【摘要】:隨著農(nóng)村產(chǎn)權(quán)制度改革在全國范圍內(nèi)的展開,各地方開始了改革實(shí)驗(yàn)區(qū)的工作。2012年10月臨潼區(qū)作為陜西省的試驗(yàn)點(diǎn)也積極開展了小金鄉(xiāng)的農(nóng)村產(chǎn)權(quán)制度改革工作。本次農(nóng)村產(chǎn)權(quán)制度改革的核心是農(nóng)村土地產(chǎn)權(quán)與土地上房屋產(chǎn)權(quán)的確立,并以此次確權(quán)的產(chǎn)權(quán)數(shù)據(jù)為基礎(chǔ)建立詳細(xì)合理、產(chǎn)權(quán)明確、流轉(zhuǎn)暢通農(nóng)村產(chǎn)權(quán)制度。在城鄉(xiāng)統(tǒng)籌發(fā)展的大環(huán)境下迎合資本市場對(duì)農(nóng)村土地產(chǎn)權(quán)的新要求,推動(dòng)農(nóng)村土地的市場化運(yùn)作,,加速農(nóng)村土地的資本化進(jìn)程。 本文以農(nóng)村產(chǎn)權(quán)制度改革為基礎(chǔ),分析了從農(nóng)村土地產(chǎn)權(quán)管理的國內(nèi)外現(xiàn)狀和發(fā)展趨勢(shì),并以此為出發(fā)點(diǎn)闡述了農(nóng)村土地產(chǎn)權(quán)信息管理中存在的問題,并對(duì)農(nóng)村土地產(chǎn)權(quán)信息管理進(jìn)行了需求分析,在此過程中,第一:分析了農(nóng)村土地產(chǎn)權(quán)中戶籍管理的需求和其與土地產(chǎn)權(quán)的關(guān)系;第二:分析了農(nóng)村土地承包經(jīng)營權(quán)、集體土地使用權(quán)、房屋所有權(quán)等權(quán)屬的調(diào)查內(nèi)容、確權(quán)過程。第三:根據(jù)需求分析對(duì)系統(tǒng)用例進(jìn)行建模。最后對(duì)農(nóng)村土地產(chǎn)權(quán)信息管理系統(tǒng)的整體架構(gòu)、運(yùn)行模式、數(shù)據(jù)庫和系統(tǒng)功能進(jìn)行了詳細(xì)設(shè)計(jì),并以系統(tǒng)的數(shù)據(jù)層和業(yè)務(wù)邏輯層的設(shè)計(jì)為重點(diǎn)進(jìn)行了詳細(xì)的闡述。文中提出了以ArcGIS為平臺(tái)的組件式二次開發(fā)實(shí)現(xiàn)農(nóng)村土地產(chǎn)權(quán)信息管理系統(tǒng),其中還對(duì)ArcEngine、ArcSDE以及SQL Server等開發(fā)工具和軟件做了詳細(xì)介紹,闡述了各自應(yīng)用環(huán)境和優(yōu)缺點(diǎn)。 最后以本系統(tǒng)為出發(fā)點(diǎn),結(jié)合城鄉(xiāng)統(tǒng)籌的大背景,根據(jù)農(nóng)村土地產(chǎn)權(quán)管理的發(fā)展趨勢(shì)總結(jié)了本次課題的研究成果,提出了目前存在的問題,并對(duì)未來農(nóng)村土地產(chǎn)權(quán)管理的未來發(fā)展進(jìn)行了展望。
[Abstract]:With the reform of the rural property right system being carried out in the whole country, the work of reforming the experimental area has been started in various places. In October 2012, Lintong District, as an experimental point in Shaanxi Province, also carried out the reform of the rural property right system in Xiaojin Township. The core of this reform of rural property right system is the establishment of rural land property right and house property right on land, and on the basis of the property right data of this confirmed right, the detailed and reasonable property right is established, the property right is clear, and the system of rural property right is unblocked. Under the environment of overall development of urban and rural areas, it caters to the new requirements of the capital market for rural land property rights, promotes the market-oriented operation of rural land, and accelerates the capitalization process of rural land. Based on the reform of rural property right system, this paper analyzes the present situation and development trend of rural land property right management at home and abroad, and expounds the problems existing in rural land property right information management. In this process, firstly, it analyzes the demand of household registration management in rural land property right and the relationship between household registration management and land property right; second, it analyzes the right of contracted management of rural land. Collective land use right, housing ownership and other rights of the investigation, the process of confirmation. Third, modeling the system use cases according to the requirement analysis. Finally, the whole structure, operation mode, database and system function of the rural land property information management system are designed in detail, and the design of the data layer and business logic layer of the system is described in detail. In this paper, a component secondary development based on ArcGIS to realize the rural land property information management system is put forward. The development tools and software such as ArcEngineer ArcSDE and SQL Server are introduced in detail, and their application environment and advantages and disadvantages are expounded. Finally, taking this system as the starting point, combined with the background of urban and rural overall planning, according to the development trend of rural land property rights management, this paper summarizes the research results of this subject, and puts forward the existing problems. The future development of rural land property right management is prospected.
