衛(wèi)星信息資源在TVS中心海事監(jiān)管中的應(yīng)用研究

【摘要】:近年來(lái),VTS系統(tǒng)的建設(shè)在提高山東轄區(qū)海上交通效率,保障海上人命財(cái)產(chǎn)安全,維護(hù)良好通航環(huán)境和通航秩序,保護(hù)海洋環(huán)境等方面都發(fā)揮了重要的作用。但是,VTS系統(tǒng)還存在遠(yuǎn)距離目標(biāo)信息采集能力不強(qiáng)、對(duì)漁船缺乏有效監(jiān)管手段、缺乏信息分析的手段和標(biāo)準(zhǔn)等問(wèn)題。因此,為有效解決山東轄區(qū)目前VTS監(jiān)管系統(tǒng)在覆蓋范圍上的局限性,山東海事局在威海VTS中心開(kāi)展了衛(wèi)星信息資源的接入嘗試。本文以此為背景,對(duì)VTS中心接入使用衛(wèi)星AIS、LRIT系統(tǒng)、北斗定位系統(tǒng)等衛(wèi)星信息資源進(jìn)行分析,開(kāi)展衛(wèi)星信息資源在VTS中心海事監(jiān)管中的應(yīng)用研究。通過(guò)對(duì)衛(wèi)星信息資源原理特性、接入技術(shù)的分析,探索衛(wèi)星信息資源在VTS中心的接入;結(jié)合通航安全指數(shù)圖、交通流分析、遠(yuǎn)程航跡回放、搜救漂移計(jì)算、電子警察等具體功能實(shí)現(xiàn),研究衛(wèi)星信息資源在VTS中心海事監(jiān)管中的應(yīng)用,以及在通航信息系統(tǒng)、搜救應(yīng)急與聯(lián)合行動(dòng)、網(wǎng)格化管理、海事公共服務(wù)平臺(tái)、海事現(xiàn)代化監(jiān)管體系中的作用發(fā)揮。通過(guò)對(duì)衛(wèi)星信息資源在VTS中心海事監(jiān)管中的應(yīng)用研究,可以借助衛(wèi)星信息資源實(shí)現(xiàn)對(duì)VTS中心周邊水域船舶的遠(yuǎn)程監(jiān)視和跟蹤,從而進(jìn)一步加強(qiáng)海上國(guó)防及安保,提高海上搜救與救助能力,為調(diào)查海上非法排放、溢油事故、交通事故等提供信息支持,為海事管理部門(mén)及其他政府和行業(yè)部門(mén)提供數(shù)據(jù)應(yīng)用決策參考。
[Abstract]:In recent years, the construction of VTS system has played an important role in improving the efficiency of maritime traffic, ensuring the safety of life and property at sea, maintaining a good navigable environment and navigation order, and protecting the marine environment. However, there are still some problems in the VTS system, such as the weak ability of remote target information collection, the lack of effective means of supervision over fishing vessels, the lack of means and standards for information analysis, and so on. Therefore, in order to effectively solve the limitation of the current VTS supervision system in Shandong Province, Shandong Maritime Bureau has launched an attempt to access satellite information resources in Weihai VTS Center. In this paper, the satellite information resources such as satellite AIS,LRIT system and Beidou positioning system are analyzed for VTS center access, and the application of satellite information resources in the maritime supervision of VTS center is studied. By analyzing the characteristics of satellite information resource principle and access technology, the paper explores the access of satellite information resources in VTS center, combines navigable safety index map, traffic flow analysis, remote track playback, search and rescue drift calculation, This paper studies the application of satellite information resources in the maritime supervision of VTS Center, as well as the navigation information system, rescue emergency and joint operations, grid management, maritime public service platform, etc. The role of modern maritime supervision system. Through the research on the application of satellite information resources in the maritime supervision and control of VTS Center, the remote surveillance and tracking of vessels in the waters around the VTS Center can be realized with the aid of satellite information resources, thus further strengthening maritime national defense and security. Improve the capability of maritime search and rescue, provide information support for investigating illegal discharge, oil spill accident, traffic accident, and provide data application decision reference for maritime administration and other government and industry departments.
