【摘要】：近年來,隨著安全管理體系(SMS)建設的逐步深入,我國空管系統(tǒng)廣泛開展了應急管理的研究和實踐,并建立了一系列管理規(guī)范、應急預案、應急程序。然而,我國民航應急管理缺乏長效的應急機制,且針對運行單位應急管理的實用技術和應用工具的研究,到目前為止尚未取得顯著的突破。因此,我國空管在處理突發(fā)事件時,尤其是當我們面對大面積航班延誤、大規(guī)模軍航活動、大范圍雷雨天氣時,由于缺乏一個統(tǒng)一、高效、可靠的協(xié)同平臺,應急處置缺乏預見性,應急響應速度慢,部門之間的協(xié)同配合往往難以高效展開,應急管理難以達到預期的效果。鑒于此,本文主要完成了以下研究工作：首先,在研究了空管應急管理相關概念的基礎上,對協(xié)同應急處置電子平臺環(huán)境下的空管協(xié)同應急機制進行深入研究,構(gòu)建了空管協(xié)同應急總體模型,其由空管應急處置組織機制、空管應急處置運行機制和空管應急處置保障機制三部分構(gòu)成,并對三部分進行詳細分析和闡述。其次,對空管協(xié)同應急處置平臺的功能、應急響應和應急處置部分的工作流程進行設計,通過在廈門空管站管制運行部、技術保障部和氣象臺三個部門的實際調(diào)研,對空管系統(tǒng)突發(fā)事件進行歸類、分級和匯總,完成對應急預案庫的構(gòu)建。并通過利用Visual studio 2008開發(fā)平臺,完成對空管協(xié)同應急處置平臺系統(tǒng)應急響應和應急處置兩部分功能的功能開發(fā)。最后,通過本文依托項目《基于實時運行的空管協(xié)同應急處置研究》在廈門空管站進行驗證運行,結(jié)果表明,本文研究的空管協(xié)同應急管理機制合理,工作機制完整流暢,本文所實現(xiàn)的協(xié)同平臺應急響應功能和應急處置功能,有效改變了以往高度依賴人力的應急處置模式,實現(xiàn)了多方的協(xié)同應急處置。
[Abstract]:In recent years, with the gradual deepening of the construction of Safety Management system (SMS), the research and practice of emergency management have been widely carried out in China's air traffic control system, and a series of management norms, emergency plans and emergency procedures have been established. However, China's civil aviation emergency management lacks a long-term emergency mechanism, and the research on practical technology and application tools of operational unit emergency management has not made a significant breakthrough so far. Therefore, in dealing with unexpected events, especially when we are faced with large-scale flight delays, large-scale military aviation activities, large-scale thunderstorms, due to the lack of a unified, efficient and reliable cooperative platform, The emergency management is difficult to achieve the expected effect because of the lack of foresight, the slow response speed, the difficulty of the cooperation between the departments and the high efficiency. In view of this, this paper mainly completes the following research work: firstly, on the basis of studying the related concepts of air traffic management emergency management, the paper makes a deep research on the cooperative response mechanism of air traffic management under the environment of electronic platform of collaborative emergency management. The overall model of air traffic management collaborative emergency response is constructed, which is composed of three parts: the organization mechanism of air traffic management emergency disposal, the operational mechanism of air traffic management emergency disposal and the mechanism of air traffic management emergency disposal guarantee, and the three parts are analyzed and elaborated in detail. Secondly, the function of the air traffic control cooperative emergency disposal platform, the work flow of emergency response and emergency disposal are designed. Through the actual investigation and investigation in Xiamen Air Traffic Control Station Control and Operation Department, Technical support Department and Meteorological Observatory, Classifies, classifies and summarizes the emergency events in ATC system, and completes the construction of the emergency plan database. By using Visual studio 2008, the functions of emergency response and emergency disposal are developed. Finally, based on the project "study on collaborative emergency disposal of air traffic management based on real-time operation", the verification operation is carried out at Xiamen air traffic control station. The results show that the mechanism of collaborative emergency management is reasonable and the working mechanism is complete and smooth. The collaborative platform emergency response function and emergency disposal function realized in this paper have effectively changed the mode of emergency response which is highly dependent on manpower in the past and realized multi-party collaborative emergency treatment.
