盧旺達(dá)工程建設(shè)項(xiàng)目延誤的風(fēng)險(xiǎn)因素研究

  公路作為一種交通運(yùn)輸方式,對(duì)全世界的社會(huì)和經(jīng)濟(jì)的發(fā)展起著至關(guān)重要的作用,盧旺達(dá)的公路建設(shè)項(xiàng)目面臨各種各樣的風(fēng)險(xiǎn)因素,造成延誤,這些風(fēng)險(xiǎn)因素主要包括:項(xiàng)目建設(shè)范圍變化、通行權(quán)限制、資金不足、項(xiàng)目管理不善、天氣條件惡劣、施工和財(cái)務(wù)風(fēng)險(xiǎn)。項(xiàng)目管理的關(guān)鍵問題是通過分析阻礙項(xiàng)目成功交付的影響因素以減小項(xiàng)目交付風(fēng)險(xiǎn)和不確定性來實(shí)現(xiàn)項(xiàng)目按時(shí)交付的目標(biāo)。本文主要深入分析了導(dǎo)致盧旺達(dá)公路工程建設(shè)項(xiàng)目延誤的主要風(fēng)險(xiǎn)因素、對(duì)工程項(xiàng)目的影響并提出了相應(yīng)的緩解措施。采用相對(duì)重要性指數(shù)(RII)對(duì)調(diào)查對(duì)象的數(shù)據(jù)進(jìn)行分析和排序。通過研究發(fā)現(xiàn),資金不足、天氣條件惡劣、溝通不暢、范圍變更、規(guī)格不準(zhǔn)確、不完整、缺乏協(xié)調(diào)、地質(zhì)條件不可預(yù)料、錯(cuò)誤返工、承包商財(cái)務(wù)困難、所需設(shè)備短缺是導(dǎo)致項(xiàng)目延遲交付的主要原因;成本超支、時(shí)間超支,經(jīng)濟(jì)合同糾紛與索賠、項(xiàng)目完全終止及社會(huì)負(fù)面影響是工程延誤對(duì)項(xiàng)目的最顯著影響;增加溝通和透明度,建立一個(gè)協(xié)作和綜合團(tuán)隊(duì),增加人力和/或設(shè)備,密切監(jiān)督,使用BIM(建筑信息建模)和項(xiàng)目的實(shí)際進(jìn)度安排等措施被列為減小延誤風(fēng)險(xiǎn)的主要措施。本文主要通過對(duì)盧旺達(dá)某延誤了3個(gè)月的公路工程項(xiàng)目進(jìn)行案例分析,發(fā)現(xiàn)天氣條...
