西安市長(zhǎng)安區(qū)保障性住房機(jī)動(dòng)車(chē)停車(chē)設(shè)施的配置與利用研究

【摘要】:安“居”樂(lè)業(yè)是中華民族幾千年來(lái)固有的文化傳承,是實(shí)現(xiàn)中國(guó)夢(mèng)的根本所在。為了保障大城市中部分中低收入群體“居者有其屋”,國(guó)家出臺(tái)了相關(guān)的保障性住房政策來(lái)幫助無(wú)力購(gòu)買(mǎi)或租用住房的人群。但保障性住房人群由于收入水平和工作地點(diǎn)雙重因素的影響,對(duì)住區(qū)停車(chē)設(shè)施的需求低于商品性住房的居住人群,進(jìn)而使得部分停車(chē)設(shè)施閑置,未能有效的加以利用和盤(pán)活。如何解決與提升現(xiàn)狀配置和需求之間的差異,利用現(xiàn)狀配置資源中可利用的停車(chē)資源,對(duì)閑置停車(chē)設(shè)施進(jìn)行有效盤(pán)活,形成與周邊住區(qū)資源缺失的互補(bǔ)性,并為保障性住區(qū)居民創(chuàng)收,補(bǔ)貼居民日常生活起居所需的物業(yè)管理費(fèi)用,進(jìn)一步提高住區(qū)的保障職能,并提供良好的可持續(xù)發(fā)展條件,是促進(jìn)和形成保障性住房住區(qū)良性循環(huán)的必要條件。由于我國(guó)對(duì)住區(qū)機(jī)動(dòng)車(chē)發(fā)展趨勢(shì)預(yù)估計(jì)不足,致使住區(qū)機(jī)動(dòng)車(chē)停車(chē)設(shè)施配建指標(biāo)存在大量歷史遺留問(wèn)題。其中停車(chē)設(shè)施配建指標(biāo)的形成基于對(duì)住區(qū)停車(chē)需求預(yù)測(cè),而停車(chē)需求與城市發(fā)展與土地利用、汽車(chē)保有量、經(jīng)濟(jì)水平、居民出行方式、路網(wǎng)條件與交通狀況、停車(chē)管理政策等多種因素息息相關(guān)。保障性住房居民小汽車(chē)擁有量不高,且由于保障性住房申請(qǐng)人收入水平的限制和就業(yè)區(qū)位公共交通的高度便捷性,致使入住初期大量停車(chē)設(shè)施閑置。而住宅建設(shè)初期依據(jù)配建標(biāo)準(zhǔn)未加以需求調(diào)查研究就全額配建,造成停車(chē)設(shè)施供大于需。因此,合理準(zhǔn)確的預(yù)測(cè)保障性住房居民停車(chē)需求,并配建適當(dāng)規(guī)模的機(jī)動(dòng)車(chē)停車(chē)設(shè)施,是保障停車(chē)空間資源高效利用的前提條件。本文主要內(nèi)容共分為四大部分:第一部分是第一章和第二章,提出論文研究背景和理論基礎(chǔ)。分析國(guó)內(nèi)外理論研究和實(shí)踐活動(dòng)的趨勢(shì)和不足,在此基礎(chǔ)上提出論文研究的技術(shù)路線。第二部分是第三章,西安市長(zhǎng)安區(qū)保障性住房機(jī)動(dòng)車(chē)停車(chē)設(shè)施的現(xiàn)狀調(diào)查研究。通過(guò)分析研究長(zhǎng)安區(qū)現(xiàn)狀保障性住房住區(qū)的人員的收入水平和就業(yè)區(qū)位,總結(jié)歸納保障性住房停車(chē)設(shè)施配建中存在的問(wèn)題。第三部分是第四章和第五章,給出配置方法和再利用策略。第四部分是第六章,指出文章的創(chuàng)新點(diǎn)、不足之處和有待進(jìn)一步研究的方向。本文通過(guò)研究長(zhǎng)安區(qū)內(nèi)保障性住房機(jī)動(dòng)車(chē)停車(chē)設(shè)施的配置情況,采取理論、政策研究與實(shí)際案例研究相結(jié)合的方式,按照發(fā)現(xiàn)問(wèn)題、分析問(wèn)題和解決問(wèn)題的思維路徑,分析了現(xiàn)階段我國(guó)保障性住房機(jī)動(dòng)車(chē)停車(chē)設(shè)施配建所面臨的問(wèn)題并提出了改善策略以及配建指標(biāo)的完善。
[Abstract]:An "abode" music industry is the inherent cultural heritage of the Chinese nation for thousands of years, and is the fundamental place to realize Chinese Dream. In order to protect the low-and middle-income groups in large cities, the state has introduced relevant affordable housing policies to help those who can not afford to buy or rent housing. However, due to the double factors of income level and work location, the demand for parking facilities in residential areas is lower than that in commercial housing, which makes some parking facilities idle and can not be effectively utilized and revitalized. How to solve and promote the difference between the present situation and the demand, how to utilize the parking resources available in the current situation allocation resources, to effectively activate the idle parking facilities, and to form the complementarity with the lack of resources in the surrounding residential areas. And in order to generate income for the residents of affordable settlements, subsidize the property management expenses required for the daily living of the residents, further improve the security function of the settlements, and provide good conditions for sustainable development, It is necessary to promote and form a virtuous circle of affordable housing settlements. Due to the insufficient pre-estimation of the development trend of motor vehicles in residential areas in China, there are a lot of problems left over from history in the indicators of vehicle parking facilities allocation in residential areas. Parking demand and urban development and land use, car ownership, economic level, residents' travel mode, road network conditions and traffic conditions are based on the prediction of parking demand in residential areas, among which parking demand and urban development and land use, vehicle ownership, economic level, residents' travel mode, road network conditions and traffic conditions, Parking management policy and other factors are closely related. The number of cars owned by low-income housing residents is not high. Therefore, reasonable and accurate prediction of the parking demand of the residents of affordable housing and the construction of appropriate motor vehicle parking facilities are the prerequisites to ensure the efficient utilization of parking space resources. The main contents of this paper are divided into four parts: the first part is the first chapter and the second chapter, put forward the research background and theoretical basis. Based on the analysis of the trends and shortcomings of theoretical research and practical activities both at home and abroad, this paper puts forward the technical route of this paper. The second part is the third chapter, Xi'an Changan District low-income housing motor vehicle parking facilities investigation and research. By analyzing and studying the income level and employment location of the current low-income housing residents in Changan District, this paper sums up the problems existing in the construction of parking facilities in low-income housing. The third part is the fourth chapter and the fifth chapter, and gives the configuration method and reuse strategy. The fourth part is the sixth chapter, pointing out the innovation of the article, the shortcomings and the direction to be further studied. By studying the configuration of motor vehicle parking facilities in low-income housing in Changan District, this paper adopts the way of combining theoretical and policy research with practical case studies, and according to the way of finding problems, analyzing the problems and solving the problems, This paper analyzes on the problems faced by the allocation of motor vehicle parking facilities in low-income housing in China at present, and puts forward the improvement strategy and the perfection of the index of the allocation and construction.
