【摘要】：本文以重慶市農(nóng)村公路管理和養(yǎng)護(hù)為案例,分析了重慶市北碚、巴南等主城區(qū),綦江、璧山等城市發(fā)展新區(qū)和云陽(yáng)、開(kāi)縣等遠(yuǎn)郊區(qū)縣共35個(gè)區(qū)縣的農(nóng)村公路養(yǎng)護(hù)管理現(xiàn)狀,從農(nóng)村公路管養(yǎng)機(jī)構(gòu)、管養(yǎng)模式、管養(yǎng)資金和考核辦法等方面出發(fā),探索建立健全農(nóng)村公路養(yǎng)護(hù)管理體制機(jī)制。本文主要研究?jī)?nèi)容包括以下幾個(gè)方面:①重慶市農(nóng)村公路養(yǎng)護(hù)管理現(xiàn)狀及問(wèn)題分析,通過(guò)深入的現(xiàn)狀調(diào)研,掌握重慶市各區(qū)縣農(nóng)村公路養(yǎng)護(hù)管理里程現(xiàn)狀、管理體制、養(yǎng)護(hù)模式、管養(yǎng)資金和考核辦法等基本情況,分析總結(jié)農(nóng)村公路養(yǎng)護(hù)管理工作的特色、亮點(diǎn)和經(jīng)驗(yàn),明確現(xiàn)狀農(nóng)村公路養(yǎng)護(hù)管理存在的主要問(wèn)題,剖析產(chǎn)生問(wèn)題的原因,把握關(guān)鍵問(wèn)題并進(jìn)一步深入分析。②重慶市農(nóng)村公路養(yǎng)護(hù)管理對(duì)策研究,分別從日常養(yǎng)護(hù)、大中修及應(yīng)急搶險(xiǎn)等2方面出發(fā),提出相應(yīng)的對(duì)策。其中日常養(yǎng)護(hù)對(duì)策包括體制改革、人員配置、資金管理和考核機(jī)制等內(nèi)容;大中修及應(yīng)急對(duì)策包括工作機(jī)制、競(jìng)爭(zhēng)機(jī)制、資金管理和驗(yàn)收機(jī)制等內(nèi)容。③重慶市農(nóng)村公路養(yǎng)護(hù)管理保障體系研究,主要從管理辦法更新、財(cái)政和路政管理等3方面建立重慶市農(nóng)村公路養(yǎng)護(hù)管理保障體系。④重慶市農(nóng)村公路養(yǎng)護(hù)管理辦法,通過(guò)前面的分析研究,制定管養(yǎng)辦法。主要包括總則、管養(yǎng)體制、人員配置、管養(yǎng)資金、考核機(jī)制、大中修及應(yīng)急搶險(xiǎn)、路政管理和養(yǎng)護(hù)建議等多個(gè)方面的內(nèi)容。本文通過(guò)大量的數(shù)據(jù)分析,比較全面、系統(tǒng)的探索研究,從農(nóng)村公路養(yǎng)護(hù)管理機(jī)構(gòu)設(shè)置等方面出發(fā),探索合理配置農(nóng)村公路管養(yǎng)機(jī)構(gòu)人員,強(qiáng)化管養(yǎng)隊(duì)伍建設(shè)的方法,著力于尋求建立穩(wěn)定的農(nóng)村公路養(yǎng)護(hù)機(jī)制、資金投入與保障機(jī)制;建立健全農(nóng)村公路養(yǎng)護(hù)質(zhì)量監(jiān)管管理的考核機(jī)制和獎(jiǎng)懲辦法,提出大中修及應(yīng)急搶險(xiǎn)、路政管理對(duì)策。這對(duì)于確保重慶市農(nóng)村公路的可持續(xù)發(fā)展具有重要的實(shí)用價(jià)值,可以為重慶市以及周邊省市區(qū)縣的農(nóng)村公路的養(yǎng)護(hù)管理提供有益的參考和幫助。
[Abstract]:Taking the management and maintenance of rural roads in Chongqing as an example, this paper analyzes the present situation of rural highway maintenance and management in 35 districts in the main urban areas of Beibei, Bannan, Qijiang, Bishan and Yunyang, Kaixian, etc. From the aspects of rural highway management institution, management mode, management fund and examination method, this paper explores the establishment and improvement of rural highway maintenance and management system. The main contents of this paper include the following aspects: 1 the status quo and problems of rural highway maintenance and management in Chongqing, through in-depth investigation and investigation, grasp the status quo and management system of rural highway maintenance and management in all districts and counties of Chongqing. This paper analyzes and summarizes the characteristics, highlights and experiences of rural highway maintenance and management, clarifies the main problems existing in the current rural highway maintenance and management, and analyzes the reasons for the problems. Grasp the key problems and further analysis. 2 Chongqing rural road maintenance and management countermeasures, respectively from the daily maintenance, large and medium repair and emergency rescue and other two aspects, put forward the corresponding countermeasures. The daily maintenance countermeasures include system reform, staffing, fund management and assessment mechanism. Major and medium repair and emergency countermeasures include work mechanism, competition mechanism, fund management and acceptance mechanism. This paper establishes the rural highway maintenance and management guarantee system in Chongqing from the aspects of finance and road administration. 4. Through the previous analysis and research, the author formulates the management and maintenance measures. The main contents include general principles, management system, staffing, management funds, assessment mechanism, major and medium repair and emergency rescue, road administration and maintenance suggestions. Through a large number of data analysis, more comprehensive and systematic exploration and research, from the rural highway maintenance and management organization setup and other aspects, this paper explores the rational allocation of rural highway management and maintenance personnel, strengthening the construction of management team. To seek to establish a stable rural road maintenance mechanism, capital investment and security mechanism; This paper establishes and perfects the examination mechanism, rewards and punishment methods of supervision and management of rural highway maintenance quality, and puts forward countermeasures for major and medium repair, emergency rescue and road administration management. It is of great practical value to ensure the sustainable development of the rural highway in Chongqing, and can provide useful reference and help for the maintenance and management of the rural highway in Chongqing and the surrounding provinces, cities and counties.
