基于GIS的富民縣農(nóng)村居民點(diǎn)布局優(yōu)化研究

【摘要】:隨著城鎮(zhèn)化、工業(yè)化的快速發(fā)展,鄉(xiāng)村城鎮(zhèn)化是農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展的必然趨勢。由于農(nóng)村集體土地產(chǎn)權(quán)不明確及缺乏科學(xué)規(guī)劃,或規(guī)劃落實(shí)不到位等原因,導(dǎo)致我國農(nóng)村居民點(diǎn)用地總體上呈現(xiàn)粗放利用狀態(tài),規(guī)模小、建設(shè)無序、布局混亂、建房占地面積多、土地嚴(yán)重浪費(fèi)以及環(huán)境衛(wèi)生差、基礎(chǔ)設(shè)施落后等因素,嚴(yán)重制約著農(nóng)村社會(huì)經(jīng)濟(jì)發(fā)展,減緩農(nóng)村城鎮(zhèn)化、現(xiàn)代化的發(fā)展進(jìn)程。 富民縣距離昆明主城僅23公里,是離昆明城區(qū)最近的縣區(qū)。隨著京昆高速昆武段通車后,富民將納入昆明主城15分鐘經(jīng)濟(jì)圈,發(fā)展空間巨大。按照規(guī)劃,到“十二五”末,富民縣城鎮(zhèn)化率計(jì)劃將達(dá)到44%,用地規(guī)模和人口規(guī)模將從原規(guī)劃的7.12平方公里、6.5萬人,增加到2020年的32.24平方公里、20萬人。將對涉及的6個(gè)鄉(xiāng)鎮(zhèn)、498個(gè)村鎮(zhèn)進(jìn)行規(guī)劃,從集鎮(zhèn)規(guī)劃到村莊規(guī)劃做到全域覆蓋。富民縣擬“撤縣設(shè)市”的工作已提上日程,實(shí)施農(nóng)村居民點(diǎn)的綜合整治規(guī)劃已迫在眉睫。 本文以富民縣為研究區(qū)域,,以TM遙感影像為基礎(chǔ),通過ERDAS IMAGINE遙感影像處理軟件以及ArcGIS地理信息系統(tǒng)軟件相結(jié)合,對富民縣TM遙感影像進(jìn)行校正與解譯。提取研究區(qū)農(nóng)村居民點(diǎn)現(xiàn)狀分布圖斑數(shù)據(jù),并結(jié)合富民縣統(tǒng)計(jì)年鑒,土地利用總體規(guī)劃等成果數(shù)據(jù),從地形地質(zhì)、區(qū)位及社會(huì)經(jīng)濟(jì)等方面對影響富民縣農(nóng)村居民點(diǎn)布局的因素進(jìn)行綜合分析,結(jié)合分析結(jié)果構(gòu)建農(nóng)村居民點(diǎn)布局影響因素評價(jià)體系,運(yùn)用層次分析法確定影響因子的權(quán)重值并計(jì)算富民縣境內(nèi)農(nóng)村居民點(diǎn)綜合分值,根據(jù)評價(jià)結(jié)果確定全縣適宜布局區(qū)農(nóng)村居民點(diǎn)178個(gè),較適宜布局區(qū)農(nóng)村居民點(diǎn)1800個(gè),低適宜布局區(qū)農(nóng)村居民點(diǎn)1201個(gè)、不適宜布局區(qū)農(nóng)村居民點(diǎn)620個(gè)。最后對富民縣農(nóng)村居民點(diǎn)劃分為城鎮(zhèn)化、中心村、保留村和遷并村四種類型,利用ArcGIS空間分析確定優(yōu)化布局方案。
[Abstract]:With the rapid development of urbanization and industrialization, rural urbanization is the inevitable trend of rural economic and social development. Due to the lack of clear rural collective land property rights and lack of scientific planning, or the implementation of the plan is not in place and other reasons, the rural residential land in our country on the whole presents a state of extensive use, small scale, disordered construction, chaotic layout, etc. Many factors, such as large land occupied area, serious waste of land, poor environmental sanitation and backward infrastructure, seriously restrict the development of rural social economy, slow down the development process of urbanization and modernization in rural areas. Fumin County from the main city of Kunming only 23 km, is the nearest county to Kunming City. With the opening of the Beijing-Kunming Expressway Kunwu section, the prosperous people will be brought into the 15-minute economic circle of Kunming main city, and the development space will be huge. According to the plan, by the end of the 12th Five-Year Plan, the urbanization rate of Fumin County will reach 44 percent, and the scale of land use and population will increase from 7.12 square kilometers and 65000 people in the original plan to 32.24 square kilometers and 200000 people in 2020. 498 villages and towns involved in 6 towns will be planned, from market town planning to village planning to cover the whole area. Fumin County to "withdraw the county to set up a city" work has been put into the agenda, the implementation of comprehensive rural residential planning is imminent. In this paper, based on TM remote sensing image and ERDAS imagine remote sensing image processing software and ArcGIS GIS software, the TM remote sensing image of Fumin County is corrected and interpreted. In this paper, we extract the distribution map data of rural residential areas in the study area, combine with the Fumin County Statistical Yearbook, the overall land use planning and other achievements data, from the terrain and geology, The factors affecting the distribution of rural residential areas in Fumin County are comprehensively analyzed in terms of location and social economy, and the evaluation system of the factors affecting the distribution of rural residential areas is constructed in combination with the results of the analysis. The weight of the influencing factors was determined by AHP and the comprehensive score of rural residential areas in Fumin County was calculated. According to the evaluation results, 178 rural settlements were determined in the suitable layout areas of the whole county, and 1800 rural settlements in the more suitable layout areas. There are 1201 rural residential areas in low suitable layout areas and 620 rural settlements in unsuitable layout areas. Finally, the rural residential areas in Fumin County are divided into four types: urbanization, central village, reserved village and moving and merging village, and the optimized layout scheme is determined by ArcGIS spatial analysis.
