面向數(shù)字城管的路網(wǎng)空間模型研究與應(yīng)用

【摘要】:城市管理是一個龐雜的系統(tǒng)工程,隨著城市現(xiàn)代化建設(shè)進(jìn)程的加快,傳統(tǒng)粗放、低效的城市管理方式很難適應(yīng)城市高速發(fā)展的要求。而城市信息化水平的提高,使得新的城市管理模式——數(shù)字城管應(yīng)運(yùn)而生。其中,道路網(wǎng)絡(luò)空間模型作為城市運(yùn)行管理系統(tǒng)的核心,成為研究的重點。為了使道路數(shù)據(jù)、城市部件數(shù)據(jù)、記錄城市發(fā)展變遷的影像、照片數(shù)據(jù)以及為城市管理者提供決策支持的業(yè)務(wù)數(shù)據(jù)能夠有效地服務(wù)于城市運(yùn)行管理系統(tǒng),很有必要對道路網(wǎng)絡(luò)空間模型的組織方法和存儲模式進(jìn)行研究,以一種更加智慧的方法實現(xiàn)資源共享及業(yè)務(wù)協(xié)同,顯著地提升政府部門的城市管理和公共服務(wù)能力。 本文回顧了國內(nèi)外學(xué)者在道路網(wǎng)絡(luò)空間模型方面的研究成果及應(yīng)用狀況,并結(jié)合網(wǎng)格化數(shù)字城管的特點、內(nèi)容和管理需求,建立了面向數(shù)字城管的路網(wǎng)模型管理對象內(nèi)容體系,并提出了面向數(shù)字城管的路網(wǎng)空間模型,該數(shù)據(jù)模型通過對道路、路段、城市部件等矢量數(shù)據(jù)進(jìn)行抽象,并采用點、線、面相結(jié)合的要素類型,實現(xiàn)道路網(wǎng)絡(luò)空間模型的表達(dá)。 本文從概念模型、邏輯模型、物理模型等幾個方面對面向數(shù)字城管的路網(wǎng)空間模型進(jìn)行了研究。首先,在概念模型中列出了路網(wǎng)空間模型所要表達(dá)的要素,并提取出了各要素的屬性,并描述了各要素之間的拓?fù)潢P(guān)系;其次,在邏輯模型中則是把現(xiàn)實世界中的各要素及要素之間的關(guān)系轉(zhuǎn)換到GIS世界;再次,在物理模型中以具有線性參照體系的道路網(wǎng)絡(luò)為主線,城管業(yè)務(wù)理念為先導(dǎo),從基礎(chǔ)空間數(shù)據(jù)、城市部件數(shù)據(jù)等方面來設(shè)計路網(wǎng)空間物理模型。 本文通過Geodatabase數(shù)據(jù)庫對面向數(shù)字城管的路網(wǎng)空間模型進(jìn)行了具體的物理實現(xiàn)和應(yīng)用,以北京市西城區(qū)為例建立了西城區(qū)城市運(yùn)行管理數(shù)據(jù)庫,并在此基礎(chǔ)上開發(fā)了西城區(qū)城市運(yùn)行管理平臺。根據(jù)西城區(qū)的實際業(yè)務(wù)需求,在城市運(yùn)行管理數(shù)據(jù)庫的基礎(chǔ)上研發(fā)了牌匾監(jiān)管和路徑規(guī)劃的相關(guān)應(yīng)用。牌匾監(jiān)管主要是針對戶外牌匾所面臨的查處非法戶外基礎(chǔ)設(shè)施效率低、監(jiān)管難度大等問題,建立了基于街景影像的牌匾監(jiān)管模塊。該模塊可通過實景影像進(jìn)行牌匾量測,并通過屬性查詢統(tǒng)計牌匾信息,提升戶外牌匾執(zhí)法管理水平;路徑規(guī)劃主要是應(yīng)對城市突發(fā)事件和重大活動的行程規(guī)劃設(shè)計的,,為城市安全應(yīng)急指揮提供歷時參考和決策依據(jù)。通過平臺上實際應(yīng)用驗證了本文設(shè)計的面向數(shù)字城管的路網(wǎng)空間模型的可行性與適用性。
[Abstract]:Urban management is a complex system engineering. With the acceleration of the process of urban modernization, the traditional extensive and inefficient urban management is difficult to meet the requirements of the rapid development of the city.The improvement of the level of urban information makes the new urban management mode-digital urban management emerge as the times require.As the core of urban operation management system, road cyberspace model has become the focus of research.In order to make road data, urban component data, images of urban development and changes, photo data and business data to provide decision support for city managers, they can effectively serve the urban operation management system.It is necessary to study the organization method and storage mode of road cyberspace model to realize resource sharing and business cooperation in a more intelligent way and to improve the urban management and public service ability of government departments significantly.This paper reviews the research results and application status of road network spatial model at home and abroad, and combines the characteristics, contents and management requirements of gridding digital urban management, and establishes the management object content system of road network model oriented to digital urban management.A road network spatial model for digital urban management is proposed. The data model abstracts the vector data of road, road, and urban components, and adopts the element types of point, line and surface to realize the representation of road network space model.In this paper, the spatial model of road network for digital urban management is studied from several aspects, such as conceptual model, logical model, physical model and so on.First of all, it lists the elements to be expressed in the conceptual model, extracts the attributes of each element, and describes the topological relationship among the elements.In the logical model, the relationship between the elements and the elements in the real world is transformed to the GIS world. Thirdly, in the physical model, the road network with linear reference system is the main line, and the business concept of urban management is the forerunner.The spatial physical model of road network is designed from basic spatial data and urban component data.In this paper, the physical realization and application of the road network spatial model for digital urban management are carried out through Geodatabase database. Taking Xicheng District of Beijing as an example, the urban operation management database of Xicheng District is established.On this basis, the Xicheng urban operation management platform is developed.According to the actual business demand of Xicheng District, the application of plaque supervision and path planning is developed on the basis of urban operation management database.Plaque supervision is mainly aimed at the problems of low efficiency and difficult supervision of illegal outdoor infrastructure, which is faced by outdoor plaque. A plaque supervision module based on street view image is established.The module can measure the plaque through the real scene image, and through the attribute query statistical plaque information, improve the management level of the outdoor plaque law enforcement, path planning is mainly to deal with urban emergencies and major events travel planning design,It provides diachronic reference and decision basis for city safety emergency command.The feasibility and applicability of the road network spatial model for digital urban management are verified by practical application on the platform.
