【摘要】：高速公路項(xiàng)目的建設(shè)環(huán)境復(fù)雜,周期長(zhǎng),技術(shù)水平要求高,建設(shè)項(xiàng)目的內(nèi)部和外部因素在這個(gè)過程中被長(zhǎng)期因素和隨機(jī)因素影響而頻繁波動(dòng),同時(shí)這些因素的不確定性使整個(gè)周期中的管理問題復(fù)雜化,這提高了存在于完整建設(shè)周期中的風(fēng)險(xiǎn)管理的要求,因此為了保障項(xiàng)目能夠高效平穩(wěn)地實(shí)施,風(fēng)險(xiǎn)管理越來越重要。本文選擇高速公路建設(shè)項(xiàng)目的風(fēng)險(xiǎn)管理為研究對(duì)象,重點(diǎn)研究了高速公路建設(shè)項(xiàng)目建設(shè)(設(shè)計(jì)、施工)階段風(fēng)險(xiǎn)因素如何形成、如何評(píng)價(jià)各類不確定性風(fēng)險(xiǎn)、如何防范風(fēng)險(xiǎn)和響應(yīng)這三個(gè)方面的問題。在研究風(fēng)險(xiǎn)因素在高速公路建設(shè)項(xiàng)目里如何形成的過程中,針對(duì)高速公路建設(shè)項(xiàng)目的特點(diǎn)本文總結(jié)并詳細(xì)分析了高速公路建設(shè)項(xiàng)目所涉及的工期、費(fèi)用、質(zhì)量、技術(shù)、合同與法律這五方面影響因素。在探討如何評(píng)價(jià)高速公路建設(shè)項(xiàng)目風(fēng)險(xiǎn)的過程中,為了建立能夠評(píng)價(jià)項(xiàng)目風(fēng)險(xiǎn)指標(biāo)的體系本文分析研究了各種工程項(xiàng)目的風(fēng)險(xiǎn)評(píng)價(jià)方法,在此基礎(chǔ)上得到了適用于高速公路建設(shè)項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)的多層次模糊綜合評(píng)價(jià)模型。在歸納如何防范高速公路建設(shè)項(xiàng)目的風(fēng)險(xiǎn)的過程中,針對(duì)費(fèi)用管理、工期管理、質(zhì)量管理、合同管理、施工管理、風(fēng)險(xiǎn)監(jiān)控本文就風(fēng)險(xiǎn)防范措施進(jìn)行總結(jié)。論文的最后一章運(yùn)用模糊綜合評(píng)價(jià)方法對(duì)瀘渝高速公路建設(shè)項(xiàng)目實(shí)例,進(jìn)行工程線路方案比選,并歸納了風(fēng)險(xiǎn)應(yīng)對(duì)中存在的問題和改善措施。本文選取高速公路建設(shè)中的風(fēng)險(xiǎn)管理為研究對(duì)象,提出了滿足大型工程建設(shè)需要的模糊風(fēng)險(xiǎn)綜合評(píng)價(jià)法并應(yīng)用到瀘渝高速建設(shè)項(xiàng)目線路方案的綜合優(yōu)選中。本文將工程項(xiàng)目管理理論應(yīng)用到工程的實(shí)例中,目的是將現(xiàn)今高速公路建設(shè)項(xiàng)目中存在的風(fēng)險(xiǎn)進(jìn)行有效地理論和實(shí)證研究并提出優(yōu)化方案,希望對(duì)今后的高速公路建設(shè)起到應(yīng)用引導(dǎo)效果,進(jìn)一步加快我國(guó)交通建設(shè)行業(yè)的發(fā)展速度。
[Abstract]:The construction environment of the expressway project is complex, the period is long, the technical level is high, the internal and external factors of the construction project are frequently fluctuated by the long-term factors and random factors in this process. At the same time, the uncertainty of these factors complicates the management problem in the whole cycle, which raises the requirement of risk management in the complete construction cycle. Therefore, risk management is becoming more and more important in order to ensure the project can be implemented efficiently and smoothly. This paper chooses the risk management of expressway construction project as the research object, and focuses on how to form the risk factors in the construction (design, construction) stage of the expressway construction project, how to evaluate various kinds of uncertain risks. How to prevent risk and respond to these three aspects of the problem. In the course of studying how to form risk factors in expressway construction project, this paper summarizes and analyzes the duration, cost, quality, technology of expressway construction project according to the characteristics of expressway construction project. Contract and law are the five influencing factors. In the course of discussing how to evaluate the risk of expressway construction project, in order to set up the system of evaluating the risk index of the project, this paper analyzes and studies the risk evaluation methods of various engineering projects. On this basis, a multi-level fuzzy comprehensive evaluation model suitable for highway construction project risk evaluation is obtained. In the process of how to prevent the risk of highway construction project, this paper summarizes the risk prevention measures for cost management, time limit management, quality management, contract management, construction management and risk monitoring. In the last chapter of the paper, the fuzzy comprehensive evaluation method is used to compare and select the project scheme of the Lu-Yu expressway construction project, and the problems existing in the risk management and the improvement measures are summarized. In this paper, the risk management in expressway construction is selected as the research object, and the fuzzy risk comprehensive evaluation method is put forward to meet the needs of large-scale engineering construction and applied to the comprehensive optimization of the line scheme of Luyu high speed construction project. In this paper, the theory of engineering project management is applied to the engineering example. The purpose of this paper is to carry out effective theoretical and empirical research on the risks existing in the present expressway construction project and to put forward the optimization scheme. It is hoped that the application and guidance effect of highway construction in the future will accelerate the development of traffic construction industry in China.
