基于管制間隔運(yùn)用的管制運(yùn)行效率研究
[Abstract]:With the rapid development of China's air transport industry, the transportation demand is increasing, and the air space resources are limited, and the contradiction between flight flow and airspace capacity is becoming increasingly prominent. The frequent implementation of traffic control measures and the problem of flight delay are becoming more and more serious, and the problem of passenger complaints is gradually increasing, which greatly reduces the service quality of civil aviation industry. In recent years, civil aviation air traffic control system work reports have clearly proposed to improve the civil aviation air traffic management system operation service quality. How to improve the efficiency of regulation while ensuring safety has become a big problem that needs to be solved. Therefore, it is of great significance to study the efficiency of control operation for improving the utilization rate of airspace, alleviating flight delay, improving the efficiency of airline operation and improving the quality of civil aviation service. This paper first introduces the process and characteristics of the regulation operation in China, briefly introduces some classical comprehensive efficiency evaluation methods, and makes a brief introduction to the regulation operation efficiency. Then, two methods are used to study the regional control and approach control, and an effective scheme to improve the operation efficiency is given for the terminal area approach process. Based on the analysis of various factors affecting the efficiency of control operation and their relationship with the use of control intervals, the key indicators for evaluating the efficiency of control operation are established, and the evaluation index system of the efficiency of control operation is established, which is suitable for the present situation of civil aviation in China. The DEAHP method is used to evaluate the efficiency of regulation operation in China, and the validity of the model is verified by an example. In this paper, the constraint cone DEA model (abbreviated as DEAHP),) is introduced to the evaluation of regulatory efficiency for the first time, which overcomes the shortcomings of the traditional DEA model.
