇極大地影響和制約著環(huán)境治理的效果。當(dāng)前我國面對(duì)嚴(yán)峻的環(huán)境狀況,政府采用多種環(huán)境政策工具來改善環(huán)境問題,取得了一定成效,但有待進(jìn)一步提高。韓國在環(huán)境治理中通過環(huán)境政策工具的有效選擇和實(shí)施,在環(huán)境治理領(lǐng)域取得了比較明顯的成效,值得我們借鑒。本文利用文獻(xiàn)分析、比較分析、案例分析等研究方法,研究了強(qiáng)制型、經(jīng)濟(jì)激勵(lì)型、社會(huì)自愿型環(huán)境政策工具以及選擇依據(jù),并分別介紹了中韓兩國的主要環(huán)境政策工具及其實(shí)施情況。在此基礎(chǔ)上對(duì)兩國的環(huán)境政策工具的三種類型、選擇以及實(shí)施機(jī)制的比較分析發(fā)現(xiàn),兩國的環(huán)境政策工具的類型、選擇主體、實(shí)施主體都很相似,但由于環(huán)境管理體制、決策機(jī)制和社會(huì)自治能力的不同,兩國環(huán)境政策工具的選擇偏好、社會(huì)參與程度和實(shí)施的保障機(jī)制等方面存在一些差異。本文通過借鑒韓國利用環(huán)境政策工具治理環(huán)境的有效經(jīng)驗(yàn),結(jié)合我國實(shí)際情況,提出了完善我國環(huán)境政策工具的對(duì)策。首先,完善各類環(huán)境政策工具;其次,完善我國環(huán)境政策工具的選擇機(jī)制,健全環(huán)境政策工具選擇的決策機(jī)制和社會(huì)參與機(jī)制;再次,按照一定原則優(yōu)化我國環(huán)境政策工具的選擇和組合;最后,完善環(huán)境政策工具實(shí)施的保障機(jī)制,加強(qiáng)環(huán)境政策工具的法制建設(shè),構(gòu)建環(huán)境友好型市場(chǎng)經(jīng)濟(jì)體系,促進(jìn)環(huán)境社會(huì)治理體系的形成和發(fā)展。
[Abstract]:As an organic part of environmental policy, environmental policy tool is a bridge connecting the goal and result of environmental policy, and its choice greatly influences and restricts the effect of environmental governance. The government has adopted a variety of environmental policy tools to improve environmental problems, which has achieved certain results, but needs to be further improved. South Korea in environmental governance through the effective selection and implementation of environmental policy tools. In the field of environmental governance has achieved more obvious results, worthy of our reference. This paper uses literature analysis, comparative analysis, case analysis and other research methods to study the mandatory type, economic incentive type. Social voluntary environmental policy tools and the basis of choice, and introduced the main environmental policy tools and their implementation in China and South Korea. On the basis of this, three types of environmental policy tools of the two countries are introduced. Through the comparative analysis of the choice and implementation mechanism, it is found that the types of environmental policy tools, the choice of the main body, and the implementation of the main body are very similar, but due to the environmental management system, decision-making mechanism and the ability of social autonomy are different. There are some differences between the two countries in the choice of environmental policy tools, the degree of social participation and the implementation of the protection mechanism. This paper draws lessons from South Korea's effective experience of using environmental policy tools to govern the environment. According to the actual situation of our country, this paper puts forward the countermeasures to perfect the environmental policy tools of our country. First, improve all kinds of environmental policy tools; Secondly, we should perfect the choice mechanism of environmental policy tool, the decision-making mechanism and social participation mechanism of environmental policy tool selection. Thirdly, optimize the choice and combination of environmental policy tools according to certain principles; Finally, we should perfect the safeguard mechanism of implementing environmental policy tools, strengthen the legal system construction of environmental policy tools, construct an environment-friendly market economy system, and promote the formation and development of environmental and social governance system.
