多規(guī)合一國(guó)土空間綜合分區(qū)方法與支持工具研究

【摘要】:進(jìn)入新世紀(jì)以來(lái),隨著全球化的不斷發(fā)展,我國(guó)人口、環(huán)境、資源問(wèn)題的日益加劇,對(duì)我國(guó)國(guó)土開(kāi)發(fā)利用提出了諸多新課題,迫切需要提升宏觀調(diào)控水平,加大對(duì)經(jīng)濟(jì)社會(huì)發(fā)展和國(guó)土開(kāi)發(fā)利用保護(hù)的統(tǒng)籌。我國(guó)于2010年提出進(jìn)行《全國(guó)國(guó)土規(guī)劃綱要(2011-2030)》的編制工作。我國(guó)幅員遼闊、時(shí)空異質(zhì)性大,只有進(jìn)行國(guó)土空間綜合分區(qū)管理,從而制定差異化的國(guó)土利用策略,才能合理配置國(guó)土資源,實(shí)現(xiàn)國(guó)土空間科學(xué)化、可持續(xù)化管理。 傳統(tǒng)進(jìn)行綜合分區(qū)以多規(guī)合一思想為主,即將多個(gè)規(guī)劃區(qū)劃成果方案按照綜合分區(qū)目標(biāo)原則進(jìn)行融合、取舍,最終形成一套綜合分區(qū)方案。但是傳統(tǒng)綜合分區(qū)工作存在著分區(qū)方法與國(guó)土規(guī)劃基本流程貼合度差,不能提供多個(gè)綜合分區(qū)方案,主觀依賴性高,沒(méi)有統(tǒng)一的計(jì)算機(jī)平臺(tái)提供規(guī)劃輔助工作等缺點(diǎn)。本文綜合分析國(guó)土規(guī)劃基本流程;收集各個(gè)領(lǐng)域空間數(shù)據(jù),,制定數(shù)據(jù)交換要求,數(shù)據(jù)預(yù)處理,構(gòu)建多規(guī)合一國(guó)土綜合分區(qū)支持?jǐn)?shù)據(jù)庫(kù);研究多規(guī)合一國(guó)土綜合分區(qū)技術(shù),多規(guī)合一綜合分區(qū)技術(shù)是一系列方法技術(shù)的組合,通過(guò)國(guó)土綜合評(píng)價(jià)、空間聚類分析、判別分析等方法技術(shù)實(shí)現(xiàn)了對(duì)多規(guī)劃方案合一進(jìn)行綜合分區(qū),并利用C#語(yǔ)言,ArcGIS Engine進(jìn)行二次開(kāi)發(fā),以多規(guī)合一綜合分區(qū)支持?jǐn)?shù)據(jù)庫(kù)和該技術(shù)為核心實(shí)現(xiàn)了多規(guī)合一國(guó)土綜合分區(qū)支持工具。此工具應(yīng)用于國(guó)土規(guī)劃中,為其提供了國(guó)土綜合分區(qū)輔助功能,通過(guò)結(jié)合自然地理領(lǐng)域七個(gè)區(qū)劃成果,生成了一套綜合分區(qū)方案,該分區(qū)方案是對(duì)多個(gè)區(qū)劃方案的提取與借鑒,將全國(guó)劃分為13個(gè)區(qū)域,在東西部分區(qū)較為合理,中部地區(qū)出現(xiàn)分區(qū)多、分區(qū)面積小等缺點(diǎn)。經(jīng)本文研究表明,該工具在分區(qū)方法、分區(qū)技術(shù)方面有一定創(chuàng)新,可以為國(guó)土空間開(kāi)發(fā)戰(zhàn)略格局提供有力的方案支持和技術(shù)支持,并以此作為國(guó)土綜合分區(qū)工作科學(xué)依據(jù)。
[Abstract]:Since entering the new century, with the continuous development of globalization, the population, environment and resource problems in our country have become more and more serious. It has put forward many new topics for the development and utilization of our country's land, and it is urgent to upgrade the level of macro-control.We will increase the overall planning for economic and social development and the protection of land development and utilization.In 2010, our country put forward to carry on the work of compiling the outline of National Land Planning (2011-2030).China has a vast territory and large spatial and temporal heterogeneity. Only by making a comprehensive management of land and space and making a differentiated strategy of land use can we reasonably allocate land resources and realize scientific and sustainable management of land and space.The traditional integrated zoning is based on the idea of integration of multiple planning and planning, that is to say, many planning and regionalization results are integrated according to the principle of integrated zoning objectives, and finally a set of integrated zoning schemes is formed.However, the traditional integrated zoning work has some disadvantages, such as the poor consistency between the zoning method and the basic process of land planning, the inability to provide multiple integrated zoning schemes, the high subjective dependence, and the absence of a unified computer platform to provide planning assistance.This paper comprehensively analyzes the basic process of land planning, collects the spatial data in various fields, formulates the data exchange requirements, preprocesses the data, constructs the multi-planning integrated zoning support database, studies the multi-planning integrated land zoning technology,Multi-planning integrated zoning technology is a combination of a series of methods and technologies, through land comprehensive evaluation, spatial cluster analysis, discriminant analysis and other methods and techniques to achieve the integration of multi-planning programs for comprehensive zoning.Using C # language ArcGIS Engine to carry on the secondary development, based on the multi-in-one integrated partition support database and the technology as the core to realize the multi-planning integrated land division support tool.This tool is applied to land planning and provides the auxiliary function of land comprehensive zoning. By combining the results of seven divisions in the field of natural geography, a set of integrated zoning schemes is generated, which can be used as a reference for the extraction and use for reference of many zoning schemes.The whole country is divided into 13 regions, which is more reasonable in the eastern and western regions, and has some shortcomings in the central region, such as more partitions and smaller zoning areas.The research shows that the tool has some innovation in zoning method and technology, and it can provide strong plan support and technical support for the strategic pattern of land and space development, and it can be used as the scientific basis for the work of land comprehensive zoning.
