【摘要】：隨著我國社會經(jīng)濟的迅速發(fā)展,城市規(guī)模在不斷地擴大,城市交通擁堵的問題一天天突出起來,一方面機動車的數(shù)量在快速增長;另一方面路網(wǎng)的容量卻難以擴展;加之交通秩序混亂。從而導(dǎo)致行車受阻、停車?yán)щy等問題日益嚴(yán)重,從多方面增加了城市交通管理的壓力,交通擁堵問題日益嚴(yán)重,出現(xiàn)惡性循環(huán)的狀況。這樣,交通擁堵問題不僅成了人們關(guān)心的嚴(yán)重問題,也引起了城市政府的重視,人們對快捷和平安出行的愿望也日趨強烈。為此,本文結(jié)合昆明市的城市交通狀況,對城市車輛飽和量、城市人口膨脹、交通管理、城市交通布局與城市交通發(fā)展的趨勢和城市的交通容量進行了深入調(diào)研,并從昆明的城市布局狀況出發(fā),結(jié)合中心城區(qū)的道路交通特征及規(guī)律,分析擁堵的原因,進而針對性地提出改善城市交通擁堵問題的對策。事實上,交通擁堵問題的形成是一個長期積累的過程,影響的因素錯綜復(fù)雜,相互制約,單從交通管理角度解決交通問題,能夠起到一定的收效,但是存在一定的局限性。從發(fā)展的角度來看,隨著機動車保有量的持續(xù)增長,擁擠問題仍會產(chǎn)生,治理交通擁擠問題難以取得標(biāo)本兼治的成效。針對這一情況,本文首先對城市交通擁堵的國內(nèi)外研究成果進行了分析;在此基礎(chǔ)上闡述了城市交通擁堵的主要特征及其與城市形態(tài)和路網(wǎng)的關(guān)系;進而從四個方面分析了昆明城市交通擁堵的現(xiàn)狀和原因:城市交通布局不夠合理、城市交通管理不夠規(guī)范、城市布局較為混亂、城市交通方式的變化引起交通擁堵。最后,本文針對性地提出了緩解昆明城市交通擁堵問題的對策:科學(xué)調(diào)整城市交通布局、強化城市交通管理、優(yōu)化城市布局、適應(yīng)城市交通方式的發(fā)展構(gòu)建立體化的交通秩序以緩解交通方式變化引起的交通擁堵。
[Abstract]:With the rapid development of social economy in our country, the scale of city is expanding, the problem of urban traffic congestion is becoming more and more serious day by day, on the one hand, the number of motor vehicles is increasing rapidly; on the other hand, the capacity of road network is difficult to expand. Coupled with a chaotic traffic order. As a result, the problems of traffic obstruction and parking difficulties become more and more serious, which increases the pressure of urban traffic management in many aspects, the traffic congestion problem becomes more and more serious, and the situation of vicious circle appears. In this way, traffic congestion has not only become a serious concern of people, but also caused the attention of the city government, people's desire to travel quickly and safely is increasingly strong. Therefore, based on the urban traffic situation in Kunming, this paper makes a thorough investigation on the saturated amount of urban vehicles, urban population expansion, traffic management, urban traffic layout, urban traffic development trend and urban traffic capacity. Based on the urban layout of Kunming, combined with the characteristics and rules of road traffic in central urban areas, the causes of traffic congestion are analyzed, and the countermeasures to improve urban traffic congestion are put forward. In fact, the formation of traffic congestion problem is a long-term accumulation process, the factors affecting the complex, mutual constraints, only from the perspective of traffic management to solve traffic problems, can play a certain effect, but there are certain limitations. From the point of view of development, with the continuous growth of vehicle ownership, congestion problem will still occur, it is difficult to control traffic congestion problem to achieve both symptoms and symptoms. In view of this situation, this paper first analyzes the domestic and foreign research results of urban traffic congestion, and on this basis, expounds the main characteristics of urban traffic congestion and its relationship with urban form and road network. Furthermore, the paper analyzes the present situation and causes of traffic congestion in Kunming from four aspects: the urban traffic layout is not reasonable, the urban traffic management is not standardized, the urban layout is more chaotic, and the change of urban traffic mode causes traffic congestion. Finally, the paper puts forward the countermeasures to alleviate the traffic congestion in Kunming: adjust the urban traffic layout scientifically, strengthen the urban traffic management, optimize the urban layout. To adapt to the development of urban traffic mode, to build three-dimensional traffic order to alleviate traffic congestion caused by the change of traffic mode.
